Context:
The wider Lake Chad region, consisting of the regions of Lac, Kanem and Barh el Gazal in Chad, are continuously exposed to a myriad of displacement factors, including violent clashes, military counter-action, as well as significant reduction of agricultural land due to climate change induced shrinking of the Lake Chad. In response to this situation, IOM Chad, with funding from Korea International Cooperation Agency (KOICA), is implementing a community stabilization project addressing root causes of displacement, including provision of access to socio-economic infrastructure, ID cards, alphabetisation courses, livelihood opportunities and dialogue fora. In addition the project aims to address Gender-Based Violence (GBV) through a holistic psychosocial support approach. Under the direct supervision of the Chief of Mission (CoM) and in close collaboration with other project teams operating in the wider Lake Chad region, the successful candidate will be responsible for the overall management of the project.
Core Functions / Responsibilities:
1. Manage the KOICA project, including all of its sub-components, ensuring correct financial administration, timely and complete reporting and the continuous monitoring and evaluation of all project components.
2. Manage all staff associated with the project implementation, including the Head of Sub-Office in the lac region.
3. Establish and maintain good relationships with other heads of unit operating in the same area and seek to maximize impact by mutual reinforcement and inclusion.
4. Establish and maintain good relationships with authorities, partners and civil society in the area of project implementation, ensuring transparent and accountable project implementation and association of all partners in the process throughout the implementation period.
5. Closely monitor the security situation and liaise with the CoM and Security Officer on required adjustments to the programme in line with security developments.
6. Participate actively in coordination fora related to the project subject matter and represent IOM in such fora as delegated by the CoM.
7. Familiarize oneself with the traditional and customary ways of communication and information sharing and adapt the programme to incorporate such means into the project set up.
8. Ensure maintenance of highest quality of project implementation throughout the different components and pro-actively seek council of technical experts as required for the management of the different activities (i.e. ID card management, psychosocial support, alphabetization classes etc.).
9. Conduct frequent field verification missions.
10. Ensure adequate and regular visibility and communication of the project progress to donor, partners and social media in line with IOM’s communication guidelines.
11. Maintain frequent coordination with KOICA, and other internal and external actors as needed, to represent project accomplishments and draw lessons learned to apply into the project.
12. Report any sudden changes to the overall migration dynamics in the greater Lake Chad region, and flag potential impact to the CoM.
13. Prepare inputs for project development according to specific needs and situation analysis in accordance with IOM project development standards in close coordination with the CoM.
14. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Relations, Human Rights, Peace and Conflict Studies, Social Sciences, Agricultural Engineering or a related field from an accredited academic institution; with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Significant experience financial management of community stabilization projects;
• Significant experience in HR management and team management in high pressure environments required;
• Significant experience managing community stabilization projects required;
• Significant experience in community stabilization projects, including ID card provision, psychosocial assistance and participatory rural development projects
• Experience in challenging hardship posts;
• Experience in mentoring and staff development;
• Significant experience in application of IOM rules and procedures, especially concerning administration and procurement;
• Experience with project development and donor liaison;
• Prior experience managing KOICA projects a distinct advantage.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in French and English is required (oral and written). Working knowledge of Korean and/or Arabic is an advantage.
