How can you make a difference?

Under the guidance of the supervisor, Deputy Representative Programme, the programme associate supports the respective section(s) by providing general administrative support, as well as programme-specialized tasks that are procedural in nature, for DRP, PME and Emergency teams. S/he requires in depth understanding of the administrative processes, manuals and policies that underpin programme delivery in UNICEF.

The below tasks are expected to be executed independently, and at this level, when encountering scenarios outside of the established pattern, the incumbent is expected to demonstrate the capacity to research, adapt and evaluate.

Summary of key functions/accountabilities:

General Administration

The Programme Associate is responsible for providing a solid administrative platform for his/her team, by implementing a variety of standardized clerical/administrative tasks.

Collecting invoices and filing documents for approval and thereafter processing in VISION.
Supporting the management of administrative supplies and office equipment.
Facilitating the processing of contracts for consultants and external partners that provide a service to the section.
Maintaining office calendar and arrange meetings.
Supporting capacity development activities and conferences by making the logistical arrangements, through engaging with facilitators, caterers and hosts; arranging times through liaising with participants over availability; liaising with budget focal points and section over costs and needs; and preparing background materials for participants.
Providing travel assistance to staff members in section for travel arrangements and entitlements based on the organization’s rules and policies.
Maintaining and updating a system which monitors the absence of staff.
Maintaining the programme filing, archiving and e-archiving systems, as well as uploading relevant documents to CO SharePoint.

General Financial and Budget Support

Maintain and update project files of assigned section(s), including Project Documents signed and revised, project progress reports, budgets reviewing budgets and ensuring compliance with corporate guidelines (and financial best practices), including lesson learned, evaluations and studies.
Consolidate and maintain the inventory of pipeline projects, supporting the HoS on resource mobilization strategies and/or for submission to donors for co-financing.
In collaboration with assigned programme staff, operations and implementing partners, assist in financial and substantive monitoring and evaluation of programme activities, identifying any operational and financial problems, and contributing to the development of solutions.
Generate financial and programmatic Vision, Insight, e-tools and other reports for the section team as required.
Programme Support

The Programme Associate is responsible for the timely and accurate execution of the administrative tasks which underpin programme delivery.

Contributing to HACT assurance activities in regard with assigned implementing partners, this includes proper archiving of FACE forms (itemize cost estimates, expense reports, etc), Project Documents, PCAs and other relevant docs keep a proper audit trail and ensure that they are always available and ready to share with relevant stakeholder.
Participate in training and guiding of assigned implementing partners, project personnel and programme staff on national execution and programme policies and procedures.
Support implementation of audit and evaluation recommendations.
Ensure that partners submit FACE Forms on time, in correct format and both narrative an financial reports.
Carrying out routine communication with external partners on the administrative aspects of programme management.
Facilitating the development of programme cooperation agreements (PCA’s) by providing information, preparing tables and drafting selected sections of it. Prepares background material for use in discussions and briefing sessions.
Arranging for the recording and administrative processing of government & NGOs proposals and requests for direct cash transfers.
Preparing background material for use in discussions or briefing sessions with donors, government and NGOs.
Monitoring supplies provided to partners and ensures that distribution of supplies has been carried out according to distribution plans.
Conducting end user monitoring in UNICEF focus districts for cash and supplies and inform team-members on the status. Prepare reports for review by supervisor.
Helping conduct regular spot checks of partner’s projects at district level to assess their financial record-keeping, expenditure controls and reporting systems.
Preparing and maintaining records to facilitate the monitoring of programme implementation.
Supporting capacity development activities related to performance monitoring, programme development, and related internal UNICEF systems/tools by preparing training materials and participating on exercises pertaining to program processes and procedures which aim to build capacity of stakeholders.
Support eTools, HACT and Supply functions as needed.
Generate and share with section eTools progress reports for the purpose of monitoring section implementation (Active PD, HPD and SSFA, Spot check report, Audits, Trip reports and Open Actions points).
Serves as eTools section focal point to support respective programme colleagues on how to navigate in eTools in all available modules. (PA already trained in all of them).
To qualify as an advocate for every child you will have…

Completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization, is required.
A minimum of 6 years of experience in administratively supporting programme management in the development sector is required.
Experience working in a developing country is considered as an asset.
Experience in both development and humanitarian contexts is an added advantage.
Relevant experience in a UN system agency or organization is considered as an asset.
Language Fluency in English and Portuguese required

There will be no relocation package offered for this post. The successful candidate will be responsible for his/her own relocation and settlement in the city where the post is based.
