Job Description

Overview of programme
The anticipated Dryland Sahel Programme (DSP) is a 10-year programme, funded by the Dutch Ministry for Foreign Trade and Development Cooperation. It will be implemented in Burkina Faso, Mali and Niger over the period of 2021 to 2030, with an expected start in January 2021. The Ministry’s overarching objective with this grant is : “ecologically sustainable land use in arable farming and nomadic and semi-nomadic livestock raising, resulting in sustainable production and higher incomes for farmers and livestock raisers, including women, in a coherent area within the agro-ecological Sudano-Sahel zone of Burkina Faso, Mali and Niger.”

The overall DSP programme goal is to contribute to increased resilience, food security and incomes of farmers and pastoralist households in the Sudano-Sahel Zone of Burkina Faso, Mali and Niger through effective and decentralised institutions and organisation for improved service provision, natural resource and land management and local economic development. This will be realised through improved food, farm and herd management; increased business, service and employment opportunities; sustainable management of land, water and other natural resources; gender, youth and inclusiveness for resilient food systems; and strengthening institutions to re-establish a social contract.

The programme will be implemented by a consortium consisting of SNV (programme lead), CARE, Wageningen University & Research (WUR) and the Royal Tropical Institute (KIT) and is financed by the Dutch Ministry of Foreign Affairs (DGIS).

Overview of the Position
The Programme Manager has responsibility for overall management of the anticipated programme which includes: design and implementation of programme activities in support of local stakeholders; program quality assurance and timeliness of deliverables; adaptive and collaborative monitoring, evaluation and learning; people management and team leadership; efficient management of financial resources and supervision of procurement; coordination with consortium and programme implementing partners. S/he will ensure full compliance with the donor contract and regulations and will oversee the programme reporting process to the donor.

Key Responsibilities
Execute overall programme management
Guide the programme set-up, including developing work plans, budgets and competence table with financial responsibilities and mandates
Lead and steer the programme implementation team in the three countries, in close collaboration with country teams
Build, strengthen and manage partnerships with national and local governments, key partners, local institutions and stakeholders
Manage sub-contractors and coordinate programme consortium partners
Manage donor relation and reporting to the donor
Ensure proper control and management of financial resources of the programme
Monitor performance of the programme management team to ensure all milestones set in the work plan are met, develop mitigation plans to reduce risks and take corrective actions to remedy any deviation from the work plans
Account and report to SNV and the donor on programme performance
Guide knowledge development, documentation and communication and branding, in close collaboration with the donor and consortium partners
Present results and represent the programme in relevant national, regional and international fora

Qualifications
A relevant advanced academic qualification.
Minimum of ten years of progressively responsible work experience in managing and implementing multi-faceted, multi-country donor-funded development programmes.
Relevant and profound working experience in the Sahel region.
Solid experience in programme management, especially of Netherlands Government funded programmes.
Able to strategically lead, inspire and energise programme teams.
Preferable background in/understanding of food and nutrition security, market development and sustainable management of natural resources.
Experience in collaborative and adaptive monitoring, evaluation and learning.
Demonstrated experience in managing various programme partners.
Excellent social and networking skills, ability to engage with the private sector, civil society and governments.
Highly motivated self-starter, with strong organisational skills, who takes individual accountability seriously.
Strong strategic decision-making and excellent communication skills (written and oral), as well as reporting and presentation skills.
Fluency in both written and spoken French and English.
Willingness to travel to all programme locations.

Additional Information

Terms of Appointment
This is a full-time international position based in Bamako, Mali or Ouagadougou, Burkina Faso. The successful candidate will be contracted for a 2-year contract, with the possibility of renewal. Salary is competitive and commensurate with qualifications and experience and it includes a competitive secondary benefit package.
