Organizational Setting
The Food and Agriculture Organization of the United Nations (FAO) is an intergovernmental organization with more than 191 member nations. Since its inception in 1945, FAO has worked to alleviate poverty and hunger by promoting agricultural development, improved nutrition and the pursuit of food security. FAO operates at country, sub-regional and regional levels with its headquarters based in Rome. The position is located in the Zimbabwe country office in Harare. This assignment will be developed in the framework of the FAO, UNEP, WHO and WOAH global project for the Development of a One Health Legislative Assessment Tool for AMR. This project is funded by the Multipartner Trust Fund for AMR (MPTF).

Reporting Lines
The incumbent will work under the technical supervision of the Legal counterparts in FAO, UNEP, WHO and WOAH, the operational supervision of the FAO Representation in Zimbabwe and in close coordination with the International Legal consultants in FAO, UNEP, WHO, WOAH, and other members of the project team.

Technical Focus
The technical areas/profiles covered will be as follows: legal and institutional frameworks relevant for human health, food and agriculture health, including veterinary legislation and environmental legislation.

Tasks and responsibilities
• Prepare an assessment of the existing national legislation with regards to antimicrobial resistance using the One Health Legislative Assessment Tool for AMR. This will analyze the existing national legal framework for human, animal, plant and environmental health, on the basis of the international standards of the FAO, UNEP, WHO, and WOAH. More specifically:
o Prepare a work-plan including the drafting of each chapter, meetings with the international project team and the national counterparts, submission to the relevant Ministry and meeting to validate the revised version of the chapter;
o Complete, following the indications of the international legal consultants, each chapter of the Tool;
o Prepare a short report summarizing the conclusions and recommendations in the individual chapters;
o Organize a program for bilateral meetings with the relevant Ministries.
o Meet with the national counterparts relevant for each chapter to validate the results of the individual chapters
o Prepare a report summarizing the outcomes of the bilateral meetings;
• Discuss with the national counterparts the priorities for legal reform based on the results of the national legal report and develop a road map.
• Support the organization of a final mission and workshop to validate the report and share it with the stakeholders.
• Prepare a short report on the use of the Tool and provide concrete recommendations regarding its format and content. Identify potential gaps, and questions that could be reviewed, simplified or improved.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in law.
• 10 years of demonstrated experience in legal analysis;
• National or resident of Zimbabwe
• Working knowledge (level C) of English

Selection Criteria
• Knowledge and experience in some of the areas of focus of the consultancy, ie Human health, agricultural law, animal health law, environmental law, or related matters;
• Demonstrated ability in carrying out legal research and analysis involving considerable complexity;
• Demonstrated ability in writing clear and concise reports and in preparing legal texts (legislative and regulatory instruments);
• Work experience with international or regional organizations or other entities in a relevant field.
