The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. We are currently seeking motivated and qualified candidates to fill positions of the 2021 Policy and Programme Department (PD) Internship Programme.

The position will be based in our Programme Unit working remotely for the WFP Liberia Country Office based in Monrovia, Liberia. The internship will be typically for the period of at least 3 months during June to August/September 2021.

Brief description of WFP Liberia :

WFP has provided assistance in Liberia since 1968 through its emergency and development activities. To ensure effective planning and better-informed responses in supporting the implementation of Liberia’s Pro-Poor Agenda for Prosperity and Development, WFP’s Country Strategic Plan (2019–2023) is designed to align with the government’s priorities alongside the United Nations Sustainable Development Cooperation Framework (UNSDCF) for 2020–2024 to create better synergy of actions with sister UN agencies. The current five-year development portfolio includes social and productive safety nets, such as home-grown school feeding, capacity strengthening, and emergency preparedness and response. WFP aims to provide to strengthen food and nutrition security through school feeding and social protection measures and assists in strengthening the national capacity of Liberia to own and implement hunger solutions.

Monitoring and evaluation is a core area of the WFP work and forms the basis for the design of all its operations. The information allows WFP to perform effective targeting, determine the most appropriate type and scale of intervention, e.g. food distributions, nutrition assistance, school feeding, cash, or voucher programmes, and ensures the most efficient use of humanitarian resources by allocating funding according to needs. In Liberia, WFP often undertakes monitoring & evaluation in close collaboration with partners, including government ministries, UN agencies, local/international NGOs, regional entities, and academic institutions. These partnerships ensure a shared understanding of food security problems and common priorities for action.

Duties and responsibilities

Under the direct supervision of the Deputy Country Director, the Intern (Programme Policy Officer, M&E) will contribute timely and accurate monitoring & evaluation (M&E) data for evidence-based decision-making on programme design and implementation, notably through making monitoring, review, and evaluations findings accessible. Specifically, the candidate will perform the following duties:

• Provide M&E support to specific and/or defined programmes to ensure that the various activities are performed within the established targets, following WFP policies and procedures
• Support the coordination of data gathering, and programme monitoring, to ensure that rigorous quality standards are maintained; draft regular monitoring reports on status of results, and implementation progress, and contribute to the data analysis
• Prepare a range of M&E reports and data analysis, e.g. food assistance needs, resource utilization, programme status, performance, and highlight trends/issues
• Support the development of the WFP community feedback mechanism (CFM) for the monitoring, and follow up on WFP beneficiaries, in line with best practice
• Other as required.

Qualifications and experience

• Currently enrolled with in a graduate programme and have attended classes in the past 12 months, or a recent graduate from a graduate programme (within six months prior to the application to the internship programme), preferably with studies in data analytics, and monitoring & evaluation of quantitative and qualitative data.
• Experience in monitoring & evaluation by participating in reviews, assessments, and programme development, including the design, data collection and analysis would be an asset
• Experience in any data science techniques, programming and statistical software, and knowledge of data visualization products, e.g. Tableau, etc. is desirable
• Proficiency in MS Office (Word, Excel, Power Point, Outlook)

Required soft skills/WFP Competencies :

• Understands basic technical concepts and data and their relevance to food assistance programmes
• Displays capacity to provide inputs into the development, implementation, and realignment of programmes under guidance
• Identifies opportunities to be creative in own work and to help team be more innovative and accurate in their respective tasks and areas of work
• Proactively anticipates potential challenges and develops mitigation plans to ensure that team meets goals and targets

Working Languages

Working knowledge of English (proficiency/level C) is required.

Supervision (Level/Methods of Supervision)

Under the direct supervision of the Deputy Country Director, the incumbent will be provided with close mentoring, guidance, and technical supervision. Performance planning and reviews, as well as learning and development discussions, will be elemental part of the supervision. The Country Director will be the second-level supervisor. With the support of a comprehensive induction package and assignment of a buddy/mentor, the intern will rapidly become a productive member of the team.

Training components

Throughout their assignment WFP interns have access to an industry leading learning platform, WeLearn. Depending on opportunities and availability of funds, he/she may participate in WFP workshops or seminars, as appropriate.

Learning Elements

At the end of the assignment, the Intern should:

• Have strong knowledge of WFP corporate M&E guidance and tools, M&E procedures in Country Offices
• Have developed practical data analysis and management skills in the areas of M&E for evidence-based decision-making on WFP programme design and implementation, notably through making monitoring, review, and evaluations findings accessible.
• Have a general understanding of WFP overall operations and activities in the country office, region, as well as Headquarters

Information on the Country of Assignment

• Living conditions in Monrovia, Liberia

Liberia, with its population of almost five million people, is located on the west coast of Africa bordered by Sierra Leone on its west, Guinea to the north, Côte d'Ivoire to the east, and the Atlantic Ocean to its south. In Monrovia, there are many furnished, self-contained flats available in a range of quality and prices where most UN staff live, particularly those on shorter contracts. Almost all of the apartment complexes are on the ocean side with swimming pools and sea views, and walking distance to One UN House, and the more popular supermarkets. Liberia is a country with scant health-care resources. This requires a strong emphasis on preventive care, and it is advised to bring any uncommon prescription medications. Malaria is endemic, but prophylaxis and treatment are both available. There is a UN clinic in One UN House, where all UN agencies have their offices, including WFP. There are not a lot of banks in Monrovia, but the few banks and ATMs disperse U.S. dollars, which the local economy uses. Liberia is primarily a cash economy, but credit cards are accepted in some shops and restaurants.

It is easy to eat a well-balanced meal with a variety of foods, although most are imported. Many well-known western-style brands of food are available in large grocery stores but can be quite expensive. There are not a lot of vegetarians in Liberia, so most cooked local dishes will have meat, fish or poultry in them. Vegetarians and vegans will find many plant-based foods are available; these can be limited depending on the season, and their importation by the foreign-owned supermarkets. Pineapples, bananas papaya, coconuts, and mangoes are grown locally. Being neat and cleanly dressed in a culturally appropriate manner is a sign of respect. Internet access through WiFi is available throughout Liberia, and smart phones are commonly used. The WhatsApp platform is a popular mean for exchanging messages and voice calls. Liberia uses 220-volt electricity, but wall sockets have a variety of pin configurations. It can be useful to bring a plug adapter set.

Like anywhere else in the world, crime exists in Liberia, particularly property theft and burglary. It is not advisable to walk with valuables such as laptops, and shoulder bags. Transportation is relatively easy in the capital with a variety of local taxis to choose from, although traffic can be heavy at all times of the day.

The security situation in Monrovia remains calm. There are no specific threats against the UN in Liberia. Whilst UN staff continue to be victims of minor crime such as street robbery and apartment break-ins, the infrequency of attacks and random nature of locations do not indicate that UN staff are at an elevated risk.
