BACKGROUND AND PURPOSE OF ASSIGNMENT

The Programme Policy Officer (Food Security and livelihoods Cluster), co-led by FAO and WFP, works with more than 150 operational partners, and considerably more members, throughout the country to ensure a timely, coherent and effective food security response by mobilizing stakeholders to respond in a strategic manner to a humanitarian crisis. The protracted characteristic of the crisis in South Sudan requires the cluster to assume more responsibility regarding Programme guidance and support to quality programming especially supporting multi sectoral responses With Health, WASH, Nutrition and Protection actors/ dusters among others and supporting a shift and transition to greater resilience and supporting more Humanitarian - Development - Peace HDP nexus programming with intentional objectives on peace in the more isolated and marginalized parts of the country.

While the Food Security Cluster/Sector Coordinator will be under a WFP contract, s/he will work impartially with all members of the FSLC and represents the group, and not a specific agency. S/he will work closely with the UN Humanitarian/ Resident Coordinator and the Office of Coordination of Humanitarian Affairs (OCHA) or their designated official as required.

For this position /he will report jointly and equally to the WFP Country Director and FAO Representative.

ACCOUNTABILITIES/ RESPONSIBILITIES:

Support stakeholders by:

Facilitating a timely, coherent, effective and coordinated food security and livelihoods (FSL) response by mobilizing stakeholders in a strategic manner.
Enhancing coordination through the reinforcement of linkages and synergies between relevant FSL Actors as well as between humanitarian and development partners
Ensuring that FSL is appropriately represented in the overall humanitarian response.
Ensuring the timely provision of the required assistance.
Informing strategic decision making for the Humanitarian Coordinator (HC) and Humanitarian
Country Team (HCT)/ Country Management Team (CMT).

Coordinating, planning, developing and implementing cluster strategies, including contingency planning and preparedness.
Monitoring and evaluating cluster/sector performance.
Building national and FSLC members capacity in preparedness and contingency planning.
Supporting advocacy for FSL needs.
Core cluster functions:

Engagement, establishment and maintenance of appropriate humanitarian coordination mechanisms with all humanitarian partners on a coherent and robust humanitarian response for the food security sector - including food assistance, livelihood /resilience programmes, and livestock and agriculture-based initiatives.
Coordination with national/ local authorities, state institutions, local civil society and other relevant actors as needed including regular field visits to support sub national clusters.
Information management for the cluster and staff, ensuring the timely collection and dissemination of FSLC products (as mandated by FSC) to all stakeholders.
Participating and supporting food security and interagency needs assessment and analysis, engagement and support to the IPC Technical Working Group in the country.
Undertaking planning and strategy development - particularly leading on the Humanitarian Needs Overview and Humanitarian Response Planning- including reviews as needed.
Ensure FSLC partners maintain humanitarian standards with key technical working groups (cash/ livestock/ agriculture/fisheries etc) updating and reviewing best practice.
Ensure that cross-sectoral issues such as gender & inclusion, accountability to affected populations, centrality of protection (conflict sensitivity) and HIV&AIDS are streamlined and appropriately reflected in all FSLC programmes.
Capacity building of national and international NGO partners on priority matters related to-the food security response: e.g., around GBV & PSEA prevention, etc.
Support advocacy and fundraising for food security needs in addition to the sector and partners.
Management of the FSL cluster team: two lMOs, two NGO co-coordinators, a Food Security Assessment Officer and a Roving Coordinator
DELIVERABLES AT THE END OF THE CONTRACT:

Finalization of the FSLC contribution to the HNRP.
Ensure monthly information management products are produced and shared in compliance with Group FSC and as required by UNOCHA.
Delivery of fortnightly national cluster meetings.
Field reports from visits to the sub national clusters across the country plus ad hoc high priority food security assessment missions as required and regular multi cluster missions (approximately 5-6 missions per year).
Support to the IPC analyses throughout the year (for those fully trained, ensure their active participation and facilitation of State level analyses for the post-harvest and lean season analysis workshops).
Facilitation of both standard and reserve allocations of the South Sudan Humanitarian Fund (country based pooled funds) on behalf of the FSLC partners.
QUALIFICATIONS&. EXPERIENCE REQUIRED:

Education:

University degree in Food security, development studies or another relevant field

Experience:

At least three years of relevant professional experience in related field

Knowledge & Skills:

Ability to work and plan at strategic, policy and operational levels.
Understanding of the international humanitarian response architecture, including humanitarian principles, coordination mechanisms, humanitarian refrained action, and funding mechanisms (e.g., Humanitarian Programme Cycle, Central Emergency Response Fund and Flash Appeals, Pooled funds).
Ability to work under pressure and adapt to an evolving and complex humanitarian context.
Ability to express and summarize ideas orally and in writing in a diplomatic and inclusive manner.
Ability to convene and organize workshops meetings and to present outcomes on behalf of a group of stakeholders.
Familiarity With food security con pts and frameworks; assessment and monitoring and evaluation tools and methodologies
Languages:

Fluency (level C) in English language. Intermediate knowledge (level B) of Arabic would be an advantage.
