BACKGROUND AND PURPOSE OF THE ASSIGNMENT
Since mid-2017, WFP Mozambique Country Office (CO) rolled out Cash Based Transfers (CBT) and, in 2023, is assisting more than 40 percent of beneficiaries through either cash or vouchers. As the CBT portfolio continues to grow, WFP is strengthening the end-to-end cash assurance standards to ensure transparency along the process and minimize the risk of losses. WFP Mozambique also supports the Government of Mozambique in expanding and digitalizing its cash-based social protection programmes in anticipation and response to shocks.

In addition to implementation, WFP is also supporting the government of Mozambique and OCHA is paving the way to the establishment of the new cash coordination model as per the latest IASC guidelines.

KEY ACCOUNTABILITIES (not all-inclusive)
The incumbent is expected to cover the maternity leave of the Head of CBT based in Maputo for a period of 8 months. Reporting to the Head of Programme, and working in coordination with the CO functional units and field offices, the incumbent will perform the following tasks:

Coordinate and lead the implementation of the CBT for WFP Mozambique operations, ensure that relevant WFP policies and procedures for the functional area are followed in the design, and implementation and evaluation of the project.
Contribute to formulation of CBT programme policies in line with both organisational strategy and the practical realities of operating in the field; or translate programme policy into Regional/Country level practices. Developing programme guidance and implementation modalities and operations, including emergency preparedness to respond to humanitarian crises and needs.
Research and analyse a range of policy and operational issues to align CBT with broader UN/WFP policies at the CO;
Provide advice and support to CO on CBT issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
Coordinate multisectoral assessments to determine CBT feasibility with the assistance of the RAM Unit, Finance Unit, Procurement, Security and TEC.
Coordinate with the CO Identity Management (IDM) team to identify the best approaches and systems to ensure beneficiary data are captured, verified and stored as per corporate requirements.

Assist the CO management on possible collaboration opportunities with other actors (NGOs, government and other UN agencies). Establish and maintain operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
Advice and support the development of functional training in areas of expertise to enhance the capacity of WFP staff and partners to design and deliver effective food assistance programmes
Enhance WFP’s leadership status in CBT related forums through direct participation, briefings, information products and other materials. Work with government counterparts on advocating for relevant transfer modalities
Provide strategic advice on cash coordination and liaise with OCHA and the co-chairs of the Adaptive Social Protection/Cash Working Group to facilitate the transition to the new cash coordination model.
Document lessons learned during the implementation of the CBT; Manage operational research and evidence-building on issues relevant to CBT assistance.
Manage the preparation and dissemination of timely analytical and critical reports, publications, and a variety of information products or proposals for internal or external use. Contribute to sitreps and provide ad-hoc donor reports/updates on CBT as needed.

Contribute to resources mobilizations efforts for WFP projects, including clearly articulating the need for CBT assistance and related programme opportunities.
Manage CBT funds to ensure regular updates are provided to activity managers and the Head of Programme in order to inform decisions.
Lead, motivate and develop a team of staff to enable high performance.

STANDARD MINIMUM QUALIFICATIONS
Education:

• Advanced University degree in Political Science, Economics, Statistics, Information Management or Project Management, Social Sciences or other relevant field, or First University degree with additional years of related work experience and/or training/courses.

Experience:

• Five years of relevant professional work experience in international humanitarian development and strong experience in Cash Based Transfer modality that includes cash and vouchers.

• Work experience with WFP is an asset.

Languages:

Fluency (level C) in written and spoken English language (required), working knowledge of Portuguese (preferred).

TECHNICAL SKILLS & KNOWLEDGE
Sound experience in project management in a related field.
Experience in project implementation and coordination among several teams.
Strong analytical skills with the ability to analyse and interpret information and draw out the key messages.
Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP.
Leadership skills and excellent inter personal skill. Ability to lead and motivate.
In-depth understanding of WFP program, objectives and strategic priorities.
Willingness to travel extensively to the field, at least 20% of working time
