ABOUT WFP

WFP MANDATE AND INTERVENTIONS IN MALI

In Mali, WFP supports government efforts through an assistance strategy aimed at responding to the humanitarian emergency, strengthening the resilience of communities and supporting sustainable development efforts. In collaboration with state institutions, non-governmental organizations (NGOs) and partners of the United Nations system, WFP organizes cash or in-kind transfers to meet the food needs of families affected by conflicts or hazards , provides school meals that promote girls and boys' access to education, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and access at the market.

WFP also provides the air transport service, providing humanitarian and development actors with safe, reliable and economical transport to the regions of Mopti, Gao, Menaka, Timbuktu and Kayes, which provides access to the most vulnerable populations. vulnerable. STANDARD MINIMUM QUALIFICATIONS
Education:

Advanced University degree in Information Management, Computer Science, Communications, Statistics or another related field, or First University degree with additional years of related work experience and/or advanced training/courses.

Experience:

At least 3 years of relevant progressively responsible experience in the field of Information & Knowledge Management with specific focus on managing GIS applications and systems integration.

Knowledge & Skills:

Proven experience in using ArcGIS (desktop and online), spatial analysis and mapping.
Proven experience in spatial data collection and management
Experience in GIS-related programming (Arcpy or equivalent) to automate regular tasks is highly desirable.
Knowledge of humanitarian access is desirable.
Ability to work independently and within a team.
Courtesy, tact, and ability to work with people of different national and cultural backgrounds.
Ability to communicate clearly and concisely both orally and in writing

Languages:

Working knowledge of English and French (proficiency/level C) is required.

ORGANIZATIONAL CONTEXT
Understanding and anticipating emerging risks which could have an impact on current WFP operations or would necessitate new or scaled-up responses is at the foundation of WFP’s approach to maintain operational continuity. This re-quires information gathering on security, conflict, economical and socio-political trends as well as analytical capacity to have the best possible situational awareness. The Regional Bureau drives analysis of current and emerging trends in countries of operation in close collaboration with country offices and HQ units.

One of the main pathways in sustaining WFP operational continuity in West and Central Africa is to invest and strengthen the situational Awareness and Analysis capacities and expertise.

In its efforts to strengthen this pillar of its operational continuity plan, the RBD with the support of HQ has invested in the scaling up of the "Access Monitoring Tool" tool in the 3 countries of the Central Sahel (Burkina Faso, Mali and Niger) with a possible extension in the countries of the Lake Chad Basin and the Gulf of Guinea. The AMT is a simplified, easy-to-use information collection tool the objectives of which are to: a) improve WFP’s ability to monitor and analyse access determinants, b) inform strategic and operational decision making, c) anticipate change and respond with appropriate mitigation/programmatic adjustments, d) support advocacy and negotiation efforts, and e) enable common situational awareness between HQ, RBs and COs.

To ensure the sustainability of the tool and maximize its use in the implementation of WFP's access strategies in the region, the Regional Bureau plan and the Mali Country Office plan to recruit an Access Data Analyst to be based in Bamako, Mali.

Reporting to the Regional EPR Access Advisor, the Consultant will support Access Officers in the Central Sahel, Gulf of Guinea, and Lake Chad Basin in maintaining and institutionalising the Access Monitoring Tool in the respective country offices and ensure a sustainable data pipeline and visibility in access constraint locations.

KEY ACCOUNTABILITIES (not all-inclusive)
Provide technical expertise and support to rollout the AMT in Central Sahel and its extension to other countries in the region faced with access constraints.

Support the Regional Bureau Dakar (RBD) in the production of regular and on-demand access-related maps and analysis.

Support and take the lead on design initiatives for new products for WFP operation needs (including but not limited to advocacy for donors, materials for workshops and trainings.)

Support the Regional bureau and the Country office teams in information and data analysis to inform and influence various stakeholders (UNDSS, authorities, donors, partners, etc..) on access issues, constraints, and dilemmas.

Support and accompany RBD and the COs in operationalizing the AMT – including setting up a harmonized data collection system, regular data quality monitoring and data visualization in accordance with WFP standards.

Train RB and CO Access teams in the use of the AMT

Ensure the archiving of products and publications in the Teams space and their sharing with the COs and the RBD,

Liaise with the HQ GIS unit to ensure standards and best practices are captured and incorporated into CO specific AMT.

Liaise with RBD TEC team to explore all data automation if possible and their linkages for the AMT in the corporate data environment of WFP.

Produce and maintain all relevant documentation on the use and maintenance of the spatial dashboards as well as record all lessons learnt from implementation and use of AMT.

Undertake capacity strengthening missions to the COs and related locations, as required.

Perform any other duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:
• Access Monitoring Tool (AMT) is created for all the identified country offices in the region.
• A smooth and sustainable data pipeline has been established and clearly communicated to the country offices.
• All documentations on technical requirements and lessons learnt are in place and shared with relevant stakeholders.
• A system is in place to produce monthly Access maps status, corridors roads status at regional and Country by Country level.
• Access Officers/Focal Points trained on the use of the AMT.
