Context:
Under the overall supervision of the Senior Programme Coordinator (Emergency and Post Crisis) and the direct supervision of the Senior Programme Manager Water, Sanitation and Hygiene/Migration, Environment and Climate Change(WASH/MECC), the Programme Officer (MEAL) will be responsible for supervising and coordinating the implementation of a functional Monitoring, Evaluation, Accountability and Learning (MEAL) system for the Water, Sanitation and Hygiene (WASH), Resilience and Climate Change Unit of the IOM Somalia Mission. In particular, the Programme Officer (MEAL) will be responsible and accountable for conducting field monitoring and evaluation of programmes, consolidating, and tracking systems, and assisting in building and disseminating evidence of programme achievements across the unit.
Core Functions / Responsibilities:
1. Contribute technical inputs and guidance for the development and implementation of a robust monitoring and evaluation system that will ensure tracking of project/ programme results at different levels (outputs, outcomes, and impact), including learning and accountability, and generation of reliable data for results-based management of programmes.
2. Support the development of ad hoc tools to track programme objectives, outcomes, and outputs indicators as per the project documents and log frames. This includes supporting the development of Knowledge, Attitude and Practices (KAP) surveys, Post Distribution Monitoring (PDM), needs assessments and other surveys related to the behavior change strategy and the integration of gender sensitivity and gender analysis.
3. Support the improvement of information management systems within the unit by participating in the development of a comprehensive database of all projects that ensures accountability, the provision of regular updates and the systematic monitoring of performance measurements in close coordination with the field team.
4. Analyze and produce visualizations of data, such as mapping, gap analyses, infographics, etc.
5. Provide technical inputs and guidance for the preparation of timely donor reports that comply with key programme indicators and objectives.
6. In close coordination with Senior Programme Manager (WASH/MECC), participate in external, internal performance and impact evaluations, as well as other quality assurance activities as required.
7. Undertake regular field monitoring visits in close coordination with the Senior Programme Manager and field team and check quality, technical and operational compliance and timely execution of projects vis-à-vis approved plans and targets.
8. Provide technical and administrative support to the team and partners on monitoring and evaluation activities, output level monitoring, reporting requirements and the operational aspects of data collection, entry and analysis.
9. Coordinate the documentation and dissemination of lessons learned from programme evaluations.
10. Draft, compile, and support dissemination of information products including reports, info sheets, case studies and pieces of research to share internally and externally in close liaison with Programme Support Unit (PSU).
11. Participate in internal workshops, capacity building and training sessions to help enhance the team’s Monitoring and Evaluation (M&E) capacity, share findings, and assist in actioning potential recommendations and lessons learned.
12. Participate in MEAL and other relevant platforms in the country/region, and share lessons learnt with other stakeholders as appropriate. Support the team in identifying the relevant information requirement of the Working Group partners and in facilitating information sharing among stakeholders.
13. Facilitate the integration of the Inter Agency Standing Committee (IASC’s) priority cross-cutting issues (e.g., gender equality, protection, human rights, age, environment). Based on developed standards and guidelines and in close coordination with the Senior Programme Manager, contribute to the improvement of operational delivery of activities to help mainstream cross-cutting themes such as inclusion of vulnerable groups, gender, environment, Accountability to Affected Population (AAP), etc.
14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Development, International Relations, Statistics, Community Development/Participation, Monitoring and Evaluation or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience working in the humanitarian or development community and familiarity with the humanitarian work NGO/INGO and cluster approach;
• Experience in project monitoring and evaluation;
• Working experience with Adobe InDesign and producing quality graphic design outputs;
• Experience in writing technical requirements documents, translating/planning specifications totechnical briefs for data capture/analysis and compiling diverse datasets;
• Working experience in Somalia or in the region is an asset.
Skills
• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
• Knowledge of analytical skills;
• Knowledge of data collection, evaluation, and interpretation;
• Knowledge of data protection and communication.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
