Purpose and Objectives:

The purpose of the consultancy is to develop three comprehensive proposals for GPE grants in consultation with MBSSE, MTHE, TSC, LEG, Co-ordinating agency (Irish Aid) and other experts; to ensure synergy and mutual commitment among stakeholders in implementation of the selected priority.

Specific Tasks of the Consultant:

Under the supervision of the Chief of Education, the consultant will work closely with MBSSE, MTHE, TSC teams, development partners, and other relevant stakeholders and experts to ensure alignment and harmonization with national priorities, complementarity between the three grants and other stakeholders’ support. The consultant will lead the following tasks:

Review key strategic and policy documents to ensure the alignment and complementarity of the proposals.
Facilitate virtual and/or in person consultations as well as bilateral meetings with MBSSE, MTHE, TSC, LEG members, experts and education stakeholders as part of the process to identify and cost strategies and plans; and to identify a pathway for sustainability beyond the grants’ life.
Prepare comprehensive proposals documenting key bottlenecks and priorities for achieving system transformation and supporting strategies to achieve milestones.
Draft and finalize three proposals for STG, SCG and Multiplier Grant respectively, using GPE templates while ensuring feedback from all stakeholders is included and the establishment of a strategy for achieving the committed indicators for the programme.
Management, Organization and Timeframe:

The position will be managed and supervised by the UNICEF Sierra Leone Chief of Education and the incumbent will provide regular updates on the activities implemented and deliverables achieved.

The consultant will be paid based on the completion of each deliverable mentioned above.

The duration of the consultancy is 110 days over a period of 5 months.

To qualify as an advocate for every child you will have…

Required

Advanced university degree in Education and/or Economics or related social sciences from a recognized institution
Experience

Minimum of eight years of relevant work experience, preferably at national and international levels, in proposal development.
Professional Experience of working in the education sector in Africa/Sierra Leone is an added advantage.
Demonstrated experience in strategy development for government and/or international development organizations in the social sector.
Fluency in English is a must.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the applicable visa and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of full-vaccination status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO) endorsed vaccine, prior to taking up the assignment. This requirement does not apply to consultants who will work remotely and are not expected to work at or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor travel to perform functions for UNICEF for the duration of their consultancy contracts.
