BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Each year, WFP supports more than 5 million people across South Sudan with food assistance to meet their needs. South Sudan’s climate is characterized by extremes and highly vulnerable to natural hazards. Nearly 87 percent of the population depends on agriculture, livestock, and forestry, therefore climate change has profoundly impacted the country due to changing weather patterns and increased intensity of natural disasters. 2021 marked the third year of unusually heavy floods which devastated large parts of the country and destroyed large parts of the annual harvest. 2022 is likely to see a fourth year of unprecedented flooding in South Sudan. For most of the year, many locations are isolated and inaccessible by all surface means of transportation, including impassable roads and riverways blocked by water hyacinth.

In addition, South Sudan lacks sustainable fuel options as the main sources of fuel are firewood and charcoal, which are prohibitively expensive and often require women and girls to travel long distances to collect. Deforestation has become a major issue in South Sudan as it exacerbates the consequences of floods and is a main source of cooking fuel for most vulnerable communities. The Sudd region of South Sudan is one of the top methane emitters in the region, due to the prevalence of water hyacinth, which methane when decomposing, 20-80 times more potent than carbon dioxide. Thus, this invasive species not only kills native species of plants and animals, blocks natural waterways and transport networks, however, it also contributes significantly to global warming.

This project aims to enable South Sudanese to have safe access to sustainable environmentally friendly cooking fuel using water lily hyacinth from clearing rivers and from their future maintenance. This project will provide an alternative source of cooking fuel to reduce reliance on firewood/charcoal and thus reduce impact on deforestation, while it will also provide additional community benefits in that the use of water hyacinth will also lead to clearance of rivers and maintenance of waterways, opening new transport networks which will be crucial if flooding continues. Lastly, this project will support communities, particularly women and girls, for whom the burden of collecting firewood falls on, to ensure sustainable access to affordable and reliable fuel sources, reducing protection concerns, allowing households to cook to meet their food needs, eventually providing an alternative source of livelihoods. This position will support the value chain analysis (VCA) to better understand the supply chain, context, map current stakeholders and follow up on roadmap and recommendations from the VCA.

KEY ACCOUNTABILITIES (not all-inclusive)
Manage and coordinate the scale up of the sustainable cooking initiative – water hyacinth charcoal, energy-efficient stoves and heat-retention baskets, among others – in Bentiu, South Sudan by following up and focusing the main steps and key actors to promote a more market-driven approach.
Gather baseline data, as well as data on progress and impact, regarding communities on GBV, time spent collecting wood, acceptability of new product, etc.
Engage with key stakeholders, including an analysis of the costs/profits, and gauge adoption, acceptability and any issues that may need to be addressed.
Develop and roll out community engagement plan, including plan for trainings and dissemination of project knowledge across the country during scale up phase.
Support in developing and implementing key processes and requirements that the commodity undergoes (or must undergo) before it reaches the end buyer.
Foster partnerships with stakeholders that are interested in investing, knowledge sharing and promoting the new technology in markets, including developing partnerships with civil society, public and private sectors, and transporters.
Liaise with internal and external counterparts to support effective collaboration, implementation and monitoring of project activities as well as capacity strengthening of all stakeholders.
Research and look into the feasibility of other related innovations as necessary, such as boats, training centers, other products out of the water hyacinth, and the like.

DELIVERABLES AT THE END OF THE CONTRACT:
Follow up on the production and scaling up of sustainable cooking project (water hyacinth briquettes, stoves, heat-retention baskets).
Reporting on progress and data – baseline and impact.
Budget and initiate planning of research and training center
Develop partnership action plan and community engagement plan.
Host workshops and training to disseminate knowledge related to the project.
Other related deliverables as necessary.

QUALIFICATIONS & EXPERIENCE REQUIRED
Master degree required in social sciences (preferably conflict resolution and sociology)
Experience in partnerships, community engagement, and program implementation
Experience in creating successful businesses and in creating new value chain
Experience in fostering partnerships, community engagement.
Experience leading and training a team.
Experience in reporting and project management.
Willingness to follow and update knowledge of new developments in the field.
Driven with desire to take initiative to solve problems and identify solutions.
