Organizational Setting
The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.
FAO in collaboration with the Ministry of Agriculture (MOA) and Central Agriculture Research Institute (CARI) is implementing the “Linking Extension and Research to Farmers, Food Security, and Nutrition” project in Liberia and funded by European Union. The objective is to support the Government of Liberia to review and update the agricultural research strategic plan and the agriculture Extension policy. The helps to strengthen the agriculture research-extension-farmers’ linkages, as well as improve agriculture production, food, and nutrition security. This support is also extended to institutional capacity development and strengthening of the Farmer Business Service centers, to promote multi-stakeholder participatory approaches and extension service support along the value chains.

Like other countries in the West Africa region, research and pluralistic extension systems in Liberia have limited linkages. Moreover, from the Research and Extension systems assessment conducted by the project, as well as during consultations carried out amongst stakeholders, it is evident that there is a lack of clear direction and governance for agricultural extension and its linkage with the research, learning institution, and farmers in the country.

The project is seeking to hire the services of a national consultant to develop a single-source M&E and information sharing System that will facilitate data and information collection, the creation of a database of the Ministry of Agriculture, and sharing of information platform and experiences amongst the stakeholders. The M&E and the database at the ministry of agriculture will facilitate and improve the extension system and linkages with the stakeholders. The E-platform promotes a coordination mechanism for agricultural value chain actors and extension service providers of the Department of Regional Development, Research, and Extension (DRDRE). The M&E system is part of the operationalization of the New Extension Curriculum of the MoA.

The establishment of the common M&E system and information-sharing platform will also enable the (DRDRE) to bring key agriculture stakeholders, including smallholder farmers and people, and the value to one centralized data-sharing platform for better management and coordination.

Reporting Lines
Under the overall supervision of the FAO Representative in Liberia, the direct technical supervision of the International Project coordinator and the Assistant FAOR-Programme and in close collaboration with the M&E Specialist, the incumbent will perform the below task.

Technical Focus
The National Database and M&E System Developer will be responsible for designing and setting up an online digital system for monitoring and evaluating data management and sharing including a mobile platform for digitalizing and accessing information in low resource environment.

Tasks and Responsibilities

The incumbent will undertake the following:
• Design the prototype of the database and the electronic data collection platform;
• Establish a database system for extension service providers (public and private) in an integrated M&E System;
• Ensure that the system is flexible for sharing of reports and findings from evaluations and research from MOA, CARI, LIFAAS and private sectors.
• Ensure that the System promotes planning and monitoring of individual extensionists from their locations;
• Establish a database for an online data collection platform that allows for uploading and approving of data;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advance degree in ICT/ computer engineering or relevant field;
• More than 5 years of experience in the design and development of Web and Mobile applications;
• Working knowledge of English
• Candidate should be national or resident of Liberia with valid work permit.

Technical/Functional Skills
• Knowledge in results-based management and measurement methodologies is desirable. This should include familiarity with M&E methods, designing results frameworks and monitoring of results;
• Demonstrated experience in applying quantitative and qualitative/participatory research methods; linking planning to M&E; results-based approaches;
• Excellent analytical and critical writing skills;
• Ability to work in a team and good interpersonal skills;
• Good computer applications skills;

• Ability to deal with people with tact and diplomacy;
• Sense of initiative and anticipation;
• Capacity to work in diverse environments and ensure work life balance. Experience with FAO or other UN agencies’ systems and administration procedures for technical cooperation activities is desirable.

Selection Criteria
• Knowledge in results-based management and measurement methodologies is desirable. This should include familiarity M&E methods, designing results frameworks and monitoring development results;
• Extend of experience in the Agriculture sector and advisory services M&E
• Independent worker and excellent skills working as part of a team;
• Excellent reading, writing and communication skills in English
• Very high skills/knowledge of background related to the ToR’s Requirements
• Experience with UN, and public sector would be an asset
• Experience in working in collecting and processing information within the agriculture sector or similar.
• Excellent capacity for needs assessments and analysis
• Experience in training and implementing mobile systems with users
