Context:
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants, including humanitarian assistance
to displaced and host populations. Currently, due to the severe humanitarian crisis, there are more than 6 million internally displaced people residing in host community and camps or camps-like settings in the Democratic Republic of Congo (DRC).

IOM’s emergency response covers Camp Coordination Camp Management (CCCM), with a co-leading Cluster role, Shelter and Non-Food Items (NFI), Water, Sanitation and Hygiene (WASH), displacement tracking and Protection as well as Mental health and psychosocial support.

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Operations and in close coordination with the CCCM, Displacement Tracking Matrix and WASH Programme Coordinators, the Programme Coordinator (Shelter and Non-Food Items) will be responsible for the operational management and supervision of the Shelter and NFI programme of IOM in the eastern provinces of DRC affected by the crises.

Core Functions / Responsibilities:
1. Manage and supervise the implementation of the Shelter and NFI interventions in the given area to ensure alignment with the policies and strategies of the respective global and national clusters and the country Humanitarian Response Plan. Ensure that scope, budget, timeframe and quality are in accordance with the different projects' specifications, donor requirements and
IOM rules and regulations.
2. Assess the needs for capacity building and lead training efforts for staff and partners in Shelter and NFI programming, as per IOM’s standards and approaches and engage in exchanges of experiences and sharing of good practices through IOM’s global internal network and other fora, as necessary.
3. Develop sector specific response plans and standard operating procedures for Shelter and NFI interventions. Ensure that the Shelter and NFI programme is driven by a sound Monitoring, Evaluation and Learning framework that leads to continuous improvement and fine-tunning of systems and processes.
4. Prepare and/or review technical specifications, Bills of Quantities, drawings of the Shelter infrastructure planned to be implemented as necessary in order to guarantee quality of the output and alignment to donor requirements. Assess technically the progress of the project(s) under supervision to ensure that compliance of outputs to planned targets is achieved.
5. Backstop the financial aspects of projects to guarantee alignment with IOM internal and donor requirements. Ensuring that the budget lines are respected and burn rates are monitored for the effective use of the funds. Work closely with the finance unit to ensure adherence of financial procedures.
6. Coordinate with procurement and logistics on warehousing and procurement pipelinesrelevant for shelter and NFI materials and services as well as finance, and with the Cash-Based Intervention Team on the streamlining financial procedures for cash programming.
7. Develop information management and visibility updates for the programme on a regular basistargeting internal audience, donors and external humanitarian and/or development stakeholders.
8. Coordinate and supervise all site planning activities of the Mission, in coordination with the CCCM Unit.
9. Liaise with other program units in the mission e.g. including health to ensure coordinated assistance and complementarity in response to the affected population in camps and outside.
10. Ensure active participation and engagement of IOM Shelter unit in all relevant forums, including cluster coordination meetings at different levels and partner meetings.
11. Ensure appropriate partnerships with national/local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange with them.
12. Contribute to project development and reporting by preparing financial and narrative reports, humanitarian sitrep, factsheet, etc. as required by IOM, humanitarian and donor counterparts. Identify new funding sources and project development opportunities, new thematic areas of technical intervention and strategic partnerships that would promote the expansion of the
Shelter and NFI portfolio.
13. Liaise effectively with donors at local and regional level to advocate for adequate funding to sustain the Shelter and NFI programme.
14. Ensure integration of the lnter-Agency Standing Committee (IASC's) priority cross-cutting issues such as Gender-based violence (GBV), Accountability to Affected Populations (AAP), Communication with Communities (CWC) and environment in the implementation of Shelter and NFI operations.
15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Engineering, Architecture, Humanitarian Affairs, International Relations or other relevant field from an accredited academic institution with five years of experience; or,
• University degree in the above fields with seven years of relevant professional experience.

Experience
• Proven technical and managerial level experience in shelter and NFI intervention including project and financial management in emergency and conflict context;
• Working experience in the region is an asset; and,
• Experience to utilize and operate engineering-related software such as AutoCAD.

Skills
• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
• Excellent monitoring and evaluation skills as well as operational planning skills;
• Excellent knowledge of the IOM project management cycle;
• Proven high-level representation skills, such as speaking at meetings and providing situational analysis;
• Computer skills and proficient knowledge of Microsoft applications (Word, Excel, Outlook,SharePoint, PowerPoint) is essential;
• Basic mathematical competencies concerning project budgeting and financial analysis;
• Strong project development and superior report writing skills;
• Familiarity with donor relations; and,
• Familiarity with cluster systems, various steps of project cycle and coordination with donor, local authorities, beneficiaries and other stakeholders.

Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English and French is required (oral and written).
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
