Context:
Under the overall supervision of the Chief of Mission, the direct supervision of the Head of Programmes in IOM Algeria Country Office and in close coordination with the Regional Thematic Specialist PXD based in Cairo, Egypt, the Project Officer will be responsible for the overall coordination and implementation of the Assisted Voluntary Return and Reintegration (AVRR) projects in Algeria.

Core Functions / Responsibilities:
1. Monitor and coordinate the overall implementation of the AVRR projects in Algeria Country Office and track project expenditures and monitor burn-rates, follow up on logistical and administrative arrangements, ensure that donor reporting information and schedules are available, and provide technical assistance and guidance in compliance with IOM policies and standards, as well as donor requirements.
2. Contribute to the development of and maintain work plans, implementation strategies, and expenditure plans to facilitate timely implementation and achievement of project activities and results as specified in the project contract.
3. Liaise with key government and non-governmental stakeholders in technical working groups or similar bodies on migrant protection and reintegration to strengthen the activities being implemented under the AVRR projects.
4. Provide technical support to key stakeholders on the establishment of country-specific standard operating procedures on migrant protection and sustainable reintegration activities.
5. Participate in and facilitate the implementation of capacity building initiatives to multi stakeholder groups on migrant protection and returnee reintegration initiatives.
6. Monitor data collection related to project activities and ensure compliance with IOM’s data & case management systems with due respect to IOM’s data protection policy and implement the monitoring and evaluation plans as set out by the programme monitoring and evaluation framework.
7. Supervise and guide project staff in the delivery of the project, paying due attention to capacity and developmental needs of staff.
8. Ensure appropriate coordination and information sharing with Algeria Country Office teams, and the PXD Division at the Regional Office in Cairo.
9. Participate in identifying opportunities for capacity building, employment and livelihood plans for the development of collective and community reintegration initiatives in close collaboration with key stakeholders.
10. Draft donor and other reports and coordinate their timely submission, in line with donor requirements and IOM procedures and standards.
11. Assist in preparing regular briefings, summaries, press releases and other relevant information materials, as required.
12. In close coordination with the Resources Management Unit, monitor procurement processe =to facilitate the timely completion of activities, the posting and tracking of expenditure, and the accurate financial reporting in line with IOM standards and procedures and donor requirements.
13. Provide technical inputs for the development and implementation of a visibility strategy, in line with donor requirements.
14. Participate in relevant seminars and meetings, as well as other events, to share information, coordinate implementation activities, and discuss project activities.
15. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in Development, Political or Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.

Experience
• Experience in the field of migration issues, including operational and field experience, IOM project development, and management;
• Experience in project coordination and management including building a team environment;
• Experience in the Migrant Protection and Assisted Voluntary Return and Reintegration thematic area at both policy and programmatic level; and,
• Experience in liaising with governmental authorities, national/international institutions and Non-Governmental Organisations (NGOs) on matters related to migration issues and overall work and mandate of IOM.

Skills
• Knowledge of monitoring and evaluation and or research methods;
• Knowledge of national and regional issues in the thematic area is a distinct advantage; and,
• Knowledge of EU institutions, funding instruments and funding procedures, in particular related to the European Union Trust Fund (EUTF) is an advantage.

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
