Purpose of the position

Supports the Representative to push the fundraising agenda to ensure that risks to country programme funding are mitigated. This position is critical in ensuring that the office’s communication strategy and fundraising plans are developed, implemented and monitored to ensure sustained funding. Partnerships would also be strengthened through this position. Both resource mobilization and partnerships were identified as Gambia CO high risk areas in the ERM and confirmed by the latest Country Office audit.

KEY ACCOUNTABILITIES AND DUTIES & TASKS

Fundraising and Resource Mobilization

Support the Representative to manage and lead the resource mobilization efforts of the office through the development and implementation of the CO’s Fundraising Strategy

Duties & Tasks

Review existing fundraising documents and update the 2017-2021 Fundraising Strategy and Plan
Manage NatCom and other fundraising relationships and strategies with the support of the Communications Officer
Establish systems with checklists and quality control standards for the production of high quality and innovative proposals and donor reports
Conceptualize and develop creative and modern fundraising tools and ideas
Ensure development and distribution of quality newsletters
Liaise with the Representative and Deputy Representative to establish funding priorities, shortfalls for targeted resource mobilization strategies
Partnerships Management

Manage a partnership database and support the Representative in maintaining and forging new partner relationships in and out of the Gambia that advance the fulfilment of the rights of children

Duties & Tasks

Conduct a partnership mapping across all types of possible partners in and out of the country
Work closely with the Deputy Representative to ensure that risks associated with programme partnerships are mitigated
Establish a partnership plan that supports resource mobilization and joint fundraising
Develop principles and guidance for working with youth, adolescents and children as partners in development
Communications and Advocacy Strategy

Ensure development and implementation of the communication, external media and visibility strategy

Duties & Tasks

Lead the development of the communications and advocacy strategy 2017-2021
Ensure implementation of the communications strategy and provide technical guidance for same
Provide technical guidance and direction to the Communications Officer to ensure appropriate external media engagement; and robust social media platforms for strategic outreach, especially to youth, adolescents and children
Ensure that appropriate visibility and branding strategies are implemented
Monitoring and Reporting

Establish a monitoring system that tracks progress on the fundraising, communications and other related strategies and plans; and ensure quality assurance of all products coming out of the communications, knowledge management and resource mobilization areas

Duties & Tasks

Develop and implement learning and knowledge sharing plan.
Translate global and regional knowledge into simplified tools for country use.
Serve as a member on the Learning Committee.
Ensure and manage standard systematic knowledge sharing from organisational and external trainings and learning opportunities.
To qualify as an advocate for every child you will have…

Advance university degree in Marketing, Public Relations, Partnerships, Communications, Journalism or related field. A first level university degree (Bachelor’s) in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Minimum of five (5) years of progressively responsible relevant work experience at national and international levels in the areas of social and economic development and cooperation, preferably in the area of managing external relations and partnership in an international organization. Professional work experience in communication, print and broadcast media, or interactive digital media, with excellent writing and analytical skills will be an asset.
Previous experience with the European Union donors would be an asset.
Field work experience will be an asset.
Background/familiarity with Emergency situations
Fluency in English and another UN language (Arabic, Chinese, French, Russian, Spanish).

UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
