The main objective of the Nutrition Officer (Monitoring Evaluation and Learning – MEL) is to support the implementation of the strategy to monitor and evaluate Nutrition program quality, according to internal indicators, donor indicators, national and Global nutrition cluster monitoring, and evaluation principles. He/she will carry out operational activities of performance indicator monitoring, reporting and control of Means of Verification, support community data collection.
Under technical supervision of the Chief of Nutrition section, he/she will have to articulate with the field teams and Nutrition cluster partners and the Nutrition focal point of government to implement monitoring activities, within the framework of the Nutrition MEAL strategy.
Responsabilities:
Develop an annual Nutrition development & humanitarian Nexus specific MEL framework, update it as relevant.
Lead the implementation and intermittent review of the Nutrition specific MEL framework.
Develop and disseminate relevant M&E tools, formats and lead the provision of appropriate M&E training and supportive supervision, coaching and mentoring to UNICEF and Nutrition cluster staff and partners.
Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.
Oversee Nutrition cluster partners’ compliance with Global Nutrition information system.
Conduct and manage Routine Data Quality Assessments; ensuring implementation of corrective actions to improve data quality and accountability of staff and partners.
Oversee the development and the maintenance of a comprehensive Nutrition program database while ensuring accurate and timely storage of electronic files.
Report weekly/monthly achievements, challenges and key progress related to Performance monitoring to the chief of Nutrition section.
Review project (PCA/ SSA…) specific reports to ensure that they adequately respond to the project approved indicators.
Ensure that monitoring activities comply with the principles of Core commitment for children (CCC).
Contribute to the annual report (COAR), NutriDash HRP, HAC, and Appeal.
Participate and oversee in internal Nutrition program evaluation. And play a leading role in the review of completed evaluations and researches and ensure that they meet the minimum standards of quality before recommending them for signoff to the chief of Nutrition section.
Double hat as nutrition cluster IM focal point to liaise with OCHA and with other focal point within UNICEF and intercluster partner.
Contribute to establish and maintain an appropriate humanitarian coordination mechanism.
Strengthen pre-exiting sectoral coordination through increased predictability and accountability.
Provide Information Management Services to build complementarity of partners actions: avoiding duplication and gaps.
Produce and share monthly Cluster nutrition monitoring reports to ensure that cluster coordinator has accurate and useful data to inform the cluster strategy and the national humanitarian response plan.
Articulate with the IM information management unit in the management of the assigned databases.
Support the Nutrition Cluster in data analysis and visualization through infographics and mapping.
Interact and share information, under the approval of the chief of Nutrition, with other clusters (including through inter-cluster coordination) humanitarian actors, government counterparts, and relevant authorities for operational planning, engagement, and active contribution of operational partners.
Attend intercluster meetings and other relevant meetings in line with Nutrition cluster and program commitment.
Ensure the proper use of the Means of Verification, established for each Nutrition Development and humanitarian program.

Minimum Academic Requirement: Graduate diploma in Monitoring and Evaluation, Nutrition, Public Health, Development studies, Social Sciences, Economics, or any other related field
Other Specialist qualification (Desired): Knowledge and understanding of Nutrition epidemiology, Research methods/M&E, Project Management Certificate
Minimum Years of Relevant Experience: At least 2 years working experience in a similar position
Knowledge of Systems and Procedures
Knowledge in qualitative and quantitative research methodologies.
Knowledge in concepts of Monitoring and Evaluation.
Knowledge in statistical tools for data analysis.
Skills in using MS Office applications especially Word, Excel, Outlook and PowerPoint and knowledge of SPSS , Power BI, QGIS/ARCGIS.
Knowledge in Program and project monitoring and evaluation.
Presentation, training and facilitation skills.

Remarks:
No relocation expenses will be covered by UNICEF as this is a national recruitment.
