ABOUT WFP GUINEA-BISSAU

Guinea-Bissau is a country with a history of political instability and weak public institutions, which have contributed to its fragility, disrupting governance, and persistent poverty. Despite having a predominantly agrarian economy and abundant natural resources, the country's gross domestic product (GDP) was estimated to be $1.64 billion in 2021, with an annual growth rate of 3.8%. According to the World Bank, poverty levels in Guinea Bissau have remained largely unchanged over the past decade, with around 47.7% of households living below the national poverty line.

According to the United Nations Development Programme (UNDP), Guinea-Bissau is one of the least developed countries in the world, ranking 175 out of 191 countries in the 2021-2022 Human Development Index (HDI). The country also faces significant challenges in achieving the Sustainable Development Goals (SDGs), particularly in the areas of poverty reduction (SDG 1), zero hunger (SDG 2), health (SDG 3), education (SDG 4), and gender equality.

In 2023, WFP renewed its partnership with the Government of Guinea-Bissau to achieve "zero hunger" and progress towards the Sustainable Development Goals, through its new second generation Country Strategic Plan (2023-2027). WFP's new Strategic Plan focuses on supporting rural communities to build resilience to climate shocks and strengthen livelihoods, while supporting the Government's efforts to lay the foundations for an inclusive social protection system that is sensitive to nutrition and climate shocks.

The first year of implementation of the CSP was marked by a tense political situation in the country. On 4 June 2023, Guinea-Bissau held its first national elections since the dissolution of parliament following an attempted coup in February 2022. The elections resulted in a national power shift, with the opposition coalition winning a majority of seats in parliament - a new government cabinet was appointed, and the country entered a period of political settlement. However, the democratic stability generated by the country's successful parliamentary elections was suddenly interrupted by the dissolution of the National Parliament by the President of the Republic in December 2023, following a political-military crisis that the President considered to be an attempted coup d'état. Despite this situation, and the recurrent turnover of ministers and senior staff, WFP has successfully continued to build on its strong relationship with key government stakeholders.

WFP focuses on capacity strengthening of government institutions and builds synergies with national partners to optimize mutually supportive and gender-transformative interventions that are part of an integrated strategy encompassing home-grown school feeding, social protection, resilience, malnutrition prevention and treatment, emergency preparedness and response. WFP has been present in Guinea- Bissau since 1974.

THE ROLE

The Research, Analysis & Monitoring (RAM) Officer will contribute to the successful implement of the CSP by leading the research, analysis and monitoring function, providing research and analysis, generate Vulnerability Analysis and Mapping (VAM) evidence base and developing capacity of national partners and colleagues and documenting the results.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

The Research, Analysis & Monitoring (RAM) Officer will report directly to the WFP Deputy Country Director under the overall supervision of the Country Director in the WFP Country Office within delegated authority, the National Officer shall be responsible for the following:

Provide technical advice and support WFP and its partners on matters pertaining to food security and nutrition strategies, policies, programmes, and facilitate the timely and productive use of related outputs in a manner that complies with WFP standards and processes.
Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
Manage and/or conduct food security, nutrition, markets, Smallholder Agricultural Market Support (SAMS) and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
Keep up to date with and advise on food assistance developments and issues and the potential impact upon WFP activity to enable timely and appropriate programme evolution and intervention.
Contribute to the development of programme activities, providing technical analysis, interpretation and recommendations to facilitate food assistance needs to be met effectively.
Provide coaching and guidance to Vulnerability Analysis and Mapping (VAM) staff as required to ensure appropriate development and enable high performance.
Support the monitoring and evaluation of WFP activities, providing technical analysis, interpretation and information as required to support the assessment of activity impact.
Represent WFP during meetings with partners to contribute to technical discussions, exchange of knowledge and experience, and seek for appropriate interventions (based on an evidence base), and areas for potential collaboration.
Build capacity of WFP staff, partners and national government to conduct analysis on food security, nutrition, markets, SAMS, resilience, and related topics to effectively inform policies and programmes.
Provide support to relevant partners that are focusing on food security and nutrition to enable sharing of experience, lessons learned and best practice.
Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
Ensure that Country Office (CO) monitoring systems and tools are in place and compliant with corporate standards, including the minimum monitoring requirements (MMR), standard operational procedures (SOP) and establishment of baselines and targets in alignment with the updated corporate results framework (CRF).
Contribute to the development and implementation of national government and interagency monitoring, reporting and evaluation frameworks, including United Nations Sustainable Development Cooperation Framework (UNSDCF) aligned with nationally owned sustainable development goals. Other as required.
DELIVERABLES AT THE END OF THE FIRST YEAR:

Necessary monitoring indicators and baseline prepared;
Food Security and Nutrition Monitoring Indicator :FSNMS (SiSSAN in Portuguese acronym) team trained, data collection, analysis and management are running periodically and permanently with appropriate methodology;
Analysis of geographic patterns of food insecurity and vulnerability completed;
Quarterly newsletters which will include the main information regarding food security and nutritional status of the population disaggregated by regions and sectors produced and disseminated;
Required reports and relevant inputs in the areas of research, analysis, monitoring and evaluation provided to periodic reports required by WFP Guinea-Bissau, the Regional Office or Headquarters;
Trained Food Security and Nutrition Monitoring Indicator (FSNMS) team, both Government and Civil Society Organizations (CSOs), and CO programme staff in the areas of food security assessments, data analysis and M&E.
QUALIFICATIONS AND EXPERIENCE

Education: A master’s degree in one or more of the following disciplines: Public Administration, Business Administration & Finance, Food Security analysis, Statistics, Data Science, Economics, Agronomy/Agricultural sciences, Environmental Sciences, Health/Nutrition, Social Sciences, or other related fields.

Language: Fluency (level C) in Portuguese, English or/and French.


DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least five years of professional experience in research, analysis and /or monitoring and evaluation, with United Nations agencies, NGOs, government, research institutions or universities, or private sector.

Practical expertise in food security analysis and mapping developed by participating in assessments in multiple countries or at national level, including the design, data collection and analysis.

Demonstrated proficiency in the use of multiple statistical tools and methods for food security analysis.

Demonstrated technical knowledge and understanding of qualitative and/or quantitative research methods and tools;

Ability to design and implement monitoring and evaluation systems and facilitate training sessions.

Knowledge & Skills:
