Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. Context:
IOM in South Sudan has a range of programs centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development,

IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.
As an integral member of the UN South Sudan team, IOM South Sudan works across the humanitarian, peacebuilding, and development access with a broad range of programming clustered in three areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.
IOM South Sudan’s humanitarian coordination and support work includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), the management of WASH and Shelter/NFI core-pipelines, the management of humanitarian hubs, the management of common transport services and the management of a Rapid Response Fund providing funding to (mostly) national Non-Governmental Organisation (NGOs) for emergency humanitarian assistance. IOM South Sudan’s humanitarian response and resilience work includes emergency infrastructure, CCCM, Water, Sanitation and Hygiene (WASH), Shelter & NFI, health, protection, gender equality and inclusion, and the provision of mental health and psychosocial support services.

Under the peacebuilding, transition and development cluster, IOM South Sudan implements programming on climate change adaptation including water management, community development, housing, land and property issues, conflict prevention, community-based violence reduction and migration management support including the prevention of human trafficking. In all areas, IOM South Sudan’s work is supported and informed by its conflict analysis team operating from Juba and key field locations.
IOM South Sudan is an active member of the UN Country Team and Humanitarian Country Team. As the cluster coordinator for CCCM (co-lead with United Nations High Commissioner for Refugees (UNHCR)) and the Shelter & NFI Cluster, IOM South Sudan is also a member of the Inter-Cluster Coordination Group (ICCG), the key coordination platform for humanitarian
response. Within the Resident Coordinator-Humanitarian Coordinator (RC-HC) lead Partnership for Peacebuilding and Resilience Platform IOM co-leads the nexus working groups on climate change adaptation (with the UK) and durable solutions for internal displacement (with United Nations Development Programme (UNDP)).
Under the overall supervision of the IOM Chief of Mission in South Sudan and direct supervision of Programme Coordinator (DTM), the Project Officer (Monitoring and Evaluation (M&E)/Reporting) will lead on reporting requirements related to DTM information products, presentation, donor reports including establishing a comprehensive M&E framework in collaboration with M&E focal point in the Programme Support Unit.

Core Functions / Responsibilities:
1. Lead on drafting and finalizing DTM information products, donor reports and presentations utilizing data from different DTM components in collaboration with Conflict Analysis and Protection Units to ensure protection mainstreaming and strong contextual analysis.
2. Support in the production of different information products in relation to DTM, including, but not limited to, analytical and statistical reports, displacement profiles, maps, and other relevant
products, to ensure highest possible quality and compliance with IOM DTM Global Reporting
Standards.
3. Develop comprehensive Monitoring & Evaluation system for DTM program in the country, building on lessons learned from different missions, donor requirements and institutional M&E frameworks.
4. Contribute to regular reporting and dissemination of information gathered through different DTM components, at country, regional and global level.
5. Support technical liaison activities with relevant partners and stakeholders to present, discuss, advise, and explore potential developments and initiatives in relation to the implementation of DTM programmes and projects at the global and country levels.
6. Identify and implement most appropriate methods for communicating DTM findings in a clear, concise manner which helps the target audience understand conditions and needs in areas affected by displacement and returns.
7. Responsible for drafting programmatic reports and assisting in the development of other DTM information products, including, but not limited to internal reports, analytical and statistical reports, displacement profiles, infographics, etc.
8. In coordination with the Information Management (IM) /Geographic Information System (GIS) Officer and the Regional Data Hub, format DTM programme reports and documents ensuring consistent and attractive designs to facilitate reading of the information shared and meet the needs of the humanitarian community and transition/recovery actors.
9. In coordination with the IM/GIS team and Data Analyst, support DTM programme monitoring and evaluation. Capture feedback from beneficiaries through surveys and help develop appropriate programmatic adaptations. Track progress against project deliverables to ensure timely implementation.
10. Support development and adjustment of tools and methodologies in close coordination with the IM/GIS Officer and Data Analyst, and in consultation with partners and other IOM units as needed.
11. Contribute to capacity-building within the team, including by taking on mentorship responsibilities, proof-reading works completed by other colleagues, and developing training materials for programmatic staff and temporary workers on DTM tools and methodologies. Identify gaps in staff capacity and areas for improvement in programming.
12. Collaborate closely with the Programme Support Unit (PSU) to meet internal and external reporting requirements, and to assist in developing DTM concept notes, reports and project proposals as directed.
13. Facilitate the integration of gender perspectives and attention to specific women/girl's and children’s rights issues (vulnerable groups) within all DTM activities.
14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education
• Master’s degree in International Relations, Social Science, Communications, Information Management, or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.

Experience
• Experience in statistical analysis (Adobe Suite, Office 365 package, R etc.) will be taken as an advantage;
• Experience in Monitoring and Evaluation work is an advantage
• Experience working in international organizations and the humanitarian community;
• Experience in project implementation in a humanitarian context;
• Experience in data collection, research, and report writing;
• Experience writing technical documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;
• Experience in using visualization tools such as InDesign, Illustrator, PowerBi;
• Experience in the development and implementation of population databases a distinct advantage;
• Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset.

Skills
• Excellent interpersonal and communication skills.
• Excellent computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing.
• Demonstrated organizational skills: the ability to be flexible and work well under pressure in a
fast-paced and detail-oriented team environment.

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic, French, and/or Spanish is an advantage.
