Context:
Under the overall supervision of the Head of Programmes and direct supervision of the Senior Programme Officer (Migration Management and Governance) and in close coordination with relevant parties, especially the Regional Thematic Specialist in the Regional Office Nairobi and Immigration and Border Governance (IBG) at headquarters, and the IOM Ethiopia IBG team in country, the Programme Officer (Immigration & Border Governance) will be responsible for leading all aspects of the IBG Programme management, coordination, implementation, and monitoring in the country.

Core Functions / Responsibilities:
1. Oversee the planning, development, development, and implementation of the IBG portfolio, covering diverse projects like border management systems, legal migration pathways, regularization efforts, readmission cooperation, immigration policies, legal identity initiatives, anti-smuggling measures, border development/trade initiatives, and Humanitarian BorderManagement (HBM). Ensure alignment with IOM policies, practices, and donor requirements, while achieving timely and impactful project outcomes.
2. Provide operational guidance and technical supervision on IBG projects assigned, including managing and providing technical support to relevant programme staff, and capacity development initiatives. Backstop the budgetary, operational, and administrative management aspects for IOM Ethiopia IBG projects assigned, and serve as the key focal point for relevant IOM Units Ethiopia, Regional Office (RO), governmental authorities, donors, and project partners on all project related matters.
3. Train and supervise the IBG team in implementing activities, in reporting, monitoring and evaluation and identify and implement improvements in project delivery and coordination.
4. Advise Head of Migration Management Unit and Head of Programmes, in coordination with Immigration and Border Governance (IBG) Regional Thematic Specialist (RTS), on emerging national and regional trends, donor priorities and resource mobilization for the development and execution of IBG projects, including border management information systems and the provision of the latest technological solutions to effectively and efficiently manage borders and migrations.
5. Establish and maintain effective working relationships with government counterparts at the technical level, to advise on project implementation and the resolution of implementation related challenges, including organizing periodical meetings with relevant stakeholders in support of the Government Ethiopia border authorities to strengthen national border and migration governance.
6. Develop and conduct capacity-building development activities in coordination with technical experts on relevant IBG thematic areas including, but not limited to, document security, passport examination, legal identity, identity management, the responsible use of biometrics, readmission, cooperation, admission and stay pathways, and Advance Passenger Information, amongst others, targeting relevant institutions, communities, and migrants as well as project staff.
7. Contribute to advance IBG thematic areas within the respective UN Network on Migration (UNNM) and other initiatives related to institutional efforts to implement the Global Compact for Migration (GCM) and strengthen migration governance. This includes, but it is not limited to, providing technical advice on the expansion of the IBG portfolio in Ethiopia, developing new IBG
projects and contributing to fund raising efforts and relevant initiatives.
8. Oversee the elaboration of public information and training materials, including resources for customs, border and immigration authorities, visa officers, and other border governance stakeholders for internal and external use, in coordination with IBG Specialists and other relevant divisions
9. Ensure timely recruitment of staff and closely monitor staff performance, project progress, and ensure mainstreaming of gender according to IOM procedures and regulations.
10. Undertake travel duty as required to develop, coordinate and/or support programme implementation.
11. Perform such other duties as may be assigned

Required Qualifications and Experience:

Education

• Master’s degree in Migration management, Security studies Law enforcement, Information Management, Political or Social Science, International Law, Humanitarian Affairs, or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.

Experience
• Experience in the field of migration issues, including operational and field experience, project development, and management and report writing;
• Experience and background in border management, border security and border governance and relevant project implementation;
• Experience in liaising with governmental authorities, other national/international institutions, UN and NGOs;
• Experiences in conducting monitoring and evaluation (M&E), with good understanding of M&E tools and approaches; and,
• Experience in writing training plans, statements of works, standard operating procedures and detailed instructions.

Skills
• Excellent computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook).

Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of other IOM official languages is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
