ORGANIZATIONAL CONTEXT
WFP is fully aware of the impact that the climate emergency is currently having on achieving Zero Hunger by 2030 (SDG 2). Findings from the Fifth Assessment Report of the Intergovernmental Panel on Climate Change (IPCC) indicate that climate change could increase the risk of hunger and malnutrition by up to 20 percent by 2050, and its impacts will be felt disproportionately on the most food insecure and vulnerable.

As the climate-related risks on food security, nutrition and livelihoods are rising, so is our ability to forecast them. However, despite gains in early warnings, acting early enough to anticipate impacts of climate hazards remains a significant challenge. In response, organizations such as WFP have begun to test forecast-based financing (FbF) and early action mechanisms, innovations that use climate forecasting and other related information to trigger anticipatory actions before a shock occurs. WFP is committed to step up the number and scale of its climate-related interventions to support adaptation efforts of vulnerable people and governments globally, focusing on food and nutrition security.

JOB PURPOSE
WFP is seeking an expert in supporting the government to access climate finance from various bilateral and multilateral sources such as the Adaptation Fund (AF), to design climate adaptation projects, draft the proposals and related documentation, review the proposals with the respective funds’ secretariats and submit them to the funds’ Board. The expert will furthermore be overseeing activities related to early warning systems, anticipatory actions and disaster preparedness. The position will be based in Djibouti and the expert will provide technical support as well as liaise with partner agencies to strengthen coordination and advocacy efforts for environment related topics.

KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the Head of Programme, the consultant will be the lead on the Climate environment related activities and will undertake with the following duties:

Conduct assessments; design project; draft related concept notes (CN), funding proposals (FP) and relevant annexes to be submitted to the donors; support the coordination of the implementation of the climate related activities.
Participate in stakeholder consultations at national/sub-national/local level to gather the information needed to the design of the project and the drafting of the proposal.
Participate in community consultations (at concept note stage) to assess communities’ vulnerabilities, capacities and needs in terms of climate change adaptation, discuss activities’ ideas, collect information on gender roles and specific vulnerabilities/needs, collect information on environmental and social risks– in collaboration with gender and Environmental and Social Safeguards (ESS) experts.
Oversee the community consultations (at funding proposal stage) to confirm/finalize project activities, receive feedback/concerns/approval from communities on the proposed activities, collect more information (if needed) with the relevant experts.
Oversee the drafting of the proposal annexes, including the feasibility study and technical annexes as needed, with inputs from CO/RB/HQ staff.
Provide responses to AF and other relevant Secretariats’ comments and amend the proposal and annexes accordingly, in coordination with CO/RB/HQ staff. Support the coordination of project inception or implementation in the field.
With support from a technical service provider, build the capacity of the National Meteorological Services to issue drought early warnings and seasonal forecasts.
Liaise with technical and government partners (agricultural, meteorological) to support the development of drought thresholds and seasonal forecast triggers for drought anticipatory actions.
Support the development of a Forecast Map Room to support early warnings and seasonal forecast information and support the development of ‘last mile climate services to project focus communities
Coordinate with other drought risk management and FbF projects, including, but not limited to FAO, IFAD, Ministry of Agriculture, ANM, SEGRC, UN agencies FbF projects in the region/country.
Provide a road map for integration of FbF for drought into national institutional frameworks.
Conduct multi-stakeholder workshops and trainings to identify and validate early warning triggers and anticipatory actions.
Support the development of SOPs for Forecast-based Financing, which would include activity timeline, costs, stakeholders, targeting and the associated early warnings and anticipatory actions.
Report writing for mid and end of project timelines, support to communications and advocacy, presentations, knowledge sharing amongst other WFP FbF projects.
Coordinate with M&E and VAM teams in the WFP CO to support effective collaboration, implementation, compliance and monitoring of ongoing project activities.

DELIVERABLES AT CONTRACT END
The deliverables are per focus area:

Pre-Feasibility Assessment.
Project concept note.
Full funding proposal based on AF/or other donors, including all the annexes.
Project inception report.
Development of SOPs which include anticipatory actions, drafts of potential triggers, thresholds, costs, timelines, and relevant stakeholders is supported
The national meteorological service is capacitated to issue skillful drought forecasts in focus regions
Weather forecast Map Room is completed
Project reports and communications
Validated work plans and budget for the project duration
Support to regional and national workshops for FbF.

STANDARD MINIMUM QUALIFICATIONS
Education: Advanced University degree, or first University degree with experience and training/courses in one or more of the following disciplines: Climate Change Adaptation, Environmental Studies, Agriculture and Food Security, Development Studies, Economics, Engineering or another related area.

Experience:

At least five years of related experience in food security, climate change adaptation, disaster risk reduction or related area.
Experience in humanitarian aid and/or development project design or implementation.
Proven experience and ability to draft or implement project for the Green Climate Fund, Adaptation Fund, and/or the Global Environment Facility.
Experience focusing on disaster risk reduction activities, early warning systems, seasonal and crop forecasting models. Experience in WFP climate-related programme is an added advantage.

Knowledge and Skills:

Familiarity with AF/GCF rules and processes.
Proven ability to coordinate across multiple stakeholders.
Extensive, proven experience with community and stakeholders’ consultations.
Excellent communication skills.
Field experience will be regarded as an asset.
Familiarity with WFP and the UN system will be regarded as an asset. Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook)
Languages: Fluency in both written and spoken French and English
