Context:
The International Organization for Migration (IOM) is one of the major humanitarians and development actors in Somalia. IOM Shelter and Non-Food Items (S/NFI) program currently implements projects focused on in-kind distributions as well as Cash Based Interventions. The program also maintains the common supply pipeline for cluster partners.
Under the overall supervision of the Senior Program Coordinator in Emergency and Post Crisis and direct supervision of Programme Officer (S/NFI), the Project Officer (S/NFI) will be responsible for supporting aspects of the timely delivery of shelter and NFIs activities in close coordination with the field teams and in close collaboration with other units including procurement, logistics, finance, and security.
Core Functions / Responsibilities:
1. Provide specific inputs to assist with the development and/or updating of beneficiary management systems, databases, and monthly reporting formats in close collaboration with the Programme Officer (S/NFI).
2. Perform preliminary data audits and analyses in order to assist with high quality data collection. Consolidate and update beneficiary lists after registration and verification exercises.
3. Document distributions and maintain supportive documents for the projects (assessment, beneficiary registration, payment records, etc.).
4. Keep abreast of operational delays and deviations in relation to work plans and promptly notify the Programme Officer of issues that may affect the timely delivery of project activities within the agreed required timeframe and project timeline.
5. Under the close supervision of the Programme Officer (S/NFI) and in close collaboration with the logistics and procurement unit, initiate the procurement process for project deliverables and facilitate timely supply of commodities/services for field operations.
6. Follow up on the implementation of Cash Bashed interventions (CBIs) and check that targeting is done correctly, and internal requirements are met. Keep an overview of the guidance provided by the Cash Working Group and IOM global CBI guidelines in relation to CBI alignment.
7. Liaise with field counterparts, implementing partners and coordination structures (Shelter and NFI Cluster and Cash Working Group) as appropriate and provide updates on IOM operations as needed.
8. Based on developed standards and guidelines, work to improve the operational delivery of activities for better mainstreaming of cross-cutting themes such as the inclusion of vulnerable groups, gender, environment, Accountability to Affected Population (AAP), etc.
9. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Architecture, Civil Engineering, or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.
Experience
• Experience in implementation of Shelter/NFI activities in emergency and conflict environments.
• Experience in coordination with cluster and other sectors.
• Experience in working effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community.
• Shelter/NFI technical experience to guide and supervise Shelter/NFI project teams.
Skills
• Knowledge of the broad range of shelter and settlement related subject areas dealt with by the Organization.
• Knowledge of UN and bilateral donor programming.
• Knowledge of cluster system.
• Knowledge of financial and procurement rules and regulations.
• Ability to work with limited supervision.
• Delivers on set objectives in hardship situations.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in
English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

This position is based in Nairobi, Kenya with frequent travel to Somalia
