UNICEF’s Public Partnerships Division (PPD) works to strengthen the organization's position as a partner of choice for children's rights among governments and public actors around the world. The Division engages in evidence-based policy advocacy and resource mobilization to support children across the globe through the implementation of UNICEF’s Strategic Plan 2022-2025 and the Agenda 2030. In collaboration with other Divisions and offices, PPD mobilizes and manages partnerships, including government and intergovernmental partners, UN pooled funding mechanisms, Global Programme Partnerships, International Financial Institutions and innovative financing mechanisms.

This TA directly contributes to the priorities of the Africa/Middle East & North Africa (MENA) Team in Public Partnerships Division, in particular, to support

How can you make a difference?

The purpose of the TA is to assist the Public Partnerships Manager to meet the accountabilities in support of the key priorities set-forth for Middle East and North Africa (MENA) countries under the 2023 workplan in the context of the broader PPD Office Management Plan 2022-2025 as well as the UNICEF strategic plan results and corporate targets on resource mobilization and advocacy for sustainable development.

Under the guidance of the Senior Advisor and direct supervision of the PPD Public Partnerships Manager, MENA, in the Africa/MENA Team, the Public Partnerships Specialist is responsible for various aspects of grant/contribution management, external relations, development and implementation of partner strategies and approaches for assigned member states and respective thematic areas; as well as liaison with: Government Missions to the UN, donor capitals, UN agencies, UNICEF Headquarters Divisions and UNICEF Field Offices. The Partnerships Specialist is responsible for maintaining on-going contacts at working levels with these various offices. This position is in the team that oversees UNICEF’s partnership (financial and policy) with the Governments of the Middle East and North Africa.

The TA also supports senior management for their strategic engagement with government and other partners in the below areas:

• Facilitate high-level contacts with senior officials of Missions to the UN, departments of assigned Member States, and other internal and external interlocutors to promote cooperation with UNICEF and the attainment of UNICEF’s goals and objectives.

• Under the guidance of the Public Partnerships Manager, develop comprehensive and substantive analyses, briefs, reports, statistics, income projections and requirements for Executive Director’s meetings with high level government authorities, senior Member State officials, senior parliamentarians, or heads of major institutions.

• Help formulate advice to UNICEF senior management on recommended action with selected Member States/partners, to influence policies, (inter-governmental) positions and practices and maintain and increase UNICEF’s resource base.

• Support in the development of policy papers and guidelines to enhance partnerships and initiatives for assigned partner countries for review/consideration of PPD senior management.

Effectively manage partnership agreements

• Under the guidance of the Public Partnerships Manager, negotiate terms of agreements of funding between UNICEF and assigned Member States in a manner that is consistent with UNICEF Regulations and Rules in coordination with the UNICEF Legal Office, HQ divisions and field offices. Ensure appropriate management of negotiated contributions according to UNICEF Regulations and Rules.

• In consultation with other parts of the Public Partnerships Division and other HQ offices as needed, guide and support field offices in their engagement with partner/donor countries, and advise them on proposal development, legal arrangements and donor reporting.

• Provide quality assurance for contribution/grant management in close coordination with relevant internal offices.


To qualify as an advocate for every child you will have…

An advanced university degree (Master’s or higher) in social sciences, international relations and or international law is required or related technical field.
A minimum of five years of progressively responsible professional work experience at the national and international levels in programme management, monitoring and evaluation, United Nations intergovernmental processes, humanitarian assistance, or a related field.
Knowledge of the region and fluency in Arabic language is an asset.
Experience in working in a multi-lateral environment e.g. UN and intergovernmental bodies e.g. GA, ECOSOC, Security Council, Regional Commission and organizations such as Organization of Islamic Conferences (OIC), The Gulf Cooperation Council (GCC), and the League of Arab States.
Experience in working in international relations and high degree of diplomatic skills.
Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
