BACKGROUND AND PURPOSE OF THE ASSIGNMENT
The World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. WFP is well-known for its ability to respond to crises and deliver assistance to people in need, either in-kind or in the form of cash-based transfers (CBT), as well as for its capabilities related to digital identity management. WFP is also an enabler of the broader humanitarian system, playing an active role in the Food Security, Logistics and Emergency Telecommunications Clusters and hosting the United Nations Humanitarian Air Service (UNHAS).
In 2012 WFP’s Executive Board adopted a policy on Humanitarian Protection that sets the programme’s role and responsibilities in relation to supporting and promoting the Protection of the people it seeks to assist through its programmes. Over the long-term, the policy seeks to nurture an agency that consciously and positively contributes to the promotion of the right of the people it seeks to assist; develop a body of humanitarian that are better informed of the Protection concerns; and ensure assistance and presence that provide safer, more dignified, and more accountable solutions to food insecurity and hunger.
Mali country Office has developed a Protection and AAP action plan aligned with the Country Strategic Plan design and implementation. This plan, in accordance with the corporate WFP policies is gradually being rolled-out in order to mainstream Protection in all facets of WFP’s operations in the country. This includes the production of protection risks analyses based on protection assessments at field levels, the review of accountable mechanisms, including but not limited to Complain and Feedback Mechanisms, the training of WFP personnel and Cooperating Partners, and the identification of WFP’s bilateral and inter-agency opportunities of collaboration to integrate and/or address Protection concerns in its operations.
WFP Mali’s operations encompass a portfolio of interventions, including emergency food and nutrition assistance to conflict-affected populations, the distribution of school meals providing a safety net to vulnerable schoolchildren, the treatment of moderate acute malnutrition as well as rehabilitation of communities’ productive infrastructure, livelihood support for smallholder farmers and capacity-strengthening of Government entities. The Country Strategic Plan (CSP), covering 2020-2024, will place increasing emphasis on conflict-sensitive approaches and accountability to affected populations, promoting the safety and dignity of affected populations in accordance with WFP’s corporate policy on protection. At the same time, strengthening WFP’s capacities and knowledge on conflict-sensitivity will ensure that its operations are not inadvertently getting caught up in, and contributing to, tensions or conflict.
Duration of Assignment
The Protection Officer will be deployed to WFP Office in Bamako, Mali. She/He will report directly to the Deputy Country Director and she/he will work under the technical guidance of the Regional Humanitarian Policy advisor based in Dakar.
While based in Bamako, the Protection Officer will need to travel extensively to other regions and programmes sites in the country. The initial duration of the assignment will be 11 months. She/He will receive a briefing at the starting of the mission and will provide a debriefing and a hand-over report highlight the progress and way forward for the outputs mentioned below. The Protection Officer will also provide technical guidance to the protection focal points in country.
Responsibilities
Under the direction of the Deputy Country Director, the Protection Officer is responsible for ensuring that WFP interventions are in line with humanitarian principles and with WFP corporate policies on protection and accountability to affected populations (AAP). To this end, she/he will work in close cooperation with CBT, GFD, School Feeding and Resilience programmes, VAM and M&E, Gender, Social Protection, Security, WFP field personnel and Cooperating partners, including at the field level. She/He will also look at increasing coordination with other humanitarian actors, as per WFP global Protection / AAP strategy.
In particular, within the framework of the Country Strategic plan design, planning and implementing, the incumbent will assist the CO with the following duties :
1. Identify the protection risks in WFP operations either direct implementation and partners’ implementation and will undertake analysis of Protection concerns, gauging the Protection risks to all assisted populations. To this end, the Protection Officer will conduct field visits and protection assessments and will consult protection actors on the ground to produce an comprehensive protection risks analysis;
2. Conduct an analysis of the stakeholder’s power/conflict dynamics, and provide advice to ensure that WFP’s Programmes do not negatively impact the context and effectively integrate conflict sensitive programming in the design and follow up of the operations;
3. Ensure the effective implementation of Accountability to affected Population, including through functional Complain and Feedback Mechanism, consultations and information provision. Develop new adequate channels based on communities’ preferences. Find avenues for inter-agency AAP coordination, in the framework of the Collective Accountability Framework, also to avoid duplications and maximize impact;
4. Integrate Protection in programme tools, as part of the protection action plan for the Country Office, the Officer will work with relevant units in the Country Office to ensure the integration of Protection concerns into relevant programme tools, including assessment, targeting, M & E, and reporting tools while ensuring the confidentiality of sensitive data;
5. Assist the Deputy CD on sensitive situations that involve protection components and support the CO in developing a strategic response to Protection concerns identified that directly impact on WFP operation and programmes including programmatic and strategic inputs to improve WFPs’ DO NO HARM and accountability towards affected populations commitment;
6. Contribute to the development/implementation of the humanitarian access strategy, in close collaboration with the Emergency Coordinator and the Security Officers by reinforcing the link between programme and security efforts. Work in close collaboration with the Security Officers to ensure that community acceptance and protection risk assessment are taken in consideration in UNDSS SRM’s Program Assessments. Contribute to a coherent approach across all WFP CO in the Sahel.
7. Provide training/workshop and Supervision to WFP personnel and partners especially those who are field based, on protection mainstreaming, principled programming, accountability to affected populations and their implementation throughout the project cycle
8. Provide sensitization sessions to cooperating partners especially National NGOs, including TPM and WFP field monitors, on protection mainstreaming, humanitarian Principles, accountability to affected population, the basics of humanitarian action, WFP mandate and mission and the wider UN system;
9. Identify partnerships with other UN humanitarian agencies, National and International NOGs and other relevant actors on assessment and mitigation of current and emerging Protection issues, and represent WFP in the relevant fora (clusters, working groups etc..)) and identify lessons learnt on Protection mainstreaming in the recent past from Mali (eg. programmatic actions, advocacy measures, enhanced visibility, active presence, partnership building). Identify avenues for increased coordination, including at the AAP Working Group
10. Providing Strategic and programmatic guidance on integration of protection with Gender Mainstreaming in the project cycle management to better address the specific needs of women, men girls and boys, in close collaboration with Country Office gender officer and the regional gender Advisor.
11. Perform other related duties as required.
Requirements
• Masters or Advanced University degree in Social science, international law, human rights or public policy;
• 5-6 years of on the ground relevant experience;
• Knowledge of Malian humanitarian and socio-economical contexts;
• Fluent in French, working knowledge of English, a local Language (especially Bambara) is an advantage;
