JOB PURPOSE
To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.
KEY ACCOUNTABILITIES (not all-inclusive)
Assist in facilitating Logistics Services Market Assessment (LSMA) to trigger informative short-term decision-making. Collect and keep monthly trends on fuel prices and exchange rates of local currencies compared to stable currency preferred for transactions in Somalia. New development on transport infrastructure in Somalia.
Assist in the preparation and overall process of Request for Quotations (RFQs) for Clearing and forwarding, multimodal transport, Inland/Overland transport, air transport, pest control/fumigation, last mile transport, and warehouse management/handling services.
Participate in the review of contracting documents based on feedback from the operations team, facilitate the launch of Request for Quotations (RFQs) via the online tendering system – Intend, take the lead in offers received management, facilitate offers analysis based on evaluation criteria, and provide recommendations to the Logistics Officers on analysis findings.
Assist in drafting minutes for the Logistics Contracting Committee (LCC), facilitate meetings booking with the LCC team, and, together with the Logistics Officer, present the contracting cases to the LCC for review and approval.
Organize all required contract meetings, i.e., vendor relationships management, pre-RfQ, pre-award, post-award, etc.
Take the lead in maintaining vendors’ performance evaluation reports. Follow up with the operations team to submit qualitative monthly performance reports to the contracting unit. Liaise with the focal person on quantitative performance status every month.
Able to act as the primary contact between the Logistics Unit and other WFP Units with supply chain contract matters.
Assist in developing contract management tools, templates, methods, and processes for engagement.
Assist the logistics operations team in following up with vendors to ensure timely and cost-effective delivery of contracted services.
Maintain cost and other data, as required, on various means of service provision in the country.
Creation of digitalized Transporter Agreements (TAs) in LESS, simplifying creating, reviewing, and managing transport contracts, resulting in quicker turnaround times and reduced logistics contracting and processes paperwork.
STANDARD MINIMUM QUALIFICATIONS
Education:
Completion of secondary school education. An advanced diploma in logistics, supply chain management, or related functional areas is required. A degree in the related functional area is an added advantage.
Experience:
At least Five (5) years of relevant professional work experience with secondary certificate, out of which at least two (2) years of work experience directly in Supply Chain or procurement/contracting, Past experience in online tendering systems is a strong advantage. Or two years' experience of relevant experience with bachelor's degree.
Language: Fluency in both oral and written communication in English (level C) and Somali language.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
• Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
• Experience analysing data (on commodities, funds, etc.) and drafting reports.
• Experience in measuring service providers’ performance against set KPIs.
• Experience in assisting the preparation of contract documentation.
• Experience in providing technical business support in corporate systems.
