BACKGROUND AND PURPOSE OF THE ASSIGNMENT

WFP Togo is implementing a second-generation country strategic plan (CSP) which was approved by the Executive Board in June 2022 to cover the period from July 2022–December 2026. It enables WFP to reposition itself as a key player of SDG2 – Zero hunger – and to transition from exclusive direct assistance to increased advisory and enabling support to the Government, especially the design and piloting of the home-grown school feeding programme and its linkage to local food production and nutrition, logistics and climate adaptation. WFP country office in Togo is also operating the logistics corridor into central Sahel and hosts a global commodity management framework for WFP’s west and central Africa region (RBD).

Over the past year, the north of the country has been facing a critical security crisis that has particularly stressed the chronic and acute humanitarian needs of the vulnerable populations, especially in the Savanes region bordering with Burkina Faso. The spill-over effects of the crisis in the Sahel countries have led to the influx of thousands of Burkinabe refugees adding up another layer of social distress and humanitarian needs to the already-vulnerable host populations in the Savanes region. The Government with the support of UNHCR has started the registration of refugees, and so far about 6,500 people have been registered. However, in a recent letter from the Togo Minister of Security and Civil Protection sent to UNHCR, the number of refugees estimated by the government is 20,000 the number of IDPs is 32,000 (as of 03 March 2023). The Savanes region is undeniably the most food insecure part of the country, with 35% of the nationwide number of people living in IPC 3+, corresponding to 200,000 out of 570,000 people in dire need of food and nutrition assistance (Cadre Harmonise Nov 2022).

JOB PURPOSE

The Togo Country Office is recruiting a Programme Policy Officer to strengthen its team and respond effectively to the increasingly growing need for assistance in Togo, especially in the North of the Country. He is implementing a second-generation country strategic plan (CSP) which was approved by the Executive Board in June 2022 to cover the period from July 2022–December 2026.

The post holder will report to the Programme policy Officer. He /She will support monitoring and evaluation activities of the country strategy plan CSP 2022-2026 and to ensure that WFP assistance programmes in Togo generate quality evidence on the outcomes and impact “on the lives of beneficiaries” to inform operational decision making and strategic reorientation.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)

Lead the implementation of country office M&E plan across the CSP activities with the overall aim to facilitate strategic and programme decision-making.
Lead the information management efforts of the country office, including through the implementation of electronic data collection tools (ODK/Cobo) and other corporate tools (COMET, SPRING and MDCA).
Carryout food security assessments and reviews through analysis and reporting of M&E data for management and programme decision-making (including the preparation of ad ’hoc case studies to demonstrate results); collect and enter Country Office information and ensure completeness, timeliness, and quality of data.
Lead the realignment of existing M&E tools and systems to the WFP Corporate Results Framework – including training on indicators, methodologies, and development of M&E tools for outcome, output and process monitoring in line with M&E SOPs and Minimum Monitoring Requirement.
Review and give technical feedback on monitoring and evaluation plan for the CSP and budget revisions to ensure that plans are risk-based and focus on measuring results (e.g. checking monitoring and evaluation budgets are allocated and appropriate log-frame indicators and outcome targets are documented).
Produce frequent monitoring and evaluation progress reports with status of results and implementation of improvements.
Facilitate and coordinate the decentralized evaluation and the country portfolio evaluation of the CSP 2022-2026, initiate the TORs, identification of evaluators, planning, budgeting, and implementation.
Participate in the United Nations M&E working groups and take active roles in the design, planning and implementation of the UNSDCF monitoring and evaluation framework in the Country.
Train local WFP staff, partners and government staff on monitoring and evaluation techniques to build their capacity, increase awareness on the importance of monitoring and evaluation and encourage accountability for demonstrating results.
Work in close collaboration with internal counterparts and external partners to strengthen the data quality, accuracy, and consistency to build credible performance evidence.
Any other duty assigned by the supervisor that are within the scope of monitoring and evaluation.

QUALIFICATIONS AND EXPERIENCE REQUIRED

Education:

Advanced University degree in Sociology, Social Development, Development Economics or Performance Management or other relevant field, or First University degree with additional years of relevant work experience and/or training/courses.

Experience:

At least three (3) years of relevant professional experience in monitoring and evaluation humanitarian and/or development programmes with international governmental or non-governmental organizations [additional years of related work experience with a first university degree],.
Cultivated sustainable relationships with Country Office M&E focal points, local NGOs, government authorities, and other implementation partners.
Has research experience using variety of analytical tools and methods for causality analysis, forecasting, and other data modelling needs.
Performed monitoring, evaluations, and assessments at multiple field locations.

Knowledge & Skills:

Utilizes up-to-date understanding of humanitarian and development actions in different contexts and knowledge of global geo-political issues, monitoring requirements and/or the evaluation mandate to enhance existing approaches, systems, and processes to monitoring and/or evaluation that suit WFP’s strategic and operational needs.
Demonstrates thorough understanding of WFP’s performance management system and ability to manage resources and relationships to lead monitoring actions or deliver complex evaluations (including joint & interagency) of a variety of WFP programmes, processes, or policies to WFP monitoring and/or evaluation quality standards.
Applies in-depth understanding of developing practice in analytical approaches, methods, and tools for an appropriate mix to deliver quality monitoring results or complex evaluations on diverse topics relevant to WFP’s strategic and operational results frameworks.
Able to tailor and synthesize evaluation evidence and engage diverse internal and external stakeholders proactively in appropriate ways to maximize learning and use of evaluation concepts and evidence for improving WFP programme performance
Applies programme lifecycle knowledge to the development of monitoring systems and applies corporate guidance to draft TOR, co-lead Programme Review implementation, and draft initial findings and recommendations on the effectiveness of food assistance activities.

Language:

Working knowledge (proficiency/level C) of both English and French is required.
