Sudan, surrounded by the Central African Republic, Chad, Egypt, Ethiopia, Eritrea, Libya and South Sudan, positioned next to East, West, South and North Africa, is surrounded by complex conflicts in an unpredictable, volatile and rapidly evolving region. Sudan is by size the third biggest country in Africa, with a diverse population of around 42 million people. Sudan's children make up half of the total population, and the past two decades have seen their lives significantly improve: fewer girls and boys are dying before their fifth birthday, primary school attendance is increasing, immunization coverage is high and the country remains polio free. Still, millions of children continue to suffer from protracted conflict in Darfur, the Kordofans, and Blue Nile, from seasonal natural disasters, malnutrition and disease outbreaks, and from under-investment in basic social services. More than three million of Sudan's school aged children are not in the classroom. UNICEF has been in Sudan since 1952 and continues with a presence in 12 of Sudans' 18 states.

How can you make a difference
The Peacebuilding and Emergency Consultant, based in South Darfur, will lead on peacebuilding, risk reduction measures, emergency preparedness and response.

Basic objectives of consultancy
1.1. Provide technical leadership and guidance on peacebuilding and the strengthening of social cohesion to UNICEF and partners

1.2. Lead, and develop capacity in risk reduction, preparedness and humanitarian response work in support of sector teams in South and East Darfur (and other Darfur States as needed).

1.3. Develop the Emergency Preparedness Plan for the Darfur Region.

1.4. Support UNICEFs multi State emergency preparedness and response work in Jebel Marra, collaborating with the Central and North Darfur Teams.

1.5. Participate in inter-agency networks and coalitions and contribute to research, surveys and assessments and lead in the development of advocacy material in relation to community-based risk reduction, peacebuilding and social cohesion.

Objective 1: Provide technical leadership and guidance on peacebuilding and the strengthening of social cohesion to UNICEF and partners

Key Activities/Tasks
Lead technical support in the design, implementation and monitoring of the EU (IcSP) COVID-19 & peacebuilding project (in coordination with the Zalingei and other PB specialists)
Lead capacity development, including training, of UNICEF and key stakeholders in peacebuilding and conflict sensitivity in South and East Darfur (other Darfur states as required)
Support peacebuilding capacity development (in coordination with Zalingei PB specialist) across 5 Darfur States
Support implementation of the UNICEF component of the UN Peacebuilding Fund (PBF) in South and East Darfur (in coordination with peacebuilding officer)
Evaluation Criteria: Quality and perceived value of JM strategy; partner satisfaction in terms of coordination; feedback from community on UNICEF role

Objective 2: Lead, and develop capacity in, risk reduction, preparedness and humanitarian response work in South and East Darfur (and other Darfur States as needed)

Key Activities/Tasks
Lead the development of multi-hazard risk assessments (conflict, climate, disaster, epidemic)
Lead the identification, design and monitoring of risk reduction and preparedness measures (in annual plans)
Develop a Darfur wide Emergency Preparedness Plan (EPP)
Lead one-off emergency response (floods; conflict; displacement etc.)
Train UNICEF and partner staff in risk reduction measures and processes
Establish a child safeguarding and feedback mechanism for UNICEF emergency response
Establish, under guidance of Khartoum technical leadership, a mechanism for Accountability to affected populations (AAP) for the Darfur region.
Consolidate flood response plan
Provide support, as requested, in humanitarian preparedness and response to Central, West and North Darfur
Evaluation Criteria: Number and quality of risk assessments; degree of explicit inclusion of measures in annual plans; number and quality (of feedback) on training

Objective 3: Lead UNICEFs emergency preparedness and response work in Jebel Marra (JM).

Key Activities/Tasks
Develop a UNICEF strategy (across 3 Darfur States) for a coordinated response to humanitarian need in JM
Coordinate with OCHA and other agencies in terms of information sharing and missions in South Darfur (JM)
Support the development of UNICEF partnership agreements
Support the monitoring, reporting and documentation on UNICEFs work in JM
Evaluation Criteria: Quality and timeliness of peacebuilding inputs to IcSP/PBF; number and quality of PB trainings

Objective 4: Contribute to, research, surveys and assessments and lead in the development of advocacy material in relation to risk reduction, peacebuilding and social cohesion.

Key Activities/Tasks
Contribute to the baseline survey and monitoring of the IcSP and PBF projects
Develop two advocacy products (case studies; videos etc.) on risk reduction and or peacebuilding
Evaluation Criteria: Quality of survey, other periodic reports and availability/quality of advocacy products

Output(s)/Deliverable(s)
IcSP project plans, results and reports include peacebuilding measures; technical support provided
Training and capacity building plan for SD/ED in place/implemented (linked to output 4; objective 2)
Training and capacity building plan for wider Darfur in place and implemented (in coordination with Zalingei PB specialist)
PBF project plans, results and reports include peacebuilding measures; technical support provided

To qualify as an advocate for every child you will have…
Advanced university degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines.
Minimum 5 years professional experience in humanitarian, development and peacebuilding programming at national and international level and implementation at the field level
Previous experience in emergency preparedness and response, transition settings and peacebuilding. Experience in Darfur is an advantage.
Knowledge of the latest developments and principles of humanitarian action, international humanitarian law and peacebuilding/sustaining peace policies of the UN
Fluency in writing, reading and speaking English, knowledge of Arabic will be an asset
Strong negotiation , communication and advocacy skills.
Computer skills, including various office applications.
