Context:
Under the direct supervision of the Regional Director (RD) Middle East and North Africa Region in Cairo, Egypt and in close coordination with the Central Evaluation (EVA), Results-based Management (RBM) and Risk Management Units at Headquarters (HQ), and the SRRMO in Cairo, the Regional Monitoring and Evaluation (M&E) and Risk Management Officer will be responsible for leading the successful and smooth management of the monitoring and evaluation and risk management functions of the Regional Office (RO) and for providing related technical support to IOM Country Offices in the Region.

Core Functions / Responsibilities:

Institutional and Operational Support
1. Lead and supervise the development and implementation of the IOM M&E activities in the RO and associated Country Offices (COs), aligned with global and regional strategies.
2. Ensure adherence to existing Evaluation and Monitoring policies and guidelines as well as RBM roadmaps, frameworks and guidance.
3. Ensure that adequate monitoring and evaluation costs are budgeted and advocated for under financial and human resources, as per IOM M&E policy, guidelines and Project Handbook.
4. Lead and supervise related capacity building activities for the IOM staff of the region (such as Regional Thematic Specialists, Project Developers, M&E officers, Project Managers, Implementing Partners etc.), including the conduct of capacity needs assessment and mandatory requirements related to M&E and RBM.
5. Support regional reporting activities (related for instance to regional work plans, IOM institutional questionnaire, evaluation reports, Strategic Result Framework (SRF), regional strategy reviews etc.). Act as focal point for relevant Monitoring, Evaluation and/or RBM groups (UNEG, SRF, Regional M&E groups etc.) and facilitate discussions on related M&E and RBM issues, challenges reporting and measurement.

Results-Based Monitoring
6. Provide support to the RO technical staff and COs in reviewing project proposals, particularly the result matrices, result monitoring frameworks and the monitoring and evaluation sections of the proposals.
7. Support COs in the Region to develop M&E systems, plans and tools to monitor and evaluate the implementation of projects/programmes and/or strategies within the COs.
8. Contribute to the production and/or update of RBM technical guidelines and tool developed by the RBM Unit at HQ and provide support for their implementation.
9. Review COs monitoring reports and provide inputs on the potential data bottlenecks and corrections in measuring results, ensuring a smooth implementation of project, programs and strategies according to results matrices and donors’ requirements.
10. In coordination with Chiefs of Mission and project managers, undertake visits to ensure smooth functioning of M&E and RBM in the COs with limited technical capacities.

Evaluation
12. Support the RO in keeping record of all evaluations implemented and planned in the Region and ensure coordination and regular follow-up with the COs for timely conduct and quality control for publication in line with EVA instructions.
13. Supervise the internal and external evaluation processes ensuring adherence to IOM’s evaluation protocols, guidelines, and templates, including the tracking of Management Responses of evaluations conducted in the region.
14. Conduct mid-term, final and ex-post internal evaluations on need and availability basis and provide technical support for the conduct of external evaluations by the RO and COs.
15. Support the RO and COs in preparing other types of reviews, such as project performance reviews (PPRs), after action reviews, real-time learning workshops in complement to the conduct of evaluations.
16. Contribute to the production and/or update of evaluation policies, strategies and technical guidance developed by EVA and provide support for their implementation.
17. Support the RO and COs in the roll-out of IOM SRF, ensure the use of global indicators where relevant as well as a proper use of PRIMA for monitoring, reporting and evaluation of projects/programmes in the region. Facilitate meetings and webinars for the COs to further guide them on the efficient use of these tools.

Risk
18. Support and provide guidance to relevant RTSs to ensure that the risk context is established and that there is an associated Risk Management Plan when reviewing the project proposals.
19. Ensure that any new risks are identified during the regular monitoring of project activities, and where appropriate ensure that associated Project Risk Register Matrix, Risk Treatment plans are monitored and regularly reviewed. Conduct monitoring visits of high-profile or high-risk projects requiring independent monitoring or urgent technical guidance, considering regional offices M&E annual workplans.

Reporting (general)
21. Support the RO and COs in producing progress, monitoring, performance and evaluation reports in a timely manner.
22. Support the RO and COs by providing data and information for documenting and communicating on IOM activities and performance in regional/national fora.
23. Perform additional duties as may be assigned by the RD.

Required Qualifications and Experience:

Education
• Master’s degree in Social Science, Sociology, Development Studies, Development Leadership, International Relations, Political Science, Business or Public Administration, International Studies or a related field from an accredited academic institution with seven of relevant professional experience; or,
• University degree in the above fields with nine years of relevant professional experience.

Experience
• Experience in project conceptualisation, development, monitoring, reporting and evaluation;
• Experience in project development and capacity-building activities;
• Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
• Sound and proven understanding of internal and international migration issues in the country
and in the Region; and,
• Experience in organizing consultations, workshops and seminars with high level stakeholders.

Skills
• Strong writing and research skills;
• Excellent communication and analytical skills;
• High degree of judgment and initiative, ability to work with a high degree of independence within assigned areas;
• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
• Knowledge of UN and bilateral donor programming and institutional requirements.
• Strong interpersonal and teamwork skills; and,
• Proven ability to establish and maintain effective working relationships with people of diversecultural and national backgrounds.

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).
For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic or French is an advantage.
