Job Purpose and Organizational Context
Office for the Coordination of Humanitarian Affairs (OCHA) is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

Under the direct supervision of the Head of the Field Coordination Unit in the OCHA Mozambique – Pemba, the National Humanitarian Affairs Officer will be responsible for supporting the overall humanitarian coordination, emergency preparedness and response in Mozambique through the national Inter-Cluster Coordination Group (ICCG).

In particular, s/he will be supporting the coordination of the 2022 Humanitarian Response Plan for Mozambique through reporting, analysis, and monitoring & evaluation. Moreover, s/he will be ensuring the regular monitoring and analysis of the humanitarian situation in Mozambique, drafting different kind of documents and information products, to support reporting as well as and high-level advocacy.

Under the overall guidance and supervision of the Head of the Field Coordination Unit in the OCHA Mozambique – Pemba, the National Humanitarian Affairs Officer will be responsible for supporting the overall humanitarian coordination, emergency preparedness and response in the assigned districts/ areas of responsibility working with all the partners and government at the district and sub district levels.


Duties and Responsibilities

Ensures implementation of programme strategies focusing on achievement of the following results:
Monitor, analyze and report on the humanitarian situation in the areas of responsibility, particularly in the districts where a deteriorating humanitarian situation is reported due to insecurity/violence, climatic shocks, epidemics, etc.
Contribute to the development and implementation of the humanitarian programme cycle (HPC), including supporting common information processes such as preparedness, needs assessment, implementation, and monitoring.
Participates in effective management of the OCHA office within the practice area specialization assigned (coordination} focusing on quality control from formulation to implementation of the OCHA activities achieving the following results:

Provide secretariat support to the district coordination structure, including drafting preparing agendas and invitations, drafting of preparatory documents and presentation, drafting of minutes and follow-up on agreed action points, in close consultation with the Head of the field Coordination Unit based in Pemba.
Support the Head of field Coordination based in Pemba in strategic and operational coordination of the Humanitarian Response Plan for Mozambique through reporting, analysis, and monitoring & evaluation, including through soliciting and consolidating necessary inputs from relevant partners and stakeholders, and preparing information products on needs, response, and gaps.
Collect and maintain primary data and information on the humanitarian situation in Assigned districts in Mozambique, that are required internally and externally to support decision-making.
In close communication with the Comms and IM Unit, support strategic and operational decision-making by processing and analyzing data and information for presenting it in user-friendly formats (e.g., situation reports, maps, etc.)
Provides effective humanitarian coordination focusing on achievement of the following results:

In collaboration with humanitarian partners, contribute to the collection and analysis of best practices and lessons learned related to the latest humanitarian responses in the country (i.e., 2024 Humanitarian Need and Response Plan for Mozambique and other response planning and resource mobilization documents).
Support the implementation of the Inter-Agency Humanitarian Evaluation in-country recommendations, in close collaboration with AHCT/ICCG partners, provincial and district authorities, stakeholders, CSOs, etc.
Contribute to the design, develop, and manage databases, spreadsheets, and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency, and comparability; consolidate operational information on a regular schedule to support analysis.
Prepare or contribute to the preparation of various written reports and information management products, including documents and communications on the humanitarian situation in Areas of responsibility situation reports, talking points, 5W updates, as well as donor reports, supporting reporting as well as corporate outreach and advocacy.
Actively liaise with relevant provincial and district authorities (Government of Mozambique, INGD, INAM, etc.), OCHA Mozambique - Cabo Delgado sub-office, and humanitarian partners to triangulate humanitarian information and effectively identify and map humanitarian needs and response activities in assigned areas
Participates in effective information management focusing on achievement of the following results:

Track information required for early warning of potential humanitarian emergencies in the assigned area and as appropriate promote preparedness measures.
Prepare briefing materials and presentations providing up-to-date analysis on trends and developments on the humanitarian situation in assigned areas.
Provides top quality advisory services to the partners and facilitation of knowledge building and management focusing on achievement of the following results:

Maintain a network of contacts among key partners and stakeholders, including national and international NGOs, Red Cross Movement, provincial, district and sub district authorities and the humanitarian community.
Provide frontline surge in response to new emergencies, the escalation of existing emergencies and/or to fill critical gaps.
Carry-out other activities as requested by the Head of the Coordination Unit based in Pemba.

Ability to create and implement advocacy strategies which lead to impactful change.
Ability to identify funding sources, match funding needs (programmes/projects/initiatives) with funding opportunities and establish a plan to meet funding requirements.

Required Skills and Experience

Education:
Master’s degree or equivalent in Political or Social Science, Law, International studies, or other relevant degree is required or
A bachelor’s degree in combination with four additional years of relevant and qualifying experience in the field of humanitarian affairs will be given due consideration in lieu of the Advanced University degree.

Experience:
Minimum 2 years of experience at the national or provincial level in humanitarian affairs, emergency relief management or development work.
Experience in the use of computers and office software packages and handling of web-based management systems.
Experience in Inter-sector is required.
Experience with emergency is desired.
Previous similar work experience in the Province of Cabo Delgado is highly desirable.
Familiarity and good knowledge of social, political, and economic conditions in the region.
Proven abilities in data collection, compilation, analysis, and reporting with the ability to write in a clear and concise manner and effective oral communication.
Proven skills in conducting and participating in meetings and reporting.
