Job Description
BACKGROUND

OFFICE/UNIT/PROJECT DESCRIPTION
UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GF) and is the UN agency assuming the role of temporary Principal Recipient of GF grants in “exceptional circumstances” since 2013. In its role as Principal Recipient, UNDP ensures quality financial management, timely procurement of supplies, and efficient monitoring and service delivery. UNDP’s management role consists in implementing grants, ensuring financial accountability, and strengthening capacity of national and international counterparts for programme management and financial accountability.

UNDP has been a Global Fund (GF) Principal Recipient (PR) since GF first supported Guinea Bissau’s efforts to combat HIV/AIDS, Tuberculosis (TB) and Malaria in 2003. Over the years, through successful capacity development, the PR function for TB and HIV/AIDS has been transferred to the Ministry of Health and SNLS. In 2020, UNDP was requested by the Country Coordination Mechanism (CCM) in Guinea-Bissau and the Global Fund to continue its PR role for the Malaria 2021-2023 grant.

UNDP is PR for the GF Malaria Grant and is supporting Health System Strengthening activities under C19RM2 grant. For the implementation of the Global Fund project, in 2013 UNDP Guinea Bissau established a Program Management Unit (PMU) that coordinates the implementation of the projects and provide general guidance of Global Fund rules and procedures to all Sub Recipients participating in the implementation of the projects. During COVID-19 pandemic, the PMU was designated to closely collaborate with the Ministry of Health and the High Commission to Fight COVID-19 to provide an adequate emergency response.

Within the delegated authority and under the supervision of Global Fund Project Manager or his/her designated mandated representative(s), the M&E associate provides support in execution of services in the Global Fund Project Management Unit (PMU), and supports the design, planning and management of the Global Fund Project by managing data, preparing documentation, ensuring UNDP corporate compliance – including in Quantum, and facilitating project implementation. The M&A analyst promotes a client-oriented approach consistent with UNDP rules and regulations.

SCOPE OF WORK
The Monitoring and Evaluation Associate will undertake the following key actions:

Provide support to implementation of the project’s M&E framework, focusing on achievement of the following results.
Follow up with the Sub Recipient (SR) in the implementation of the Annual Work Plan (AWP);
Review and provide inputs and update as necessary the M&E plan, indicators and tools, focusing on achievement of the following results:
Assist the team in coordinating with partners and stakeholders, focusing on achievement of the following results:

Provide support to implementation of the project’s M&E framework, focusing on achievement of the following results:
Real Time Monitoring (RTM) in all health facilities with tablets - monitoring plan available and implemented.
Ensure and monitor the purchase and distribution of internet packages for the SIS and RAS within the framework of DHIS2/RTM. Work in partnership with the DHIS2 database administrator at INASA.
Provide administrative support related to the M&E unit (contribution on elaboration of the TOR of the activities, detailed budgets, estimation of fuel, requests for mission orders, etc), according to the UNDP administrative rules and procedures.

Follow up with the SR in the implementation of the Annual Work Plan (AWP):
participate in the follow-up meetings of the activities of the SRs and prepare the internal reports
Participation in field activities;
Contribute to all arrangements of the SRs management Letter (follow up from reception to the representative's signature and sending and sending);

Review and provide inputs and update as necessary the M&E plan, indicators and tools, focusing on achievement of the following results:
Supports projects in the development of monitoring and evaluation tools and templates, including support on progress monitoring parameters vis-a-vis indicators and targets.
Support the refinement, development (as relevant) and implementation of the Country Office M&E strategy and development of results-based outcome strategy papers.
Ensure completion and implementation of project and programme monitoring plans with clear sources of data and responsible parties.

Assist the team in coordinating with partners and stakeholders, focusing on achievement of the following results:
Contribute to building the M&E capacities of sub-beneficiaries through the preparation, organization and facilitation of retraining/training sessions in Real Time Monitoring (RTM)/District Health Information System (DHIS2);
Participation in of joint missions in the field in collaboration with INASA, Regional Health Direction (DRS) & Malaria National Control Programme (PLNP) + other partners on RTM / DHIS2.
Development of templates for project monitoring and assurance visits and support staff training on project assurance and monitoring visits.
Support to the management and coordination of third-party monitoring and /or any other data collection interventions in the country office, generate lessons learned for management.

INSTITUTIONAL ARRANGEMENT

Under the guidance of the UNDP Monitoring and Evaluation Specialist, and the direct supervision of the Monitoring and Evaluation Analyst, the M&E Associate will contribute to the management of program data and will work closely with the staff of the Monitoring and Evaluation Unit.

MINIMUM QUALIFICATIONS OF THE SUCCESSFUL NPSA

Min. Education requirements

High School Diploma with relevant certifications OR
University Degree in social policy, public policy, politics, economics, development studies or a related areas is desirable, but it is not a requirement.

Min. years of relevant work experience

Minimum of 7 years with High School Diploma or 4 years with BA degree of relevant working experience.

Required skills

Experience and knowledge in UN roles & procedures.
Experience in programme management and multilateral development stakeholders.
Experience in the usage of computers and office software packages (MS Word, Excel etc.) and advance knowledge of spreadsheet and database packages.
Experience in handling of web-based management systems and ERP financials.
