How can you make a difference?

Under the direct supervision of the Security Manager, UNICEF Afghanistan, and in close coordination with the UNICEF Principal Health Advisor, the Security Advisor (Implementing Partner) will:

Advise the Security Manager and the Principal Health Advisor in issues that impact the security of UNICEF personnel involved in the WB project and / or the ability of IPs in the delivery of the WB project.
Coordinate with the UNICEF Security Manager and wider security team on all security matters impacting the WB project, including UNICEF personnel and IPs.
Provide advice on and manage technical security requirements contained in the UNICEF / World bank (WB) project in line with the Area SRMs and Security Plan, Residential Security Measures (RSM), and other relevant policies, guidelines, and assessments and monitor their implementation.
Prepare, maintain, and update WB-related security documentation including security contingency plans and provide the Security Manager and Principal Health Advisor with mandatory reports in accordance with UNICEF and WB security reporting guidelines. This includes the monitoring/reporting on security compliance and the submission of all Security Incident Reports (SIRs), where applicable to the WB project.
Monitor the security situation and provide independent and comprehensive analysis with the goal of identifying trends and predicting the specific conditions that would impact on the security of the WB project.
Oversee the establishment of an effective and functioning communications system for security management within the WB project and its IPs that is fully integrated into the UNICEF Communications System.
Provide analysis to understand regional level dynamics, including the environmental, socio-economic and political factors that make geographical areas difficult to access and have an impact on the delivery of the WB-project in areas deemed security compromised. Work closely with the UNICEF security, programme and communication personnel in country to integrate all relevant analysis into the planning and implementation of all country programmes.
Establish contact and maintain networks with all UNSMS/NGOs security advisors and relevant local authorities as appropriate. Ensure that security collaboration with NGOs working as WB project IPs is undertaken, in coordination with UNDSS, and using the SLT policies as a framework.
Lead and implement training requirements for IPs. Undertake a needs assessment with UNICEF and IPs on the training requirements and modules to be developed. This includes risk assessment of the security situation to ensure that the training development meets with the current and future risk profile of the country.
Develop training packages for IPs in the following security-related areas to include 1) Development and Implementation of Project Area Specific Security Plans 2) Development of financial proposals in support of identified security-related requirements 3) Conducting the bidding process for Third-party security service providers 4) Security Preparedness 5) PSEA and GBV-related trainings 6) Traffic and Safety Training 7) Security reporting and analysis 8) Residential Security Measures 9) Security Incident and Event Report writing.
Initiate and regularize learning opportunities, presenting findings and recommendations to help further improve programme quality and innovation in new and existing multi-sectoral projects. This analysis will be used to support UNICEF’s risk informed programming as well as determine the vulnerabilities of personnel based on gender, disability and ethnicity
The successful candidate will be predominantly located in the UNICEF Country Office based in Kabul where the incumbent will be attending meetings at various UN and non-UN compounds throughout the capital city. The successful candidate will NOT be involved in security-related decisions that directly impact UNICEF personnel, assets, and non-WB project related activities and programmes. The incumbent should be expected to travel into the field to either visit UNICEF field locations / main urban conurbations or deep field missions in order to enhance the security support to Implementing Partners / meet with key interlocutors. In summary, the incumbent will be in Kabul Country Office for 65% and in field locations for 35% of total time.

Produce monthly analysis on the security situation impacting World Bank-funded Implementing Partners, programmes and beneficiaries.

Produce weekly / monthly analysis on the political and security situation. To include thematic analysis including, but not limited to, climate change, gender, disability, on-going emergencies and the impact on children. In addition, to include the role of community engagement and participation in conflict prevention, mitigation and resolution including being part of the solution for many of the conflicts directly affecting IPs work.

Support the Security Risk Management process in updating on-line platforms; support security recommendations to senior management

Lead on monthly internal capacity building sessions with programmatic sections, field offices and Security team on UNICEF conflict sensitivity, conflict sensitive programming, generating a shared understanding of the operational context in which UNICEF Afghanistan operates

Participate in internal meetings including but not limited to, Security Team Management meeting (weekly), Security Team Meeting (weekly) and Country Management Meeting (monthly)

To qualify as an advocate for every child you will have…

Bachelor's Degree in Political Science, International Relations, Anthropology, Sociology, Geography, or another relevant field. 10 years of equivalent work experience will be considered
Minimum five years of international experience in security-related activities
Experience working in complex humanitarian emergencies and applying analysis to problem solving in difficult humanitarian responses
Training skills desirable
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
