Strategic office context:

Evidence is at the heart of UNICEF’s work in India and critical to achieving UNICEF’s equity strategy. With the dynamic economic and political changes in India, the evidence function within UNICEF is becoming more important. Over the past few years, UNICEF’s evidence function has grown substantially in response to increased expectations from Government and other partners, who increasingly look to UNICEF as the knowledge leader on issues related to children. In order to provide sufficient technical and managerial support across all the programmatic sectors UNICEF works in, we are looking for a Knowledge Management Specialist as part of the newly created Evidence Unit in UNICEF India. Under the leadership of the Chief Evidence (Data, Research and Evaluation) (P-4), and co-guided by the Chief, Planning, Monitoring and Reporting (Managing for Results Unit), the Knowledge Management Specialist will support the effective design and conduct of initiatives to support internal and external knowledge management, especially around evidence.

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

Internal Knowledge Management System and Learning Environment

Implement and further refine the internal components of the UNICEF India Knowledge Management Strategy and workplan. Support in building relevant resources/platforms that are user friendly, and ensure effective and efficient exchange of knowledge between sectors, teams and field offices.
Facilitate knowledge sharing through dissemination of information to specific or general internal audiences through various approaches/mechanisms/platforms.
Coordinate internal documentation efforts, including daily publication of case studies from states and section in collaboration with relevant KM Focal persons, and those efforts supporting fundraising or donor reporting.
Maintain a database/library of evidence reports, papers, products relevant across multiple sectors that UNICEF colleagues (and others) can access easily for reference
Undertake rapid evidence reviews/syntheses in certain sectors or on certain issues/topics for programmatic use, and support ‘helpdesk function’ to find specific evidence on certain topics upon request (internal KM)
Collaborate with ICT on managing and maintaining the ICO ECM the digital workspace and knowledge sharing platform
Manage the LTA for documentation and analytical writers, including undertaking renewals and expanding the LTA scope as necessary
Plan and lead on key initiatives such as ‘Best of Evidence at ICO’ competition series and the country office ‘Fail Fests’, ensuring that it is engaged with and well-documented
Document how evidence is used by UNICEF, and how UNICEF-commissioned evidence leads to change/impact; document impact stories of UNICEF individual evidence champions
Facilitate the development of the knowledge management strategy of the states and sections, and ensure alignment to the broader country office KM strategy
Support states and sections in developing their respective KM guidance notes, in line with the country office and global KM strategies.
Ensure ongoing assessment of knowledge management theories, trends and practices and their application to the evolving strategy of the UNICEF Country Programme
Sharing and use of knowledge related to women and children
Implement and further refine the external components of the UNICEF India Knowledge Management Strategy and work plan. Support in positioning UNICEF as the knowledge hub/leader on children’s rights and evidence on children in India. Ensure effective management, dissemination and use of knowledge and evidence.
Design and produce KM products for external dissemination, public discussion and policy discourse purposes based on UNICEF-led research, studies and evaluations e.g. copy-editing final deliverables; produce compelling infographics, dashboard, advocacy briefs, thematic briefs, blog-posts (and any other products, as relevant/necessary);
Design and produce KM products around critical areas for UNICEF, especially cross-cutting areas, leveraging publicly available evidence e.g. gender, migration, urban, climate change, etc.
Work with the communications team to ensure that external facing UNICEF-led evidence products are branded correctly, follow the publication guidelines and are being featured in external communications by UNICEF (where relevant)
Work with the communications team and ICT to set up and maintain an external facing website with UNICEF’s evidence efforts/products
Plan, manage and organize a public forum regularly (e.g. the annual ‘Forum on Evidence for Children in India’) to disseminate, discuss and mobilize public discourse on evidence with user, researcher and policy makers. Lead in designing and producing evidence products for the forum including documentation.
As part of UNICEF’s convening role, and position as knowledge hub, maintain an external facing and easily searchable library of evidence reports, papers, products relevant across multiple sectors that UNICEF works in.
Prepare inputs and participate in relevant conferences, workshops and meetings, including consultations with high level officials, academic experts and practitioners.
Capacity Building
Promote a better understanding and active engagement for knowledge management. Build the knowledge management capacity to distribute knowledge in various formats and to various audiences. Contribute to a culture of learning and towards improving development effectiveness.
Promote the awareness and understanding of the shared responsibility of knowledge management (as well as the Research, M&E function) among all staff members through communication, training, learning and development activities organization wide.
Utilize a range of appropriate skills building strategies including self-learning, seminars and workshops and practical experience in order that UNICEF staff have the basic knowledge and skills in understanding and applying KM, R,M&E policies, tools, methods to fulfil their responsibilities.
Conduct internal capacity building sessions for all sections, states and teams (at 4 per unit) for the adoption of ECM in collaboration with ICT
Actively seek partnerships with knowledge institutions in the country for the identification of capacity gaps and development of strategies to address them.
Identify opportunities to strengthen the capacity of partners through appropriate knowledge management training and information sharing.
Collaborate to implement capacity building strategies as a joint commitment with other developmental partners. Utilize a range of appropriate skills building strategies including self- learning, seminars and workshops and practical experience in order that national partners have the basic knowledge and skills in understanding and applying KM, R,M&E policies, tools, methods to fulfil their responsibilities.
Contribute in the development and use of evidence uptake and impact measurement tools, and identification of pathways for evidence to action.
Provide technical inputs into proposal development and mobilization of resources to support research, research facilitation, evidence synthesis, knowledge management and capacity- building activities of UNICEF and partners.
Coordination and Networking
Ensure that the office is effectively linked to wider UNICEF KM, Research, M & E developments in a way that both contributes to and benefits from organizational learning on effective KM management.
Along with the R&E Specialist, support the establishment and ongoing maintenance of a network/CoP of research focal points across UNICEF
Ongoing maintenance of the existing KM network
Collaborate with Regional Programme Planning, KM, HQ KM teams and Office of Research- Innocenti for overall coordination of priority KM activities, especially those of regional scope requiring the coordinated effort of multiple countries.
Partner with the Regional Advisers to ensure that current and accurate knowledge and evidence are included in regional reports, multi-country studies, and knowledge sharing networks.
Keep abreast of latest global developments relating to research management, research uptake and impact and knowledge management theory and practice and ensure that new knowledge is shared widely across UNICEF and externally.
Undertake lessons-learned reviews on successful and unsuccessful evidence practices and experience at the national level, and ensure they are shared as appropriate. Similarly, pay attention to knowledge networks to identify innovations and lessons learned that may be relevant for the CO and partners to improve their evidence function.
To qualify as an advocate for every child you will have…

Education:

Advanced university degree in social sciences, statistics, development studies, planning or relevant field is required.

A major/specialization in communications or journalism is a strong advantage.

Experience:

Minimum of Five years of relevant professional work experience in programme development and research, evaluation and knowledge management. Experience in field work required. At least one instance of exposure to emergency programming, including preparedness planning will be an asset. Active involvement in a humanitarian crisis response programme will be an asset.

Language: Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Remarks:

This position is based in New Delhi (India).
The vacancy is open to internal and external candidates. As per the UNICEF Staff Selection Policy, the definition of “internal” is only applicable to UNICEF staff members holding a permanent, continuing or FT appointment.
The vacancy is open to Indian Nationals only.
Selected applicant will have an initial two (2) year fixed-term contract, with the possibility of extension subject to satisfactory performance.
