UNDP’s partnership with the Global Fund (GF), in line with UNDP’s HIV, Health and Development Strategy 2016-2021: Connecting the Dots, makes a vital contribution to UNDP’s Strategic Plan 2022-2025, the 2030 Agenda for Sustainable Development and the pledge to leave no one behind. When requested, UNDP acts as interim Principal Recipient (PR), working with national partners and the Global Fund to ensure management, implementation and oversight of GF grants, while simultaneously strengthening health institutions and systems for national entities to assume the PR role over time.
In Angola, UNDP has been playing the role of Global Fund Principal Recipient since 2005, helping the Ministry of Health and civil society deliver essential HIV, malaria and tuberculosis services while strengthening health and community systems. In July 2021 UNDP Country Office initiated the implementation of a new consolidated HIV, malaria and tuberculosis Grant, using a subnational approach, over the 2021-2024 period. Concurrently, UNDP will also implement a COVID-19 Award as part of the Grant.
The management of the Grant, called “NFM3”, is led by the UNDP Country Office Project Management Unit (PMU), in collaboration with the Ministry of Health, the Instituto Nacional de Luta contra sida, Worldvision and ADPP. To help the UNDP Project Management Unit (PMU) deliver on the sub-national approach and its expected results, UNDP Angola is recruiting a Procurement and Supply Management Assistant, based in Luanda, who will support the implementation of the approach in Benguela and Kwanza Sul provinces.
Duties and Responsibilities
Working under the supervision of the UNDP/Global Fund Senior PSM Specialist, and in close liaison with the Provincial Project Managers and Provincial PSM for Benguela and Kwanza Sul, the PSM Assitant will carry out the following activities :
1. Support the execution of health procurement processes:
• Support customs clearance processes in liaison with the PSM Assistant
• Support on verification of quantity and quality on arrival of goods at port and airport
• Support the reception of health products at the Luanda warehouse; ensure that Delivery Notes Reception Reports are issued and are on file
• Support the administrative processes related to the quality control of health products
• Organize the archiving of health procurement documentation
• Support on creation of e-requisitions
2. Support the execution of non-health procurement processes:
• Organize the archiving of supporting documents related to Individual Contracts (IC) under the current and past Grants.
• Support on creation of e-requisitions
• Help document selection processes for providers of goods and services
• Provide procurement support for events organized by the PMU (meetings and workshops); request and compare quotations for goods and services
3. Support the PMU on Logistics and Operations at central level:
• Obtain exemptions and letter of exclusivity from the National Regulatory Authority of Medicines (ARMED)
• Submit all shipping docs to the Custom clearance agent to proceed with the clearance process
• Follow up to obtain pending clearance documents (CNCA, BL, DU License, etc...)
• Ensure communication between UNDP, Custom Clearance agent and some local freight forwarders
4. Support PSM to track payments of invoices
• Track all payments of custom clearance invoices
• Track payments of all non-health procurements and local health procurements
Institutional Arrangement
The PSM Assistant will report to the UNDP/Global Fund Senior PSM Specialist. He/she will liaise closely with the Senior PSM Specialist, Provincial Project Managers and Provincial PSM for Benguela and Kwanza Sul.

Secondary Education or Bachelor’s degree in Pharmacy, Public Health, Economics, Business Administration, International Development, Public Administration, Social Sciences or any development related field.
Desired:
Qualification or training in procurement or supply management
Experience:
Secondary Education with 4 years or Bachelor’s degree 1 year of relevant professional experience in procurement and supply management
Experience in logistics management, including inventory management
Experience with Office package and in particular Excel and Powerpoint
Experience in the use of tools and in complying with procedures and international standards for the procurement of goods and services
Experience in planning and organising procurement processes
Experience in strengthening procurement and supply management systems Field-based experience in Logistics
Procurement planning and supply management skills
Ability to engage multiple stakeholders with diverse capacities and interests
Ability to deliver quality work under pressure and within short deadlines
