Organizational Setting
The Integrated Food Security Phase Classification (IPC) is a global, multi-partner innovative initiative to facilitate decision-making for improved food security analysis. The IPC uses a set of tools and protocols for classifying the severity and nature of food insecurity that integrates food security, nutrition and livelihood information into a clear statement about the nature and severity of food insecurity and implications for the response. IPC incorporates a meta-analysis approach drawing on evidence-based analysis that includes a broad range of data sets and stakeholders. The demand for IPC is constantly increasing, and currently it is implemented in more than 25 countries around the world. The operational arm of the IPC Partnership – the IPC Global Support Unit (GSU) - is hosted within FAO and co-managed by FAO’s Agri-food Economics Division (ESA) and the Office of Emergencies and Resilience (OER).

The IPC works:
1.) At the global level, through the Global IPC Steering Committee (responsible for strategic management), the Technical Advisory Committee (responsible for technical developments) and the Global Support Unit (GSU), responsible for the normative development and global coordination of IPC activities);

2.) At the regional level, Support Teams composed of food security advisors from different agencies and link them with existing regional food security networks or entities.

3.) At the country level, inter-ministerial and multi-agency working groups support the introduction and implementation of the IPC by institutionalized Technical Working Groups.

The IPC GSU, through the framework of the Global IPC and regional partnership, is supporting the IPC in Eastern Africa region (EA) as a way to promote improved food insecurity classification that is comparable, evidence based and linked to international standards and informs a broad array of food security interventions.

Reporting Lines
The IPC Data Analyst / Regional Trainer will be part of the FAO Resilience Team for East Africa (RTEA) based in Nairobi. He/she will work under the overall supervision of the FAO Representative (FAOR) Kenya, the technical supervision of the IPC Global Programme Manager, Agricultural Development Economics Division (ESA), and the direct supervision of the IPC Regional Coordinator (RC) in coordination with the Resilience Coordinator.

Technical Focus
As a member of the decentralized IPC Global Support Unit (GSU), the incumbent shall provide technical training and data analysis support to countries in the region as outlined by the IPC EA Regional country support work-plan under the direct guidance of the IPC Regional Coordinator, in coordination with the IPC Global Programme Manager (ESA-OER) and the Resilience Coordinator.

Tasks and responsibilities

In particular, the incumbent will undertake the following:
Support EA Countries in data preparation including the data matrix for AFI and CFI analyses in ISS.
Regularly update the IPC phase classification and population estimation figures database of the EA countries.
Regularly update the EA CCLE database and compile the reports for review and further processing.
In coordination with IPC EA team, support the organization of CCLE’s travel.
Support the logistical planning and organization of the EA Training and Analysis workshops.
Facilitate IPC training and analyses upon specific request by the IPC Regional Coordinator.
Support data collation and updating of the IPC Global Platform.
Update and maintain regional partners’ contacts list.
Regularly update the EA Regional dashboard on historical data trend analyses (outcomes and contributing factors).
Prepare monthly IPC regional data set and information for the FSNWG monthly presentation and update.
On request of IPC Regional Coordinator, represent IPC EA team in some meetings in Kenya (FSNWG, IPC Partners…).
Participate in IPC GSU and FAO meetings and workshops, as needed.
On request, support EA Countries in preliminary data analysis using statistical packages (SPSS, STATA).
Prepare and organize the ISS for analysis including basic GIS mapping (using QGIS and /or ARCGIS software) and revising shape files including for other countries.
As required support FAOKE in the implementation/Coordination of IPC activities with the following National Institutions (but not limited to), National Drought Management Authority, Kenya National Bureau of Statistics, University of Nairobi.
On request, support other activities outside of the EA region.
Perform any other assignment required by the IPC Regional Coordinator and FAO Management Support IPC products communication and dissemination.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
A minimum Bachelor’s degree in the field of Agriculture, Economics, Statistics, Social Science or a related field from a recognized university
At least 5 years of relevant experience in food security information and analysis (agriculture, nutrition, livelihoods, etc) in East and Central Africa, with sufficient knowledge on IPC Acute Food Insecurity analysis and statistical analysis; experience in statistics packages such as SPSS or STATA.
Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills
Experience in analysing food security related primary data from field surveys; knowledge of regional and national food security information and monitoring systems highly desirable
Proven ability to lead technical training and capacity building initiatives
Ability to work well within multi-sector and multi-agency working groups, strong interpersonal and communication skills, writing ability, and oral presentation skills
Proficiency in quantitative methods and mapping
Extent and relevance of experience in food security and IPC analytical systems and frameworks
Strong mathematical skills to help collect, measure, organize and analyse data.
Proficiency and demonstrated ability in statistics and statistical packages like Excel, SPSS, and/or STATA.
Extent and relevance of experience in supporting the design and use of food security data collection tools.
Practical expertise in food security analysis
Excellent report writing skills and communication.
Demonstrated ability in organising and facilitating meetings, training workshops and events
Background in mapping and infographics is a plus.
