Background

Senegal is committed to the 2030 Agenda for Sustainable Development, and to the measurement and monitoring of progress towards the goals and targets. Sustainable Development Goal two (SDG2) manifests the prominence of food security and nutrition in the Agenda, aiming to “End hunger, achieve food security and improved nutrition, and promote sustainable agriculture” by 2030. WFP Senegal has aligned its objectives with the Sustainable Development Goals, prioritizing emergency lifesaving and development work that benefits the poorest and most vulnerable people. WFP foresees a hunger free Senegal, in which poor and food insecure household have access to adequate nutritious food all year around; and vulnerable populations are resilient to shocks and can rely on integrated sustainable food systems. Within the context of the Integrated Road Map for achieving Zero Hunger by 2030, WFP Senegal is currently implementing a new Country Strategic Plan (CSP 2019-2023) which defines WFP’s portfolio of assistance and contributions to the United Nations Development Assistance Framework (UNDAF 20192023) as well as the national economic growth programme (Plan Senegal Emergent), and the Sustainable Development Goals.

Within the framework of the CSP, WFP Senegal will focus on a gender-transformative and adaptive social protection and resilience programmes aimed at ensuring that foodinsecure populations, including school-aged children, have access to adequate food and improved nutritional status all year all year; and food-insecure populations and communities exposed to climatic shocks and other risks have resilient livelihoods and sustainable food systems all year round. In so doing, WFP will also ensure that national and local institutions have strengthened capacities to manage food and nutrition security, social protection and resilience-building programmes. The R4 Rural Resilience Initiative is WFP innovative programme which enables vulnerable rural households to improve their food and income security in the face of increasing climate risks. The Initiative is built on an innovative model that combines four risk management strategies: Risk Reduction, Risk Transfer, Prudent Risk Taking, and Risk Reserves.

The MCF Young Africa has provided the WFP with funds to implement in resilience project. The aim of the MCF Young Africa Works strategy is to drive systemic change in financial inclusion and education and thus increase youth employment and reduce poverty. It seeks to address the mismatch between the skills of young people entering the workforce and the needs of employers, promoting stable employment based on innovation and entrepreneurship as a pathway out of poverty. Recognizing the diversity of needs and opportunities for young people aged 12-35, the Foundation supports programmes that are appropriately tailored to their life situations. The MCF Rural and Agricultural Finance strategy is promoting financial inclusion for smallholder farmers, including access to saving accounts, credit, and insurance, and enable them to better manage agricultural risk.

ACCOUNTABILITIES/RESPONSIBILITIES:

It is within this background that WFP Senegal is seeking to recruit a Programme Policy Officer for the coordination of its Rural Resilience activities.

Oversee the implementation, monitoring, and evaluation of the project: Maintaining and monitoring project plans, project schedules, work hours, budgets and expenditures, project activities, ensuring its quality, efficiency, and effectiveness, according to WFP standards, methodologies, and procedures.
Supervise four staff directly, and coordinate with RAM the supervision of the SO3 M&E Officer
Supervise day-to-day implementation of the programme including operational and financial execution, awareness raising on program objectives and procedures, interaction with programme stakeholders (such as Government and other WFP partners, as well as within WFP units) and coordination with on-going programmes.
Design and implement agricultural input and output market access interventions targeting smallholder farmers, such as linkages with Home Grown School Feeding together with the Head of School Feeding Unit; and support integration of resilience SAMS and food systems activities by ensuring synergies between various components of resilience (R4 climate-risk management; livelihoods;)
Supply chain support to ensure market access for the surplus produced by smallholders. And ensure financial inclusion of young women and women led MSMEs as well as firms that employ young people, helping to make best use of the opportunities given, both on and off-farms.
Set-up and follow up data gathering and monitoring systems ensuring that rigorous quality standards are maintained. Includes research and analysis of policy and operational issues to support activities, as well as carry out frequent field missions to targeted districts and assess programme outputs; and draft regular monitoring report on status of implementation and progress and contribute to the data analysis.
Assess project risks and issues and provide solutions where applicable
Ensure the programme remains compliant with all WFP policies and procedures.
Contribute to the preparation of accurate and timely reporting to different stakeholders (management, donors, and partners);
Contribute to evidence-based decision making on programme design and implementation, through making monitoring and evaluations findings accessible, developing innovative, user-friendly and informative digital products.

External coordination and partnerships for resilience

Organizing, attending and participating in stakeholder meetings.
Responsible for coordinating with counterparts (cooperating partners, local governments, etc.), and with Mastercard Foundation Agrilead based in Senegal and hold monthly Country Working Group Meetings.
Cooperating partnership management: Support the identification, development and management of potential partnerships.

Cross-cutting enablers (Youth and Gender)

Support WFP in promoting increased value chain employment opportunities for youth ;
Support implementation of innovative value chain approaches that increase the participation of young smallholder farmers in local, and regional trade flows.
Identify value chain gaps and strengthen the capacity of young men and young women to address them.

Other

Perform other functions that, within their specialty, are required.

Required Qualifications

Advanced university degree or university degree with experience and advanced courses/training in one or more of the following disciplines: economics, agriculture, environmental sciences, social sciences, development studies.
At least five years of postgraduate progressively responsible professional experience in coordination of complex resilience projects, emergency assistance, and/or operational aspects of national, bilateral, or multilateral food aid or commercial transactions.
Excellent written and spoken French and English language skills, with the ability to facilitate workshops, negotiate agreements, and write publishable reports in French and English.
Skills and experience in financial analysis, capacity in budget monitoring, reporting, monitoring and evaluation.
The incumbent must also possess good experience in participatory approaches and management of agricultural/rural development projects, including “Food for Assets".
In-depth understanding of food security vulnerability and ability to link analysis to programme design, in the context of WFP programmes.
Excellent work planning and project management skills ideally demonstrated in a WFP context.
Excellent ability to coordinate across multiple units and organizations.
Training and/or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems.
General knowledge of UN system policies, rules, regulations and procedures governing administration.
