Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:
Under the overall supervision of the Chief of Mission and Deputy Chief of Mission, and direct supervision of the Emergency Response and Recovery Coordinator in Maputo and in close coordination Head of Sub-Office and the Deputy Chief of Mission the successful candidate will be responsible for coordinating the Shelter Cluster at the Hub Level and for the provinces of Cabo Delgado, Nampula and Niassa. The position will be based in Pemba, Cabo Delgado, Mozambique.

Core Functions / Responsibilities:
1. Develop a Shelter Cluster (SC) Strategy in a consultative process with Shelter Cluster partners including the local government and ensure that the shelter response is driven by this strategy. Update as appropriate the SC Strategy: ensure proper linkages with disaster risk reduction, relief, and recovery and development efforts. Ensure that appropriate transitional measures are in place for handing over to recovery and development actors.
2. Review needs, capacity and gap analysis in the changed operational context of COVID-19. This includes re-analysing how the cluster functions and identify new ways of operating given staffing, supplies and movement restrictions imposed by COVID-19.
3. Identify and build cooperative relationships and partnerships with a) key organizations for the Shelter Cluster at Pemba hub level b) other key partners, including national authorities (Post-Cyclone Idai Reconstruction Office - GREPOC, Relief Commissioners, Provincial and District authorities), national academic institutions (planning, statistics, engineering, architecture), and International Financial Institutions including the World Bank c) OCHA and relevant Clusters, particularly Health, WASH, Protection, and CCCM Clusters.
4.Support the conduction of assessments and evaluations by a) promoting and adopting standardized methods, tools and formats for common use in shelter needs assessments to ensure predictable action within a common strategy; b) maintaining an overview of market prices, quantity, and quality of building materials and other shelter-related non-food items available in the country; c) ensuring predictable action and a common strategy within the Shelter Cluster for the identification of gaps in the sector and in the overall humanitarian response, including Covid19 interventions.
5. Support the organisation of Coordination meetings and Chair Shelter Cluster coordination meetings, at sub-national level; ensure proper establishment and working of ad-hoc working groups established by the Cluster, including a ‘strategic planning and advocacy group’ representing stakeholder groups.
6. Provide transparent strategic guidance for the development of common funding criteria, resource mobilisation and prioritization within the Shelter Cluster for inclusion in Humanitarian Response Plans, other appeals and pooled funds processes.
7. Integrate in programme implementation the following cross-cutting issues, namely human rights, HIV/AIDS, age, gender and environment, utilizing participatory and community-based approaches. In line with this, promote gender equality by ensuring that the needs, contributions and capacities of women and girls as well as men and boys are addressed.
8. Act as focal point and, where requested by the Humanitarian Coordinator, as spokesperson, for inquiries on the Shelter Cluster’s response plans and operations.
9. Secure commitments from participants in responding to needs and filling gaps, ensuring an appropriate distribution of responsibilities, with clearly defined focal points for specific issues where necessary.
10. Develop information management (IM) products that build upon the extensive existing data and materials already developed by IOM Mozambique; seek to further develop IM products that adequately inform recipients of the critical needs, locations, gaps, responses and priorities in Cabo Delgado and Nampula.
11. Ensure Shelter Cluster members’ awareness to relevant policy guidelines, technical standards and commitments that the Government has undertaken under international humanitarian and human rights law, to assure that shelter responses are in line with existing guidelines, technical standards, and relevant Government human rights legal obligations.
12. Ensure common monitoring mechanisms are in place to review impact of the cluster at sub-national level and progress against implementation plans and HRP and promote and adopt standardized methods, tools and formats for common use in monitoring trends, activities and outcomes in support of strategic decision-making.
13. Ensure all products developed by the Cabo Delgado, Nampula and Niassa Shelter Cluster are uploaded onto the Mozambique shelter cluster website, if possible, in both English and Portuguese, and that cluster members are aware of these links and have access.
14. Promote advocacy and resource mobilization by a) representing the interests of the Shelter Cluster in discussions with the Humanitarian Coordinator on prioritization, resource mobilization and advocacy; b) identifying common strategies for communicating with public, media, and policy makers, including for the marketing and advocacy of appeals to donors; c) Identifying core advocacy concerns, including resource requirements, and contribute key messages to broader advocacy initiatives of the Humanitarian Coordinator and other actors as well as d) establishing mechanisms for accountable financial resource allocation at cluster level for projects funded as well as e) promote the setup of a shelter common pipeline.
15. Ensure support and coordination for partner’s access to the Shelter Common Pipeline in
Mozambique.
16. In coordination with the Pipeline officer, identify the Northern region needs for stockpiling of NFIs and coordinate closely with Clusters and other NFI partners to ensure the strategic pre-positioning of NFIs and Emergency Shelter materials throughout the country.
17. In coordination with the Pipeline officer, oversee all phases of the core pipeline program implementation to guarantee that scope, budget, time and quality are in accordance with the different project specifications, donor agreement and IOM rules and regulations.
18. In coordination with Resource Management, ensure the integrity of financial and administrative operation of the program implementation by backstopping the financial and budgetary aspects of the projects, in line with IOM policies and donor requirement.
19. Performs other duties as may be required.

Required Qualifications and Experience:

Education
• Master’s degree in Civil Engineering, Architecture, Supply Chain Management, or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.

Experience
• At least five year's combined field and headquarters experience in different international organizations (e.g. UN agencies, INGOs, IOs, Donors, IFRC or ICRC);
• Excellent leadership, coordination, and information management skills;
• Detailed knowledge of the Red Cross Movement, UN System, and NGO humanitarian community;
• Experience in Mozambique and/or the Southern Africa region is an advantage;
• Experience working in Portuguese is an advantage.

Skills
• Extensive knowledge of current humanitarian issues;
• Knowledge of shelter-related technical guidelines and standards;
• Understanding of migration dynamics and their impact on vulnerabilities;
• Sound knowledge of project development and IOM’s Project Development Handbook is highly desirable;
• Demonstrated skills in monitoring and evaluation and data analysis;
• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies.
• Excellent writing and synthesis skills, and experience in report writing, including the development of recommendations for policy makers;
• Demonstrated ability to deliver quality assignments under tight timeframes;
• Ability to work independently, to follow leads and to be innovative in obtaining and triangulating information from a variety of sources;
• Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email).

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
