ORGANIZATIONAL CONTEXT

The position is based in Kinshasa and reports to the Head of Gender, Protection and AAP. The Protection, Gender and Accountability team sits within the programme team and reports directly the Head of Programme.

WFP DRC currently has a team of 8 gender and protection officers. The gender and protection officers are locating in Goma, Bukavu, Kalemie, Kananga and Bunia. The team is supervised by a Gender, Protection and AAP advisor based in Kinshasa, DRC.

THE ROLE

The Protection and Conflict Sensitivity Officer will work simultanously on the nomative and operational component of the teams' work plan and explore how to strengthen the implementation of the WFP protection policy at the country office level as required. The candiate would also be responsible for expanding and strengthening the conflict sensitivity portfolio of the country office, coordinating the implementation of the Accountability to Affected Populations Action Plan/Community Engagement Strategy and identifying innovatice measures to improve management of protection related data and analysis to inform programming as well as strategic guidance and support to technical teams at the field and country office level.

In addition to assisting the various field offices to mainstream protection as per the standards and guidelines outlined in the global protection and AAP policy and undertake conflict sensitive programming.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Coordinate and provide technical support to programme, logistics, security and other respective teams, management as per required and all field offices on mainstreaming protection and conflict sensitivity with concrete and pragmatic recommendations that can be monitored.
Coordinate the implementation of the Community Engagement Strategy for WFP DRC. Work closely with the protection and AAP officers at the field level and the community engagement officer, access and security team as well as programme on the implementation of the Community Engagement strategy.
Provide technical advice for regular protection and conflict sensitivity issues including protection analysis for the country office, protection risk assessments at field office level. Define and follow up on appropriate mitigation measures.
Support Identity Management development to showcase protection and AAP related activities and coordinate with Reports team to improve visibility of respective activities.
Work on developing a clear framework to measure and report on protection, conflict sensitivity and AAP related activities. 5. Develop a strategic roadmap for WFP DRC with a clear inventory on conflict sensitivity initiatives and areas of improvement to be prioritised in the next CSP.
Conduct visits to area, sub and field offices to provide capacity building, protection and AAP oversight or protection and conflict sensitivity assessments.
Represent and participate in the various forums on data protection and AAP at the Country Office level etc. as well as participate in the clusters and other relevant meetings as required.
Develop operational partnerships and maintain established strategic partnerships to identify opportunities for collaborative approaches and initiatives specific to conflict sensitivity.
Support reporting and fundraising as required.
QUALIFICATIONS AND EXPERIENCE

Education: Master degree in Law, international relations, Political Sciences, Human Rights or related topic, or First University Degree with additional years of related work experience and/or trainings/courses.


Language: Fluency (level C) in English and French language.

5 years + of international experience including emergency settings
Has worked in a Country Office within technical area.
Has gained direct experience of different programme approaches.
Has worked with government agencies and gained policy experience.
Has demonstrated experience working on integrating protection, AAP and conflict sensitivity in an emergency setting
MORE ABOUT YOU:

Displays ability to translate understanding of protection programme principles in emergencies and development contexts with the differences in need on the ground.
Demonstrates the ability to design, implement, monitor and provide oversight over
Effective and efficient programmes deploying different transfer modalities and understand the protection concerns that might arise.
Demonstrates ability to adjust to team’s plans and priorities to optimize outcomes in light of evolving directives, while also responding quickly in high pressure environments, such as in emergency settings.
Demonstrated knowledge of inclusion.
Networks regularly with key external partners using formal and informal opportunities to understand each partner’s unique value proposition, and to build and strengthen relationships.
Have a clear understanding of and ability to advise management on when best to and how to tactfully engage other units in conversations on impact, timing, or planning.



TERMS AND CONDITIONS
This is an International Professional position and candidates must be a national of a country other than the country of assignment.
The selected candidate will be employed on a limited fixed-term contract of 1 year renewable.
Limited Fixed-Term Appointment (LFT) position is a non-mobile staff appointment in the international professional category for a limited period for up to 4 years. The position is based in Kinshasa, The Democratic Republic of Congo and the selected candidate will be expected to relocate. Incumbents of LFT positions are not eligible to apply for other mobile positions advertised internally through the Reassignment.​
