ABOUT LOGISTICS AND INFORMATION MANAGEMENT OFFICER AT WFP

The Logistics Cluster Logistics and Information Management Officer reports to the Logistics Cluster Coordinator.

THE ROLE

WFP, as the lead agency for logistics coordination, maintains a Logistics Cluster support capacity based in the Supply Chain Division of WFP HQ Rome. This cluster comprises a diverse, multi-skilled group of humanitarian professionals. It is mandated by the Inter-Agency Standing Committee (IASC) to complement and coordinate the logistics capabilities of cooperating humanitarian agencies during humanitarian response operations.

At the field level in Burkina Faso, based on the needs communicated by the humanitarian community, the Logistics Cluster is facilitating access to logistics services for the humanitarian community, including storage, road transport, and air transport. The Cluster also supports logistics coordination and information management to maximize the use of available resources in-country and provide logistics support and advocacy to establish a more coordinated and cost-effective operational approach.

RESPONSABILITIES

The Logistics Cluster Logistics and Information Management Officer will act as the focal point for collecting, analyzing, and disseminating logistics information in close coordination with Logistics and IM staffs of other UN entities and NGOs involved in the humanitarian response.

The Logistics Cluster Information Management Officer will be embedded in the Logistics Cluster Team in the Country Office and work closely with the WFP GIS Officer or, in the absence of a dedicated in-country capacity, with the GIS Unit of the Global Logistics Cluster in HQ. He/She will be responsible for:

Gather information on the overall logistics situation in the crisis area, including comprehensive data on logistics procedures and bottlenecks from the various Logistics Cluster participants and other relevant sources.

Produce Logistics Cluster reports in a standardized Logistics Cluster format. Key products include sitreps, snapshots, infographics, meeting minutes, operational overviews, etc.

Update key logistics procedures, such as the Concept of Operations (ConOps) and Standard Operating Procedures (SOPs).

Act as OIC for Logistics Cluster Coordinator if needs be.

Update key logistics maps with support from the CO or HQ GIS unit.

Manage the content of the Logistics Cluster country operations webpage in close coordination with the Global Logistics Cluster Support Cell (GLCSC) in HQ.

Establish, moderate, and maintain the Logistics Cluster mailing list.

Prepare the agenda for Logistics Cluster coordination meetings, compile minutes and action points, and ensure timely sharing of meeting minutes with all participants.

Coordinate logistics operations and ensure the flow of relevant information between humanitarian actors.

Monitor the inventory management process to track trends and report on inventory status.

Use and review the logistics system RITA (Relief Item Tracking Application), ensure that entries are accurate and up to date, and act as a Focal point for reporting.

Support capacity building of logistics staff and partners for effective and efficient delivery.

Perform parts of financial and budget analysis, drawing conclusions and recommending actions to the supervisor to optimize the use of available funds.

Manage contractual activities (Warehouse rental, construction, and installation of MSUs, organization of workshops)

Attend relevant meetings, such as the Information Management Working Group and Assessment Working Group chaired by OCHA. Represent the Logistics Cluster in other inter-agency fora if/when required.

Standardize and execute quality control of logistics assessments and activity reports.

Provide WFP’s Reports Officer with inputs about Logistics Cluster activities; liaise regularly with other Reports Officers/Information Management Officers in other agencies/NGOs/Clusters.

Establish and maintain internal information-sharing mechanisms, documentation formats, assessment formats, and a central file store according to GLCSC guidelines and standardization.

Conduct the bi-annual Service User Satisfaction Survey among Logistics Cluster participants and other stakeholders; use the information to draft mid-term/end-of-year reviews of the Logistics Cluster operation.

Recognize, assess, and disseminate the sensitivity of information obtained; respect the confidential nature of sources of information where relevant.

Perform other tasks as required.


QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in Transport Economics, Supply Chain, Logistics, Engineering, Business Management or other related field, or First University degree with additional years of related work experience and/or training/courses.

Desired experiences for entry into the role:

At least one year or more of progressively responsible professional experience in logistics with a background and interest in international humanitarian development.

At least three years’ experience with the Logistics Cluster is desired.

Experience coordinating service providers’ contract execution.

Experience arranging supplier deliveries and the discharge of WFP vessels (rail, air, or sea).

Experience in evaluating offers and writing proposals.

Experience in report writing.

Knowledge & Skills

Collaborative spirit, able to liaise with a wide range of people at all levels and across different cultures and act with credibility and diplomacy.

Good organizational and time management skills with an ability to plan, anticipate requirements, problems, and obstacles, juggle competing priorities successfully, and work within tight deadlines

Strong drive, self-motivated, and able to work with a high degree of autonomy

Language: Fluency (level C) in French and English (level B).
