Job Title: Programme Policy Officer (National Consultant – Cost of Hunger in Africa Study in Tanzania)

BACKGROUND AND PURPOSE OF THE ASSIGNMENT

The Cost of Hunger in Africa (COHA) is an African Union-endorsed study that estimates child undernutrition's social and economic impact in a country. It focuses on the health, education, and labour/productive sectors. It provides governments and partners with key actionable and time-bound priority recommendations to improve the lives of children across the continent. The study's findings provide sound evidence to inform policy dialogues and increase the importance of preventing child undernutrition. COHA can help countries and policymakers understand the impacts of malnutrition on the development agenda. At the regional level, the study is led by the Africa Union Commission (AUC) and the Africa Union Development Agency (AUDA/NEPAD) with technical support from the UN World Food Programme (WFP). The WFP Africa Union Global Office team, based in Addis Ababa, Ethiopia, in collaboration with ECLAC, has been supporting the implementation of COHA in twenty-one (21) countries.

The United Republic of Tanzania has expressed its intent to the AUC to undertake the COHA study. The High-Level Steering Committee on Nutrition in Tanzania has also endorsed the study. To ensure smooth implementation, coordination and collaboration for the study in line with the COHA standards, WFP seeks to recruit a national consultant on a When Actually Employed (WAE) basis. The consultant will work with the National Implementation Team (NIT) and all stakeholders.

STANDARD MINIMUM QUALIFICATIONS
Education: Postgraduate degree in Economics, Statistics, Sociology, Nutrition, or other relevant fields or a First University degree with additional years of relevant work experience and/or training/courses.

Languages: Excellent command and highly proficient in spoken and written English. Working knowledge of Swahili is a MUST.

ORGANIZATIONAL CONTEXT
The National Consultant will report to the Permanent Secretary of Prime Minister's Office (PMO), the Managing Director of Tanzania Food and Nutrition Centre (TFNC) and WFP Head of Nutrition.

JOB PURPOSE
The National Consultant will act as the Study Focal Point and working with the NIT to ensure a smooth implementation of the study, coordinating activities with the Lead Government entity (PMO), the secretariat (TFNC) and WFP.

KEY ACCOUNTABILITIES (not all-inclusive)
Oversee the day-to-day implementation of study activities in line with the agreed country chronogram/ roadmap/work plan, including following up on NIT members to ensure the timely completion of deliverables.
Work with all appointed nutrition stakeholders involved with the study to ensure all views, interests and opinions are taken on board; engage in relevant sub-working groups at the appropriate stages of the study and ensure involvement and participation is maintained.
Contribute to strengthening capacities of the NIT, TFNC, and PMO and established review committees for the timely and quality delivery of the study by developing agreed-upon standards of operation.
Provide technical support on the data entry, analysis and reporting and facilitate the verification and certification process.
Maintain appropriate communication channels to foster transparency and accountability.
Perform other assigned duties.

KNOWLEDGE AND SKILLS
Effective interpersonal, management and negotiation skills proven through successful interaction with stakeholders, including senior government officials, experts, and the international community.
Ability to establish strong partnerships and collaboration.
Demonstrated ability in team management and collaboration (ability to work in teams within a multi-cultural environment).
Proven experience and technical ability to manage large research projects
Ability to make strategic data-related decisions.
Knowledgeable with Government systems and structures and willing to adhere to and uphold the Laws and regulations of Tanzania throughout the entire activity.
Flexibility to travel on short notice.
Excellent communication and writing skills, including the ability to translate technical information clearly and concisely.

DELIVERABLES AT THE END OF THE CONTRACT
Timely implementation of the study workplan/roadmap.
Complete dataset for analysis.
Final draft report, policy brief and PowerPoint presentation of results
Documentation of lessons learnt and best practices on the COHA implementation process.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Eight years of professional work experience in data analysis, tracking, interpreting analyses and reporting data. Experience in analysis of large datasets will be an added advantage.
Minimum 4 years of hands-on experience on research design and implementation.
At least 5 years’ experience of working in Nutrition and related projects or programmes in Tanzania.
Experience in designing, developing and testing policy level documents (within or outside the region), working with the UN will be an added advantage.
