We are currently seeking qualified Regional Program Manager candidates to be proposed on an anticipated new activity in Benin to improve economic livelihoods for rural and urban youth and women in Northern Benin with a budget of between USD $25-$49 million. The position is contingent upon award. There will be two Regional Program Managers, one each for the North East and North West sub-regions.

Job Summary:
The Regional Program Manager (RPM) will lead and manage the sub-regional team to ensure effective implementation of all NELY activities in target communities within the sub-region. The RPM will oversee sub-office operations and will supervise the project staff based in the sub-regional office. The Regional Program Manager will be based in one of the four departmental capitals in the north: Parakou, Djougou, Kandi, or Natitingou. This position will report to the Deputy Chief of Party.

Essential Job Functions: Duties and Responsibilities
Lead and manage the regional teams in the sub-regional office in the North to ensure effective development and implementation of all NELY project activities in the sub-region, including managing resources strategically to meet project performance objectives and workplan targets;
Supervise the regional team of six to ten program staff based in the sub-regional office and coordinate closely with the Senior Management Team based in other offices;
Ensure a high level of program quality in NELY activities working with key technical staff and regional teams – particularly relating to livelihoods, youth and women’s engagement.
Oversee all logistics and operations for activities in target communities managed by the sub-regional office.
Manage and maintain strong working networks and relationships with local stakeholders, local authorities and especially NELY’s local CSO partners;
Liaise with other donors and implementing partners operating in the sub-region to share information and maximize synergies;
Ensure regional programming is compliant with all Monitoring, Evaluation and Learning requirements and that all project data related to activities implemented in the sub-region are accurate and up to date. Ensure that all local partners adhere to USAID branding guidelines;
Communicate regularly with the Cotonou-based project team, particularly the Deputy Chief of Party. Advise the Senior Management Team on the evolution of the political, economic and social situation in the sub-region’s target communities and for recommending and implementing adaptations to ensure that activities remain relevant and effective;
Provide inputs to high-quality quarterly reports and regular communications materials for USAID, including drafting weekly activity updates and regular success stories;
Coach, mentor, and manage staff based in the sub-regional office to ensure quality, efficiency and compliance with project and company standards/policies and project plans and priorities;
Encourage effective teamwork and develop tools and techniques for delegating tasks according to the skills of every team member. Evaluate the performance of all direct reports; and

Qualifications and Requirements
Bachelor’s degree in relevant field of study, such as economics, agriculture, development, political science or public administration; Advanced degree preferred;
8 years (minimum) of relevant professional experience; 4 years of experience managing livelihoods, economic development, youth engagement, community development, social cohesion, and or capacity development activities;
A strong understanding of Benin’s political and social context, including in the North;
Understanding of, and experience working in the North East and/or North West sub-regions is preferred;
Demonstrated ability to work effectively with local partners and stakeholders;
Demonstrated management skills and ability to effectively lead a highly collaborative team;
Strong communication, organizational, management, and interpersonal skills;
Fluency in French required; proficiency in English preferred.
