Niger is a landlocked Sahelian country of 21.5 million people, most of whom live in rural areas (84%). The population is young, with 58% of Nigeriens being under 18, and nearly half of the population is poor, despite reductions in the poverty rate over the past decade. The country, which ranked last on the 2017 Human Development Index, sees its development constrained by several factors: high population growth, climatic conditions that hinder rural development, vulnerability due to the absence of economic diversification, gender equality issues, low levels of literacy and education, and the size and landlocked nature of the country, which obstruct the provision of essential goods and services to the population. In addition, Niger is confronted to recurrent crises, including malnutrition, epidemics and population displacement.

UNICEF supports the Government of Niger's efforts to improve the situation of women and children, focusing on the following seven sectors through its 2019-2021 programme of cooperation: health, nutrition, water, hygiene and sanitation, education, child protection, and social inclusion, and adolescent and social norms. The vision for the new country programme is to support the Government towards ensuring that all children, especially the most vulnerable, enjoy their rights; adolescents and youth are empowered; communities and systems are strengthened and resilient; and humanitarian assistance and development address the structural causes of fragility and vulnerability.

How can you make a difference?

Under the supervision of the Deputy Representative, support the Country Office establishes and deepens financial and non-financial partnerships with resource partners, through partnerships development, relationships and contributions management, and donor reporting. The key result is that adequate resources are mobilized to implement the UNICEF Niger country programme and reach expected results for women and children.

Key functions, accountabilities and related duties/tasks

Ensure partnership development:

Support the development, update and monitoring of the Country Office's resource mobilization strategy, covering both fundraising and leveraging, and ensuring progress in novel areas such as innovative financing.
Develop systems to monitor the financing levels and resource needs of the country programme against targets.
Advise senior management and programme sections on partnerships opportunities and risks.
Collaborate with the communications section and programme sections to ensure that adequate material is available to support partnership development.
Advise programme sections on project conceptualization, ensure quality control of concept notes and project proposals (including narratives and budgets) prior to the Deputy Representative's final approval, and gradually build the capacity of programme staff on proposal writing.
Advise on the content of agreement with donors and liaise with the Regional Office, Headquarters, and financial and non-financial partners regarding clearance, finalization and signature of agreements.
Keep abreast of overall aid trends and developments and disseminate knowledge internally.
Strengthen partnerships management:

Develop and maintain systems to strengthen institutional memory related to partnerships and ensure timely follow-up to donor interactions.
Advise the Deputy Representative on systems for monitoring sensitive grants.
Contribute to efforts to analyze and communicate to donors the cost of doing business, and to strengthen grant management practices to ensure implementation fully complies with the donor agreement.
Liaise with the Regional Office, Headquarters and financial and non-financial partners on partnerships-related issues.
Ensure that the communications section and programme section are fully aware of donor reconition requirements, facilitate the production of quality donor recognition products as needed, and ensure that these products are regularly shared with donors.
Ensure timely, quality donor reporting:

Ensure the timely submission of quality donor reports, including compliance with UNICEF quality standards and coherence between financial and narrative information.
Gradually build the capacity of programme section staff in charge of report writing.
Ensure the timely submission of a quality yearly Country Office Annual Report (narrative part).
Ensure quality control for other reports or documentation linked to partnerships, as needed.
To qualify as an advocate for every child you will have…

An advanced university degree is required in one of the following fields: international relations, political science, international development, communications, public relations or another relevant technical field.
A minimum of five years of professional experience in one or more of the following areas is required: public affairs, programme management, resource mobilization, external relations, reporting, or other relevant area.
Fluency in English and French is required.
