Monitoring Expert
Summary of the position
The Third-party Monitoring (3PM) Expert leads on the implementation of the full monitoring mission cycle, including engagement with the implementing organisations (IPs) (e.g. UN agencies, international non-governmental organisations), design of the data collection, questionnaire development, data collection, data analysis and reporting. The Monitoring Expert may work on several monitoring assignments in parallel.
Key responsibilities
Manage interaction with the implementing organisations to be visited, including briefing on the conceptual and operational aspects of the monitoring methodology and leading management level discussions with them on any issues related to access, authorisations, and particular sensitivities associated with each visit.
Complete a thorough desk review of programme/project documentation for each monitoring assignment.
Develop tailored monitoring tools based on common standards for all monitoring visits adopted by the programme
Carry out data collection based on programme/project documentation, as required by the applicable monitoring module.
Provide guidance to, train, and oversee field data collectors for monitoring visits involving field-level data collection.
Analyse the data collected, if needed with the support of junior experts, and draft the corresponding monitoring reports
Draft and finalise monitoring reports in complete autonomy. Collaborate closely with reviewers to revise and finalise draft reports prior to submission to the client
Qualifications, Core Competencies and Qualities
To join us, you need:
A minimum of five years of experience in monitoring and evaluation (M&E), with a strong preference for monitoring. Candidates without specific M&E experience will be considered provided they have a minimum of 8 years of experience in project/programme management or analytical work including field data collection
Extensive knowledge and prior work experience (possibly in M&E) in Libya is a fundamental element.
Experience with quantitative and qualitative data analysis
English writing skills at native speakers’ level and be fully fluent in reading and speaking Arabic
Ability to communicate clearly and sensitively with colleagues and external stakeholders.
Ability to produce data collection tools, conduct data analysis, triangulate data, produce findings & recommendations.
Ability to autonomously draft high quality reports.
