Background
As part of eco-efficiency project UNICEF Mali is implementing the following:

A 160KWp solar system to support the entire UNICFE Bamako Office.
A 5 KVA, solar hybrid solution for staff residence and warehouse.
10 KVA for the BCP sites.
Support in installation of multi-function printer to replace printers, scanners and photocopiers in Bamako.

Objectives
The power situation in Mali is very poor. In addition to frequent power cut, the quality of power is bad due to which the UPS trips frequently. Frequent use of generator creates high carbon emission and disturbing noise. Under the eco-efficiency and greening, following projects are identified to address some of the power issues.

UNICEF Bamako is in the process of installing a 160 KWp of Solar system. This would support the complete power needs of the office, with EDM as the secondary and Generator as the 3rd backup power. The project is already designed and is awaiting the shipment of the hardware. The preparedness of the site to install the 500 plus Solar Panels is currently on ongoing.
RSM Solar for residential is a project under OneUN, with a drive to replace 5 KVA generator with solar power to cut down the carbon footprint emitted from the generator. During peak power cuts, the generator runs for more than 15 hours, thus causing disturbance due to sound in addition to the carbon emission. The project is already under way and pilot phase is completed. Currently in phase 2, 6 sites are identified to be installed.
Project RSM Solar for the BCP site, is under proposal. Given the poor power conditions of electricity in Mali, to strengthen the BCP, there is need to install 9 KWp solar power at all BCP sites which includes 3 sites in Bamako, 5 Zone offices. and Warehouse in Bamako
Assessment of power requirement and installation of solar power to support Badala were the relay antenna is placed in Bamako.
Power requirement assessment and installation of solar power to support the ICT data centre in all 5 zone offices.
As part of Eco-Efficiency projects, current printers, scanners, photocopiers are to be replaced with eco efficient multi-function printers.

Scope of Work
Under the eco-efficiency project, coordinate to install, monitor and maintain the following :

Solar project at UNICFE Bamako Office
RSM Solar at residence project, install 5Kwp solar power at 5 identified residence as replacement for generator.
Install 10 KWp solar power at the 2 identified BCP sites in Bamako
Install 2 KWp solar power at Badala station.
Coordinate to replace printers, scanner and photocopier with MFP.

Specific Tasks
The selected consultant under the general guidance of ICT Specialist, will assist UNICEF in the following manner:

RSM Solar for residence

Enable the 5KVA solar power at the identified 4 residence. Ensure they are properly configured and fine-tuned to provide optimum solar energy.
Assessment and feasibility for 5 KVA solar power for warehouse.
Assessment and feasibility for 2 KVA solar power at Badala antenna relay station.
Coordinate to install 10 KVA solar power at the 2 BCP sites in Bamako. Ensure the systems are fine-tuned and fully operational.
Be the first point of contact for all calls related to residential solar calls till the systems are fully operational.

Solar project for UNICEF Bamako

Coordinate with Construction specialist in the assessment of the roof of the warehouse to host solar panels is completed on time.
Coordinate with the outsourced company to ensure the roof of the warehouse is properly strengthened to host the solar panels.
Support GSOL in the installation of the solar panels and the container of the solar systems. Provide the required support in the configuration.

Installation and Configuration of Multi-Function Printers

Provide support in the physical installation of the MFP in UNICEF Bamako.
Support in configuring the MFP at all the clients end.
Act as first point of contact to User in transiting to MFP by handling training and individual support.

Expected Deliverables
Fully operational 5 KVA Solar power in the identified 5 houses.
Fully operational 10 KVA solar power at the 2 BCP sites in Bamako.
Fully operational 160 KWp Solar power in UNICEF Bamako office
Implementation of all MFP in UNICEF Bamako, with all staff migrated and trained to use the MPA.

Terms of Payment:
Monthly payment of the agreed amount.

Expected background and Experience
Minimum 2 years of relevant international experience in designing and/or implementing technical solar power systems solutions in developing countries is required;
Practical work experience in information technology, requiring systematic methods of troubleshooting and analytical problem solving. Experience in providing assistance to users on IT products and services and use of applications and diagnostic tools. Practical experience in providing technical and business Customer Support and Services. Practical experience and working knowledge of various computer platforms and applications.
Field experience on delivering projects in high risk environment.

Qualifications:
Technical Engineering degree with a specialization in Solar Power Systems.
Computer literate fluent in using Microsoft word, excel and internet.
Fluency in French, verbal and written. Good knowledge of English desired.
