We want committed, values driven staff to join our Dublin team and are currently looking for an Investigations Support Officer to be part of our Investigations Unit.

The job: This will be a structured junior role that will be well supported but will have an impact in the wider team and build the skills of someone who is interested in investigations as a career path.

The primary purpose of this position is to focus mainly on the support of investigations of alleged sexual misconduct, which includes sexual assault, sexual exploitation and sexual harassment in all of their forms, involving employees, beneficiaries, and other stakeholders. The investigation of alleged fraud / corruption will also be covered by this role, but priority will be given to safeguarding investigations.

If you join us, this is what you will be doing:

Form part of the team that manages and investigates misconduct incidents in accordance with Concern’s policies and procedures, where an investigation is deemed the most appropriate course of action;
Support in the assessment of allegations of misconduct with a view to determining the most effective investigative approach, assess risks to all involved, and develop investigation plans and methodologies to gather evidence and establish facts;
Under the input and oversight of the Investigation Manager, conduct investigations pertaining to allegations of misconduct in a timely and effective manner, undertaking field missions when required. This may include evidence gathering from various sources, documentary review, arranging & conducting interviews with complainants, victims/survivors, witnesses and subjects. In compliance with due process requirements and labour law, conduct investigations with sensitivity ensuring confidentiality, objectivity, fairness and accuracy of evidence gathered and impartiality of conclusions reached;
Draft final investigation reports detailing the findings of the investigation under oversight of the Investigation Manager;
Collaborate with the Safeguarding & Protection Unit, ensuring a cohesive approach to safeguarding investigations;
Appropriately escalate high-risk matters to the Investigation Manager and/or the Head of Internal Audit & Investigation;
Assist in drafting of donor disclosures before submission to the donor;
Maintain an accurate record of investigation details and outcomes, ensuring that issues of confidentiality and General Data Protection Regulations (GDPR) are met;
Ensure that all records are kept confidential and handled in compliance with all related policies and procedures;
Support preparation and delivery of misconduct investigation and misconduct prevention training for staff;
Preparation of ad-hoc reports and analysis as requested by the Head of Internal Audit & Investigation;
Accept, advance and pursue any new objectives or responsibilities that may be assigned by the Head of Internal Audit and Investigation;
Ensure that the organisation’s values and policy commitments, including accountability and equality, are reflected in assigned responsibilities
Skills and Experience Required:

Essential:

Fluency in French;
Ability to work effectively in English;
University degree in a relevant field;
Relevant post qualification experience in a busy department with exposure to safeguarding issues;
Experience of working on international investigations;
Experience conducting interviews of victims/survivors, witnesses and subjects in multicultural environments;
Demonstrated ability to write clear, concise, logical and analytical reports to convey complex issues;
Be comfortable handling multiple investigations concurrently, working under time pressure and managing multiple issues at once;
Ability to follow up and prioritise tasks according to workload requirements;
Familiarity with IT (MS Teams, Excel etc.);
Ability to work as part of a team;
Experience working in overseas/multi-cultural environments;
Excellent communication skills, both orally and in writing;
Willingness to travel to overseas fields;
Initiative, maturity, judgment and resourcefulness;
Excellent judgment, honesty and integrity, with the ability to manage highly sensitive and confidential information, including legal and financial information;
Ability to remain respectful, empathetic and diplomatic in the face of difficult and uncomfortable situations and conversations pertaining to interviews, reviews and assessments.
A commitment and interest in Concern’s vision and mission
Desirable:

Experience investigating sexual misconduct, sexual abuse or sexual harassment;
Experience investigating fraud and corruption;
Fluency in Arabic would be highly advantageous;
CHS certified trainer;
Experience in the non-profit, NGO sector, regional or international organisations
Safeguarding: This role may involve routine or sustained interaction with vulnerable adults or children, as a result it is considered to require special safeguarding procedures at time of recruitment/appointment.

You will report to the Investigations Manager and work with Key management staff at Head Office level and key overseas personnel.

The salary is from €32,473 to €38,205 (band 3) and this is a two year fixed term contract. This is a fully remote working role and will include a minimum of 30% travel to our programme countries.
