ORGANIZATIONAL CONTEXT
Since the independence in 2011, South Sudan continues to face a political crisis which manifests in insecurity associated with an economic crisis and a serious and protracted humanitarian crisis. WFP manages the largest humanitarian response in the country, reaching almost 4.9 million people in 2022. WFP also facilitates access for all other humanitarian agencies through its humanitarian air services and logistics support capacity. The Country Office encompasses approximately 1,300 employees across 15 Field offices providing assistance through the provision of vital life-saving food assistance using food distribution or cash-based transfers, school meals, malnutrition prevention and nutrition treatment activities, as well as asset creation and livelihood support.

The Country Office launches its recently developed ‘Country Strategic Plan (CSP)’ which closely links the Sustainable Development Goals and translates these into specific WFP Strategic Results, Outcomes, and Activities.

JOB PURPOSE
During the assignment the Partnerships officer role will provide substantial value to WFP South Sudan’s effective positioning with public, private and external partners building partnerships to attract resources, technical assistance and innovative solutions to advance the work of WFP. In a global context of restricted humanitarian funding the role will support the bolstering of partner engagement towards fundraising and diversification of the donor base. The Partnerships Officer will support implementation of the WFP South Sudan Partnerships Action Plan including resource mobilization, proposal development and donor reporting related to the Country Office Operation, including supporting resource mobilisation to WFP’s response to the impact of the Sudan conflict in South Sudan.

KEY ACCOUNTABILITIES (not all-inclusive)
Support the implementation of the WFP South Sudan Partnerships Action Plan and management of the country office’s partnerships, including supporting new partner scoping and engagement initiatives.
Support the Country Office’s donor intelligence management through regular updates and maintenance of salesforce, and collating information for proposals and other donor engagement documentation; in addition to supporting the coordination of donor field missions.
Proactively contribute ideas and highlight fundraising opportunities for new strategies to maintain and increase funding from new and traditional donors and position the country office for thematic funding envelopes including but not limited to climate financing and social protection;
Draft funding proposals and collating information for engaging donors, including preparing donor briefs, factsheets, presentations and other products for donor engagements or informing external engagements (senior management meetings, missions, donor briefings, capital missions, Executive Board sessions, high level field visits, etc.)
Coordinate and drafting donor reports as well as the preparation of internal and external reports to support CO, Regional and Corporate level management advocacy for South Sudan country office ;
Conceptualise and prepare donor missions and high-level public events, participating as necessary;
Develop and design outreach materials (briefs and fact sheets) based on the above-mentioned reports to enhance their content in user-friendly formats and disseminate to external audience

STANDARD MINIMUM QUALIFICATIONS
Knowledge & Skills: Minimum three or more years of relevant professional work experience in partnership roles. Experience in managing multiple complex relationships with a range of donors and a firm understanding of the donor landscape, priorities, and requirements.

Strong writing skills and ability to collate donor reports for traditional and non-traditional donors.

Good knowledge of WFP donor intelligence platform Salesforce as well as databases such as PPR Stats Sheet and FACTory. Understanding of grant management processes including the use of the Grant 360 platform.

Education: Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Languages: Fluency (level C) in English language.

DELIVERABLES AT THE END OF THE CONTRACT
Funding proposals for traditional and non-traditional donors to mobilise resources for activities under the WFP South Sudan Country Strategic Plan 2023-2025) across the crisis response; nutrition; resilience programming as well as UNHAS and logistics cluster prepared and submitted to donors;
Quality donor reports, internal and external reports are compiled and shared;
Donor missions and high-level public events planned and implemented;
Outreach materials (briefs and fact sheets) in user-friendly formats are compiled and disseminated to external audience;
Briefs/talking points are regularly developed for CO and other Senior WFP management;
Fundraising opportunities are identified and strategies in place, in line with the CSP Partnership Action Plan;
Salesforce Country Page is up to date;
Unit internal information management systems reviewed and regularly updated to ensure continuity of information.
