Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:
IOM Burkina Faso provides a wide range of technical support to the Government to strengthen border management and security and improve border governance. The immigration and border management programming comprises capacity development of institutions and other relevant stakeholders and strengthening the Integrated Border Management approach.
Under the direct supervision of the Chief of Mission (CoM) and with the technical support from the Immigration and Border Management (IBM) Senior Regional Thematic Specialist in Dakar, Senegal, the successful candidate will be accountable and responsible for the planning, implementation, oversight, coordination and the monitoring and evaluation of the IBM portfolio in IOM Burkina Faso.
Core Functions / Responsibilities:
1. Manage the overall implementation of the IBM program in a timely manner, being responsible for the financial, administrative and technical oversight of the projects, in line with IOM's policies and practices as well as donor requirements.
2. Supervise the IBM team in implementing activities, in reporting, monitoring and evaluation and identify and implement improvements in project delivery and coordination.
3. Plan, coordinate and monitor projects for achievement of activities and results, in close coordination with the relevant colleagues, including in IOM offices in the region, as required and prepare and coordinate regular project reports in a timely manner in donor formats.
4. Establish and maintain strong working partnerships and liaison with Government entities, national and international partners, other relevant stakeholders, and donors.
5. Ensure adequate information management on project related activities including project awareness raising and visibility; regular updates, summaries, press releases and other relevant materials, in accordance with donor requirements and IOM’s Public Information Department.
6. Coordinate the design and implementation of contextualized capacity building activities in migration and border management, targeting relevant institutions, communities, and migrants as well as project staff.
7. In accordance with IOM’s procedures and regulations, ensure the timely recruitment and briefing of project staff, consultants and/or experts required for the implementation of the project activities and provide guidance to ensure that a cohesive methodology is maintained for the achievement of migration and border management activities.
8. Provide technical advice on the expansion of the IBM portfolio and support the mission in developing new projects and in fund raising initiatives.
9. Undertake duty travel, in line with prevailing security restrictions, relating to on site assessments, project management, implementation, monitoring and evaluation, problem resolution and liaison with counterparts, among others.
10. Represent IOM in relevant conferences, workshops, steering committees, policy and technical working groups, as well as other forums to ensure proper coordination, presentation and promotion of IOM activities.
11. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Law, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in the field of migration and border governance, including operational and field experience;
• Strong Experience in project management, development, and report writing;
• Experience in supervising staff and coordinating administrative matters;
• Experience in liaising with governmental authorities, other national/international institutions, NGOs and donors;
• Knowledge and working experience in the Western and Central African (WCA) region a distinct advantage.
Skills
• Efficiency, flexibility, high level of professionalism and ability to work under pressure and adhere to strict deadlines;
• Solid managerial competencies;
• Ability to work effectively and harmoniously with persons from varied cultures and professional backgrounds;
• Good level of computer literacy particularly in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis;
• Excellent organizational and communication skills.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).
