Purpose of Activity/Assignment:

The primary purpose of this consultancy is to support the Afghanistan Country Office and its implementing partners to develop a Gender, GBV and PSEA training package for Health workers implementing the Health Emergency Response Programme. Specific activities include:

To design a training package/capacity building programme on Gender/GBV/SEAH/PFA -risk mitigation, prevention, and response across the country at different levels of the Health systems( BPHS- EPHS) partners building on existing training packages (UNFPA, WHO and MoPH) and contextualizing it with current emergency situation of Afghanistan.

To develop a training module for TOT for the selected service providers to cascade capacity building to the other cadres.

To conduct ToTs on Gender, GBV, PSEAH, incl Code of Conduct/ safety audits and PFA (including concepts, prevention and response guidelines/protocols/SOPs, Codes of Conduct, reporting channels and GRM for all targeted health staff.

Provide technical assistance and support to the trainers in cascading the trainings in community level.

Ensure all planned trainings and orientations are carried out at the targeted levels of the health systems.

Collect/collate existing awareness raising messages on GBV and review the materials in order to update and contextualise.

Prepare training reports for all trainings documenting progress, challenges and proposed recommendations.

Support in the master trainers to train health workers on Gender/ GBV/ PSEAH health facility minimum package checklist to improve quality of care.

Develop a detailed implementation plan for the assignment.
Conduct training needs assessment for targeted master trainers and produce report.
Design and development of training module: Collate training modules and adapt for training of targeted health workers. Develop the training plan, learning and facilitation materials including PowerPoints, handouts, and exercises using the existing training materials used by UNICEF, UNFPA, WHO, MoPH . All materials need to be adapted and contextualized to the specific needs of different sectors and levels of participants and the Afghanistan context as necessary. The training consultants are expected to employ various interactive approaches, techniques and tools. The training methodology should be participatory, and learner centred. The positive change among the participants is expected to mitigate the risks, prevent, and respond to the GBV/SEA as well as drive a gender-responsive culture in the health system.
Delivery: Conduct training for selected master trainers drawn from the Health Systems and Implementing Partners, on the GBV/SEAH/ SoPs, CoC, PFA, and protocols from the health facilities runs by HER SPs and train health workers on Gender/ GBV/ PSEAH health facility minimum package checklist to improve quality of care.
Monitoring of cascading of training by master trainers: conduct monitoring of cascading of training to health facility level in liaison with master trainers and utilise the information to strengthen refresher trainings
Conduct Refresher Trainings
Conduct mapping of GBV service providers in the health sector in 34 Provinces in Afghanistan

To qualify as an advocate for every child you will have…

Academic qualification: An advanced University Degree in Gender Studies, Development Studies, Social Sciences, Medical, Law or its equivalent will be an added advantage

At least 5 years’ experience in training and facilitation, in particular, conducting Training of Trainers (ToT)

Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
