Purpose of the Position

The incumbent will provide technical support to the provincial authorities in Pakistan in designing, planning, monitoring, evaluating and coordinating programmatic, technical and logistical aspects of polio eradication activities. The incumbent will support the full implementation of the National Emergency Action Plans for Polio Eradication at the provincial level. The incumbent will be expected to provide leadership and technical guidance to field teams at district, divisional and/or provincial level including staff as well non-staff personnel affiliated with WHO.



Job Description

To eradicate polio from Pakistan as per the objectives laid out in the Global Polio Eradication Initiative (GPEI) End Game and Strategic Plan 2019-2023 as well as to reduce morbidity and mortality of other EPI target diseases.



Organizational context

Polio eradication is a global goal and priority for WHO. Pakistan is one of only two countries that have continued to detect indigenous wild poliovirus circulation in the past three years. Stopping transmission of wild poliovirus in Pakistan will be a definitive step in achieving polio eradication. WHO has a large technical team working closely with Government and partners on polio eradication in Pakistan. The incumbent is expected to have a high level of technical knowledge and wide-ranging field experience in polio eradication, epidemiology and public health. Incumbent is expected to provide technical leadership and support decision making at provincial-level



Summary of Assigned Duties

Under the supervision of the Technical Officer (NOD), Polio and the general guidance of the Provincial Medical Officer, the incumbent will:



1) Support the full implementation of the National Emergency Action Plans for polio eradication.



2) Provide technical support and guidance to field teams to maintain highly sensitive AFP surveillance system and ensure high-quality environmental surveillance is maintained



3) Support the provincial, divisional and district-level teams in the implementation, monitoring and evaluation of Supplemental Immunization Activities (SIA) in the field and prepare the necessary reports, for senior management review and decision-making.



4) Coordinate and/or support the rapid response to wild poliovirus, circulating vaccine-derived polioviruses in newly infected districts, and other triggers requiring rapid response



5) Ensure high-risk population groups including high-risk mobile populations are clearly mapped, needs assessed and are included in microplans at district and sub-district level



6) Ensure key performance indicators are tracked and events-of-concern e.g. sub-par performance in SIAs are flagged for action.



7) Support the training and capacity building of field technical staff and other personnel affiliated with GPEI polio eradication effort, at provincial, divisional, and district level



8) Facilitate and monitor the cascade of weekly and monthly activity plans of divisional and district level personnel affiliated with WHO and execution of those plans. Inform senior management of gaps in planning, implementation and validation of activities.



9) Assist supervisors in implementing accountability framework to recognize good performance and to rectify gaps in performance



10) Regularly monitor performance of provincial, divisional, and/or district teams and make recommendations to Senior leadership to promote and incentivize transparency, honest identification of problems and frank and open collective problem-solving.



11) Support divisional task forces and district polio control rooms in developing local activity workplans in accordance with NEAP



12) Support divisions and districts developing comprehensive risk analyses and assessment of emerging events/potential program risks



13) Lead investigations of important events and outbreaks (e.g. WPV, VDPV and SL2) in coordination with divisional, and district teams



14) Undertake other duties, as required, in relation to other programmers of collaboration in Pakistan

Functional Knowledge and Skills:

· Ability to administer and to evaluate public health programmes, especially EPI programmes and polio eradication.

· Demonstrated ability to work constructively with people of different cultural and educational backgrounds.

· Excellent Knowledge in epidemiology and diseases prevention, control and eradication.



Education Qualifications;

Essential - University degree in Medicine (MBBS, MD or equivalent) OR Masters degree in epidemiology, public health, health promotion, or medical anthropology, or other related health sciences



Experience:

Essential - At least 5 years of relevant experience in public health, particularly disease eradication, elimination and control, disease surveillance, rapid response, heath communication and promotion, and/or working on issues facing high-risk populations groups including high-risk mobile populations.



Desirable - Experience working in difficult environments on immunization and health emergencies



Use of Language Skills: Excellent knowledge of English and local language



Other Skills: Proficiency in MS office and familiarity with EPI INFO
