Organizational Setting
The main aim of the Food and Agriculture Organization’s (FAO’s) Representation in Egypt, which is headed by an FAO Representative, is to assist the Government of Egypt to develop policies, programmes and projects to improve food security and nutrition, promote sustainable agricultural development, reduce rural poverty, develop inclusive agri-food systems and strengthen livelihood resilience – in line with the Organization’s Strategic Objectives and United Nations’ global and Government of Egypt’s national Sustainable Development Goals.

The position is located in the FAO Office in Cairo, Egypt.

Reporting Lines
The incumbent works under the overall supervision of the FAO Representative in Egypt (FAOR), technical guidance of the FAO Lead Technical Officer (LTO), in close collaboration with FAO country Office staff, international consultants and national specialists of the Project Management Unit (PMU) and in co-operation with national counterparts (mainly the Ministry of Water Resources and Irrigation, MOWRI) at national and governorate levels, the Project Manager will be responsible for the below mentioned tasks.

Technical Focus
• Project activities and team management, in collaboration with donor, government compliance and other stakeholders involved in the project implementation
• Field project development, implementation and quality assurance.
• Leadership and co-ordination of the PIU and supervision and guidance of FAO operational work.

Tasks and responsibilities
• Manage field project development, implementation and quality assurance.
• Provide leadership and co-ordination of the PMU and supervision and guidance of FAO operational work.
• Provide technical support and supervision of the mobilisation, implementation and monitoring of Climate Smart Water Management (CSWM) and Modern Irrigation (MI) and Good Agricultural Practices (GAP) and technologies by smallholder men and women farmers.
• Participate in consultative meetings with local stakeholders to discuss the findings and recommendations of surveys and farming systems, present the Land Use Consolidation (LUC) approach, and seek collaboration and participation.
• Oversee the development, management, implementation and administration of all project activities, including relevant work plans and budgets (e.g. operations, procurement, recruitment and travel) and co-ordination and relationships with implementing partners, service providers and suppliers while ensuring adherence with FAO policies and procedures.
• Supervise assigned PMU members and manage their performance in line with FAO policy and procedures.
• Establish and maintain professional relationships and communication lines with relevant government offices and representatives, non-government organisations and other United Nations’ agencies, liaising closely with relevant project stakeholders, managing communications and organising and facilitating meetings as needed.
• Oversee the development of technical specifications, terms of references, letters of agreement and memoranda of understanding required for the procurement, implementation and delivery of required services and goods through suppliers, service providers and implementing partners.
• Liaise and co-ordinate with the MOWRI’s designated National Project Director and National Focal Points and relevant counterparts to ensure the timely planning and implementation of project activities, including (but not limited to) baseline surveys, analyses and assessments, curriculum development, training of master trainers and Farmer Field Schools (FFS) facilitators and the mobilisation, implementation, monitoring and networking of FFSs and LUCs.
• Assist the FAO Representation in Egypt to organise and report Project Inception, Mid-term Review and (any) Evaluation Missions, including field visits and stakeholder workshops.
• Oversee the organisation and reporting of technical and operational workshops, seminars and consultative meetings initiated by PIU members.
• Work closely with technical and operational members of PIU to ensure the timely planning, implementation, monitoring and reporting of project activities in the field.
• Guide and provide quality assurance to inputs from other PMU members and collate, prepare and submit regular progress reports to the FAO Representation in Egypt for onward transmission to FAO’s RNE and Headquarters for approval and final submission the Government of Egypt and IFAD.
• Oversee the identification of: (i) a cadre of capable and willing governorate-level male and female CSWM and MI subject matter specialists to perform as master trainers; and (ii) a team of local FFS facilitators to guide participating smallholder farmers through the establishment and implementation of FFSs.
• Oversee the development of curriculum and design of training schedules for the training of master trainers and FFS facilitators and the implementation of FFSs.
• Oversee the mobilisation, implementation, monitoring and networking of FFSs and LUC for the testing, adaptation and replication of sustainable CSWM and MI practices and technologies by smallholder men and women farmers – including technical support and supervision of FAO’s FFS Co-ordinators.
• Work closely with the FAO’s Communication Specialist for the development of project briefs, brochures, infographics, case studies and other visibility, outreach and communication materials, ensuring adherence to FAO, IFAD and Government of Egypt requirements.
• Co-ordinate and support project-related field missions and visits of representatives from the Government of Egypt, its development and resource partners (including IFAD) and FAO and other United Nations’ agencies.
• Ensure FAO commitments to Accountability to Affected Populations and Protection from Sexual Exploitation and Abuse are fulfilled and mainstreamed throughout the project cycle.
• Support the dissemination of FAO’s work and good practices both internally and amongst key stakeholders and the wider community.
• Act as ex officio member of the Project Steering Committee with responsibility for meeting organisation, information sharing and minute taking.
• Undertake regular duty travel as needed and perform other related duties as required by the FAOR and LTO.
• Prepare an end of assignment report for approval of the FAOR and FAO’s Lead Technical Officer for the Project.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements
• Advanced university degree in agricultural economics, agricultural extension, business administration, public administration, social science, political science or a related field.
• 10 years of relevant experience in project management in agricultural or rural development with a focus on technology transfer, collective agriculture and agricultural extension for smallholder men and women farmers and rural livelihoods.
• Working knowledge of spoken and written English and Arabic languages.
• National of Egypt.

• Work experience in more than one location or area of work, particularly in field positions throughout Egypt.

• Extent and relevance of experience in the field of the group-based, market-led and participatory approach to agricultural extension and adult learning, i.e. “FFS methodology for adaptive research and participatory learning”.
• Understanding of FAO policies and programmes is considered a strong asset.
