Organizational Setting
FAO Gambia and partners are implementing the Climate Fishery Initiative for Livelihood Improvement in the Gambia (PROREFISH Gambia) project. The Project aims to address increased resilience and enhanced livelihoods, health, well being, food and water security of the most vulnerable people, communities and regions. Expected results include resilience of ecosystems, ecosystem services, infrastructure and the built environment to climate change threats as well as reduced emissions from land use, reforestation, reduced deforestation through sustainable forest management and conservation of forest stocks.The project will scale up adaptation measures that have been proven in a number of countries in West Africa, and in similar contexts, with a particular focus on climate-proofing fisheries infrastructure and on value chain segments dominated by women (fish handling and processing). The project will promote the adoption of aquaculture technologies and support the strengthening of the enabling environment for Gambian fisheries and promote a stronger engagement of the private sector.
Reporting Lines
Under the overall supervision of the FAO Representative in The Gambia, the AFAOR-Programmes, the National Project Coordinator and the direct supervision of the Lead Technical Officer (LTO). The Monitoring & Evaluation specialist will lead the development and implementation of a comprehensive and realistic monitoring and evaluation plan and strategy for the project, identifying appropriate data sources, collection methods, analysis plans, quality controls and resource requirements for the project to implement an efficient M&E system.

Tasks and responsibilities
• Develop and implement a comprehensive project Monitoring and Evaluation system.
• Ensure that a project monitoring system is in place and that key indicators are tracked and analysed.
• Develop adequate M&E plan and strategy to cover all aspects of project implementation
• Monitor and analyze project development and implementation.
• Assess methodologies and instruments for data collection, documentation, analysis and reporting to ensure that weaknesses and potentials for improvement are identified in a timely manner.
• Lead data collection and analysis from field visits, standardizing them across project activities, to feed into project performance monitoring.
• Coordinate reporting processes, including the review and analysis of issues and trends, preparation of monitoring and evaluation reports.
• Provide substantive backstopping to consultative and other meetings, workshops, maintain participants’ lists, preparation of meeting reports, etc.
• Lead and/or participate in field missions, including provision of guidance to external consultants, government officials and other parties, and drafting mission summaries.
• Present findings of monitoring and evaluation processes to key stakeholders and where possible, provide recommendations for improvement of project delivery.
• Ensure the systemic consideration of the lessons learned as opportunities for improvement.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• University degree in agricultural economics, biometry, economics, social sciences, business administration or a related field.
• Five years of relevant experience in agricultural and natural resources development and/or project planning/formulation/implementation including monitoring and evaluation.
• Working knowledge of English language.
• National of Gambia.
