JOB PURPOSE

In this context, the Programme Unit of WFP Mozambique seeks a Programme Policy Officer to support the implementation of the Regional Urban Preparedness Project by providing programme management assistance, elaborating programme documentation and supporting the cross-functional team (Emergency, VAM, Social Protection, Cash Based Transfer, Disaster Risk Financing, etc) dealing with the project. The position is located within the Maputo Country Office of WFP.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Under the guidance of the WFP Country Director, the general supervision of the Head of Program and the direct supervision of Activity Manager for Social Protection, the incumbent will perform the following tasks:
1. Facilitate the implementation of all project related activities and ensure coordination among the different project components.
2. Build, coordinate and maintain a strong professional relationship with all project partners and relevant government institutions, including MGCAS, INAS, INGD, SETSAN, and Municipal Councils.
3. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
4. Lead the organization of capacity building activities and consultative initiatives, including training, simulation exercises, workshops and bilateral meetings with relevant government institutions .
5.Support the development of agreements and protocols, including the Urban Readiness Protocols, Early Action and Response Plans at City Level.
6. Liaise with WFP sub-offices where project activities are implemented and follow-up on operational process for activity implementation, including relationship with local government representatives.
7. Produce relevant project documentation including Terms of Reference for project activities, official letters to government authorities, presentations, and activity reports.
8. Design, implementation and monitoring of the Crisis Modifier CBT assistance.
9.Support Government institutions in strengthening the registration process of vulnerable urban population for humanitarian assistance.
10. Act as a point of contact for resolution of a range of operational queries and problems within the specific technical area of responsibility .
11.Perform other related duties as required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

3-5 years of experience working in Disaster Risk Management, Emergency Preparedness and/or Social Protection is required.
Has gained experience in liaising and collaborating with government authorities.
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education: Advanced University degree in Disaster Risk Management, Political Science, Economics, Statistics, Social Sciences, Geography, International Relations or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Experience: At least 1 year of postgraduate professional experience.
Knowledge & Skills:

Sound experience in project management in a related field.
Experience in project implementation and coordination among several teams.
Strong analytical skills with the ability to analyse and interpret information and draw out the key messages.
Strong oral and written communication skills, able to clearly articulate insights to stakeholders in WFP.
Good networking skills and capacity to build and maintain professional contacts
Willingness to travel extensively to the field
Solid organizational skills including attention to detail and multitasking skills.
Languages: Fluency (level C) in English & Portuguese

Duration: 11 months
